5 EXECUTIVE SUMMARY The Privi Biotechnology Pvt. Ltd. (PBPL) 100% subsidiary of Privi Organics Ltd is planning to develop R&D/pilot facility at the Nerul site. This is aimed at the central theme of biomass/natural oil deconstruction technology for separation of different C5, C6 sugars, fatty acids, glycerols from variable source of second generation biomass such as maize bran, rice bran, husk, paddy and non edible oil such as castor oil, linseed oil etc. This modular research and pilot facility will at any given time be able to co-produce a number of value chemicals from a single feedstock which is second-generation biomass and assess the overall sustainability and economic viability of the project at commercial level. The first concept that will be implemented at the proposed facility will be for food additives and non food additives such as phenolics (vanillin), low calorie sweetener (xylitol), specialty chemical (Gluconic acid and salts) and fatty acids. The facility will be used to implement and assess other (second line) bio-based products developed by Privi biotechnology Pvt. Ltd (PBPL) ICT along with Department of Biotechnology (hereafter refer as DBT), government of India has taken up the initiative to set up a technology translational facility in the form of a biorefinary. Privi biotechnologies pvt. Ltd., a 100% subsidiary of Privi organics Ltd., has collaborated with ICT and DBT to build a kind of unique facility which can facilitate R &D and pilot scale research with different types of agriculture bio-waste and convert it into value addition products. The said collaboration is registered under a project titled, Pilot Scale Translational Facility for Value Added Chemicals from Biomass with government of India and will be a first ever initiative in the country. The capabilities incorporated in the facility will allow industry to transform the technologies into reality. The proposed translational facility is being designated and operated in modular and flexible manner. This unique concept, therefore, offers the possibilities of continuously evolving and validating indigenous biochemical technologies at present and being developed in future at different front. Efforts by large numbers of organizations, technologists have resulted in biotechnology processes for converting biowaste into valuable chemicals at laboratory scale. This project is aimed at constructing a translational facility to address the gap between laboratory scale technologies into commercially viable plants employing the concept of zero waste biorefinery. The proposed facility is going to reduce the overall carbon footprint by facilitating new technologies for bio-based chemicals from renewable sources. The translational facility will allow validation of number of relevant technologies along with an optimal product mix to maximize economic and environmental sustainability. The proposed facility will provide the necessary platform for scaling up processes and optimizing the product mix and sustainability of developed technologies. Proposed activity will be limited to R & D and pilot scale technology development. After the development of the technology for the agro waste based products, the same will be passed on to prospective manufactures for commercial scale Pilot Plant. Boiler = 1.5 TPH (1 no.), Stack height = 30 m TFH = Kcal/hr, Stack height = 30 m 1.0 introduction of the project 1.1 Introduction of the Project The objective of this pre feasibility study is to provide information for the of Proposed Greenfield project of R&D, Pilot plant for food and non-food additives by Plot No.: D-122, TTC Industrial Area, Thane Belapur road, Nerul, Navi Mumbai , Maharashtra. As per the EIA Notification No. S. O promulgated on 14 th September 2006, proposed project has covered Synthetic Organic Chemical Industry as 5 (f) and need prior environmental clearance. It is stated that 5(f) industries located in a notified industrial area are classified under category B and would be appraised by State Level Expert appraisal committee/ impact assessment authority. Based on the OM dated 16 th May 2014 by Director MoEF, Public Hearing is exempted for the Industrial Estates / Parks which have taken Environmental Clearance. 1.2 Introduction of the Project Proponent Privi Biotechnologies industries was established in the year 2012, an emerging leader in food and non-food additives, manufacturing facilities located in TTC Industrial Area, Nerul, Maharashtra. 7 there is no change in the land use status.proposed project is a greenfield project for R&D, Pilot plant for food and non-food additives. 1.4 Need for the project and its importance to the country and or region India as an agricultural country, agriculture economy is mainly based on income generated from primary agriculture products. The secondary agriculture residues are considered as waste and neglected to a large extent. The economic boost in the country s overall revenue from secondary agriculture has not been addressed and the reason could be due to of lack of commercially viable technologies and abysmally low value addition from the surplus agriculture waste. 