2 Background Summary Citrus County Water/Wastewater/Reuse Master planning efforts have not been updated since During this time, the County s utility system has experienced considerable growth, primarily as a result of acquiring the Citrus Springs, Pine Ridge, Sugarmill Woods, and several other small utility systems.

3 Purpose The purpose of the Master Plan is to update the utility plans in order to address the following: Consolidation of newly acquired facilities Facility performance Regulatory issues (i.e. FDEP, SWFWMD, etc.) Changes in historical flow patterns Targeted Expansion to Facilitate Planned Development and Economic Growth Establish a foundation for the Rate Study through an approved Utility Master Plan.

4 Purpose (cont d) The importance of this Master Plan is to identify opportunities for the County to improve the efficiency and reliability of its existing systems by addressing the following: Identify problem areas. Consolidating Facilities. Strategic Interconnections with adjacent Utilities.

5 Utility Planning Areas To better evaluate the various water and wastewater service areas and systems, including potential future areas/systems, Citrus County was subdivided into five utility planning areas, based on the limits of existing facilities and geographic characteristics. These areas are as follows: Central Utility Planning Area Northeast Utility Planning Area Northwest Utility Planning Area Southeast Utility Planning Area Southwest Utility Planning Area

13 Deficiencies Both the Charles A. Black System and the Sugarmill Woods System have adequate ability to supply water demand, however, they both have an inadequate permitted groundwater withdrawal capacity to supply existing demands. There are ten small water systems and treatment facilities that are substandard, have water supply issues, and are not able to deliver fire flows. Inefficient to operate the water system due to plants scattered throughout the County.

14 Recommendations Upgrade existing wastewater treatment facilities to produce reuse water that can be credited to its potable water use and associated water use permits. Consolidate all the scattered water facilities into a few main regional water treatment plants.

29 Deficiencies Sugarmill Woods WWTP is limited on capacity, is becoming costly to maintain, and is at the end of its useful life. Capacity and overloading issues in the collection system, particularly in the transmission lines serving the Homosassa area.

30 Recommendations Expand and upgrade the SMWWTP to a reuse facility. This will solve the aging of the plant and help the consumptive use problem. Expand the collection system to divert flows to Meadowcrest WWTP and the SMWWTP (once upgraded) for production of reuse water.
