2 The Designated National Authority (DNA) The DNA is the Ministry of the Environment, Water Resource Management and Drainage The Focal Point is the Permanent Secretary The DNA Communicates to other National Stakeholders

3 Approval Procedures CDM Project Proponents write to the DNA and submit their Project Profiles and supporting documentation for review The National Sustainable Development Policy provides guidance at the Policy Level for the National Approvals Process and Procedures Proponents are responsible for the preparation of their submissions though the Ministry will provide guidance where possible

4 National Activity There have been very few projects submitted to date Submission is sporadic at best Areas addressed include Forestry Wind Energy Electricity Co-generation Waste-to-Energy

5 Status of Projects Under Serious Consideration Lamberts East Wind Farm Project Description 11 Wind Turbines Installed capacity 10MW with annual production of 28 million kilowatt-hours To power 9,275 homes National fuel cost reduction of USD$2.8 million per year Displacement 23,000tonnes CO2/ year STATUS: Slow progress due to EIA process. TCPO approval recently granted

6 Status of Projects Under Serious Consideration Cane Industry Restructuring Project Project Description Restructuring of the cane industry including planting regimes and the construction of a new factory and generation plant 20,000 25,000 tonnes of sugar for export and domestic consumption 36,500 45,000 tonnes of Grade A molasses for sale to rum producers Installed capacity 20 MW or GwH of electricity per year (~14% of total country demand by 2014) 23 million litres of ethanol to be used as a gasoline additive Displacement of 130,000 tonnes CO2/ year Status: Very slow process. Numerous variations in project description and components

7 Status of Projects Under Serious Consideration Mangrove Pond Landfill Gas-to-Energy Project Project Description Phase I Design, construction and operation of a landfill gas (LFG) collection and flaring system Phase II Design, construction and operation of a 2-5MW electricity generating plant Displacement of 20,000 tonnes of CO2/ year Status: Tender process cancelled. New tender process under way

8 Status of Projects Under Serious Consideration The Solid Waste Management Centre at Vaucluse Project Description Development of an integrated transfer station and materials recovery facilityto process tonnes of waste per day Diversion of 70% of waste from landfill Status: Project completed, with significant modifications PIN not completed

17 Solar PV Project Details Maximum output for panels is 60kw Effective output estimated at 70% Effective sunlight hours a day (12) hours Daily output rates (70% of 60kw = 42) x12hours = 504kw or ~ 0.5 MW Estimated days of operation 365 days a year

19 Concluding Statements Barbados is very keen to take advantage of the opportunities afforded us but we are concerned that the energy and fiscal expenditure on the process may outstrip the gains under the process. Barbados continues to pursue a green development path and may be disadvantaged by our stance of not waiting for approvals and grant funding and pursuing development projects through self-financing and/ or loan financing The Government of Barbados has recently started the Greening of the Barbados Economy