1.5 Employment Generation due to the project The facility will be a kind of development center and will offer direct employment to about 40 odd persons in semiskilled and skilled category. They will be supervised by about 10 members of the staff. Indirect employment will be generated in terms of material transporters for raw material transport, employees of the suppliers of materials and plant and machinery. PFR for M/s. 8 2.0 PROJECT DESCRIPTION 2.1 Type of Project Proposed project is a greenfield project of R&D, Pilot plant for food and non-food additives. 2.2 Project Location Privi proposes R&D, Pilot plant for food and non-food additives by Plot No.: D-122, TTC Industrial Area, Thane Belapur road, Nerul, Navi Mumbai , Maharashtra. Location map is shown at Figure 2-1. The proposed plant is well connected both to Thane Belapur Highway at 1 Km and Railway line at Nerul Railway Station is 2 Km. A total of about 2100 SQMs of land is acquired for the proposed project. Satelliet image of the proposed project are as shown below. Figure 2-1 : Satellite Image of the Site. The project site is situated in TTC Industrial Area, Nerul. It is a notified industrial area where the land is owned by Maharashtra Industrial Development Corporation (MIDC) and leased to the Company. The land is meant for industrial activity. Land Ownership: Land is owned by Maharashtra Industrial Development Corporation (MIDC) and leased to the Company for 99 years. PFR for M/s. 9 2.3 Details of alternate sites considered and the basis of selecting the proposed site Since the proposed site has sufficient land available and owned by proponent. The following points were considered for selecting the proposed site: i. Location is within the established notified industrial estate ii. Availability of common infrastructural facilities of the industrial estate iii. Availability of water supply in the industrial estate iv. Availability of un-interrupted power supply in the industrial estate 2.4 Size or Magnitude of Operation The products manufactured and their capacities proposed are shown in below Table 2.1. 10 2.5 Process Description 1. Deconstruction of biomass by multi stage treatment The first stage treatment involves deconstruction of lignin by dilute alkali to produce phenolic compounds. Second stage treatment involves deconstruction of hemi cellulosic residue by dilute acid to produce C5 type of sugars. The cellulosic residue generated in second stage treatment will be further treated with enzyme to give the glucose as the main product. All the remaining residue will be send to biogas generator. 11 2. Fermentation of phenolic compounds Fermentation process involves microorganism as biocatalyst to assist the conversion of phenolic compounds to produce vanillic acid and vanillin. The fermentation broth after complete conversion is filter through the suitable filtration module to separate and recycle microbial cells. The filtered broth is further sent for multi stage downstream processing to yield the product vanillin. Fermentation of C5 sugars Fermentation process involves microorganism as biocatalyst to assist the conversion of C5 sugars including xylose, aribinose to produce xylitol, aribitol as final product. The fermentation broth after complete conversion is filtered through the suitable filtration module to separate and recycle microbial cells. The filtered broth is further sent for multi stage downstream processing to yield the product xylitol or aribitol. 13 4. Oil Hydrolysis The process developed involves use of a homogeneous ternary solution system that formed by mixing of oil, a polar organic solvent and water. This homogeneous substrate mixture is passed through a packed bed reactor of the immobilized 1, 3- specific lipase at a residence time of 2.5hr to obtain a oil hydrolysate comprising free fatty acids, glycerol and unreacted MAGs. As both products, viz. fatty acids and glycerol have vast industrial applications; their separation becomes useful to get both in purified form. 17 2.7 Resource optimization/recycling and reuse envisaged in the project To conserve the water, various recycle/ reuse schemes will be implemented. Most energy efficient technology is selected. 2.8 Availability of water its source, energy/power requirement and source Water Requirement and effluent generation Proposed fresh water requirement of the project for domestic and industrial activity during operation phase will be 97 CMD. 18 2.8.2 Power Requirement Power requirement of proposed project will be made available through State Electricity Board. Power requirement of proposed plant is as below: Power requirement: 315 KVA 01 nos. of D. G. sets of capacity 315 KVA are proposed to meet emergency power requirement of the plant Fuel Requirement It is proposed to install 01 no. of 1.5 TPH boiler & 1 no. of Kcal/hr TFH. Fuel required for proposed project will be around SCM/ hr of CNG or Kg/hr of LDO or Kg/hr of FO. LDO will be used as fuel to run one DG set having capacity 315 KVA. Requirement of LDO will be around 60 Kg/hr. (as and when the power shortage occurs due to power failures). 