Arrow LNG Plant Environmental Impact Statement Environment Workshop 16 November 2011

Presentation outline Environmental impact assessment Key environmental issues Key environmental impacts

Environmental impact assessment Environmental Impact Statement (EIS) Bilateral agreement between Qld and Cwlth Govts Terms of Reference (TOR) issued by Coordinator-General (DIP) Informed by technical studies DIP undertakes adequacy review (EIS meets TOR) Published for public and government agency comment Arrow prepares supplementary EIS to address submissions Qld and Cwlth Govts decide approval al and conditions

Key environmental issues Cumulative impacts Housing and accommodation Community services Traffic and transport (including aviation) Safety LNG plant and loading facility LNG shipping Visual amenity Curtis Island landscape

Key environmental impacts Terrestrial ecology Marine environment Coastal processes Traffic and transport Social and economic Housing and accommodation Local business and community services Visual amenity

Terrestrial ecology Environmental resources Endangered ecosystems (forest red gum) along watercourse Cupaniopsis spp. on Boatshed Point (vine thicket community) Migratory birds on Boat Creek intertidal mudflats Water mouse possible in mangroves Impact assessment Loss of habitat and vegetation communities Disturbance of migratory birds Mitigation measures Protect cupaniopsis spp. at Boatshed Point Avoid shorebird roost sites Offsets in accordance with state and federal guidelines

Marine environment Existing environment Dugongs, marine turtles and dolphins Recreational and commercial fishers Seagrass beds, mangroves and salt marsh Impact assessment Sites surveyed by CQU Dredging and clearing of benthic and intertidal habitat Vessel movements and boat strike Marine infrastructure construction (pile driving) Site lighting and effect on marine turtles

Marine environment cont d Mitigation measures include: Offset strategy for benthic habitat, seagrass and mangroves Modification to vessels (e.g., propeller guards) Scheduling of vessel movements Soft starts for dredging and pile driving Observations and stop work procedures Focused and downcast lighting Broad spectrum lighting (non-white light) Participation in PCIMP and other programs

Coastal processes Existing environment Dynamic environment wind-driven waves/large tidal range Tidal influences extend up to 25 km upstream in Calliope River Bar acts as a natural dam (tidal prism) retarding ebb flows Impact assessment (Port Curtis) Minor change in tidal velocities and wave heights Silt deposition will occur in dredged areas Impact assessment (Calliope River) No change to high tide level; ~ 0.8 m change in spring low tide level Extends ~8 km upstream to near Devil s Elbow (Mt Beecher) Silt deposition will occur near mouth of channel

Traffic and transport Existing environment Road network is at or near capacity (natural growth) Dawson Highway, Hanson and Glenlyon Road intersections congested Impact assessment Traffic concentrated north of Gladstone (avoid CBD / residential areas) Two to three intersections will be significantly affected Some connecting roads will become congested Mitigation measures Logistics strategy to reduce vehicle movements Upgrade intersections DTMR/DEEDI/proponents developing strategy for cumulative impacts

Traffic and transport (marine transport routes) Fisherman s Landing North China Bay Hamilton Point Boatshed Point Calliope River Indicative LNG carrier, ferry and barge service routes to Curtis Island

Social and economic Scope of impact assessment Community and Indigenous community engagement Housing and accommodation Workforce and training Community health and safety (including traffic) Community services Local content and investment Other community investment Sustainable development Mitigation implemented through Social Impact Management Plan

Housing and accommodation Existing environment Highly constrained market Inflated property prices and rents Lack of housing stock and affordable rental accommodation Mitigation measures Fly-in fly-out single status workers housed on Curtis Island Land is becoming available but constraints bringing to market Arrow and EPC contract workers in company-facilitated accommodation Committed to the provision of social housing Arrow working with relevant government agencies

Local business and community services Local business Loss of staff; consequential impact on business viability Business opportunities created through economic activity Very low unemployment and high household incomes Sponsorship of existing programs Community services Existing services are being strained Construction camp will reduce impact on services Planning and development of services will increase service provision Higher level l of service expected in future