20 of more than 99% of total COD. PBL will be installing membrane filtration system comprising micro, ultra and nano filtration modules. This system will be capable for removing all excess acid and alkali. The new algal technology developed by ICT-DBT center will be used for microbe removal and to make the effluent clean in terms of biological agents and make odor free. The biogas generator will be used to take the remaining biomass to convert to value addition biogas. Reverse osmosis module will be add on system being utilized for efficient removal of TDS. Permeate of reverse osmosis module will be form of pure water and may be recycled back into the process and/or can be subjected to any purification system prior recycling into process. The reject will be send to the batch distillation process for recovery of water. This recovered pure water will be recycled back to the process. Reject of the batch distillation operation will be processed through centrifuge for solid recovery while the liquid coming out from centrifuge will be taken back for distillation operation in the next cycle. The solid reside recovered will be treated as byproduct and/or disposed to solid waste management, depending on its properties and value applications Schematic representations of the feasibility drawing which give information of EIA purpose. The applicability of the S for the proposed project was explored by considering different possibilities & provision made in the said notification. Considering the products & project location of the proposed project it is noticed that the proposed project falls under Category 5 (f) "B" of the Schedule-I of EIA Notification SO As per the provision of the SO 1533 it is necessary to get Environmental Clearance by applying to MoEF along with the Environmental Impacts Assessment Study Report for the proposed project prior to commissioning of the project activities. Therefore the EIA is required to conduct to comply with provisions of SO 1533 made for Category 5(f) "B" of schedule I of the notification. 3.0 SITE ANALYSIS 3.1Connectivity M/s Privi Biotechnologies Pvt. Ltd. is located at Plot No.: D-122, TTC industrial area, Thane Belapur road, Nerul, Navi Mumbai , Maharashtra. The nearest city from the site is Nerul at a distance of 1 Km. The nearest railway station is Nerul at a distance of 2 Km from the site. The nearest airport is at Mumbai 30 km. Highway is Thane Belapur Highway at a distance of 1 km. 3.2Land Form, Land use and Land ownership The proposed land for setting R&D and Pilot plant for food and non-food additives. Proposed unit is located in Notified Industrial Estate having plot area 2100 SQM. The land is acquired by PRIVI for establishing new facility. PFR for M/s. 21 3.3 Topography The Geographical location of this industry is: Latitude N and Longitude E Location: TTC Industrial Area, Nerul. Elevation above mean sea level meters: 43 ft. Toposheet of the site is shown below. The study area (10 km radius) around the project site exhibits flat terrain in the east and relatively elevated terrain in the west side. The minimum and maximum elevation of the study area is 1 and 492m amsl (above mean sea level) respectively. The maximum elevation is noticed in the western side of the study area. The project site is flat terrain. Mean sea level of the project site is m. Two third of the study area falls under terrestrial and one third falls under marine environment. Figure 3.1: Toposheet Showing Project site and 10Km of area 3.4 Existing land use pattern The proposed land for setting new unit is located in Notified Industrial Estate. The land is acquired by PRIVI. The proposed site is an undeveloped land which does not include agricultural, forestry, water bodies (including CRZ) etc. 3.5 Soil classification The basic type of soil found in the area varies from brown & black. The black type of soil is found in the eastern part. The fertility of the soil increases as it goes from red to black. 3.6 Climatic data from secondary sources The climate in proposed area is characterized by hot summer and general dryness throughout the year except the south west monsoon season. 22 Temperature: Annual maximum and minimum temperature in Navi Mumbai range from max C mini.18 0 C. Rainfall: Most of the rainfall occurs in the monsoon season from June to September. 23 4.0 PLANNING IN BRIEF 4.1 Planning Concept Proposed activities will be started after getting statutory clearance form related authorities. The project will be completed within six months. Further proposed project activities will take care of all the rules and regulation of statutory authority and provide the control measure and devices to achieve the standard norms TTC Industrial Area, Nerul has provided all infrastructure like assured electrical power, continuous water supply with purification from water works like disinfection, the internal road network, external approach road, and networking with CHWSTDF (Common Hazardous Waste Storage Treatment and Disposal Facility), MWML at Taloja in vicinity established with support of MIDC and MPCB. All nearby villages are provided with drinking water from wells or Government Water Supply Schemes. Hence we do not encroach upon their supply. 4.2 Land Use Planning Existing land is barren and undeveloped which will be converted for industrial purpose. This site is inside the campus of the MIDC and means safe transportation, less need of utilities, less constructing buildings and roads, less fuel, less water with optimization of infrastructure and networking with CHWSTDF (Common Hazardous Waste Storage Treatment and Disposal facility), MWML, Taloja in vicinity established with support of MIDC and MPCB. 24 4.5 Population Projection Thane District has a population of 11,060,148 as per census It has more than 27, 65,037 households of Maratha, Aagri, Koli, Muslim, Buddhist, and also includes SC, ST, OBC and open categories community. Population growth is being increased at alarming rate with their basic requirements. Amongst, Medicine is one of the basic needs, which is very essential for everyone to live happy life. So to fulfil their future basic need of Medicine for social community there is a necessity to promote R & D Centre in each industrial sector. 5.0 PROPOSED INFRASTRUCTURE 5.1 Industrial area The plot is available in TTC industrial area. 5.2 Residential Area There is no any residential area has been proposed. 5.3 Green Belt The project is built on an MIDC plot with plot area of 2100 sq. m. and green belt area 350 sq. m. Green belt will be developed at proposed project site and details will be provided in EIA report. 5.4 Social Infrastructure The basic amenities within the study area include primary schools, dispensaries, water supply, electric supply, public telephones, hotels, banks, post offices, petrol pumps, bus services, technical training institute and entertainment etc. 5.5 Connectivity The proposed site is well connected to Thane Belapur road just at distance of 1 Km. Nearest railway station is located at Nerul at an aerial distance of 2 kms towards East. Nearest airport is located at Mumbai at an aerial distance of 30 km. 5.6 Drinking Water Management The source of water supply is from MIDC. 5.7 Sewage System The domestic effluent will be treated in combine ETP. 5.8 Industrial Water Management We will achieve Zero Liquid Discharge System by using Effluent treatment Plant, RO and Evaporator. 5.9 Solid Waste Management Solid waste generated from the process will be collected, stored, transported and send to MWML, Taloja CHWTSDF as per Hazardous waste (Management, Handling and Transboundry Movement) Rules PFR for M/s. 25 5.10 Power Requirement & Supply / source The Total Power required for the proposed project is 315 KVA. 6.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN 6.1 Policy to be adopted (Central/State) in respect of the project affected persons including home oustrees, land oustees and landless. Rehabilitation and Resettlement (R&R) plan is not applicable for the proposed project. 7.0 PROJECT SCHEDULE & COST ESTIMATES 7.1 Likely date of start of construction and likely date of completion The construction is likely to start after getting Environmental Clearance and NOC/CTE from the authorized committee. 7.2 Estimated project cost along with analysis in terms of economic viability of the project The total investment envisaged is Rs. 13 Crore with the break-up as given in table no 7.1 below Table 7-1: Cost Break Up S. The New technology offers value addition by converting the other fragments such as phenolics, hemicelluloses into high value products such as vanillin, xylitol, etc. This value addition transforms the conventional technologies into a profit-making concept. The much-neglected secondary biomass resources will be benefited out of these new technology concepts and will affect the overall agriculture economy of India. All the products considered in the said technology development program will gain an additional value of natural chemical grade and will be able to compete for the synthetically developed products. Most of the chemicals targeted such as vanillin, xylitol are not the part of Indian export and will definitely fetch an additional economic value in terms of foreign exchange that are getting imported in the present scenario. 26 8.0 ANALYSIS OF PROPOSAL This facility, as said earlier is a demonstration modular facility. In the beginning, it will be used for the above-mentioned technology demonstration. The technologies will be techno economically optimized and as whole package will be taken for the commercial scale up. In the future, the said facility will be used for the similar kind of technology demonstration. The new upcoming technologies will be optimized in as similar way with zero liquid discharge and zero hazardous waste generation. PFR for M/s.
