1 ADOT Human Resources Development Center 1130 North 22nd Avenue, Phoenix, Arizona SPEAKER BIOGRAPHIES Speaker: Jeremy Mikus Environmental Program Supervisor, City of Tempe, Arizona Jeremy has served as the City of Tempe s Environmental Program Supervisor since 2007, overseeing the City s compliance and regulatory affairs related to the Clean Water Act, Safe Drinking Water Act, Clean Air Act, and other environmental laws and regulations. In this capacity, Jeremy coordinates compliance related programs for Federal, State, and County permits and regulations and acts as the City s liaison with regulators and other Arizona municipalities and stakeholders concerning environmental compliance matters. He is currently a member of the Water Environment Federation and has served on the Board of Directors of the Western Coalition of Arid States since Prior to his current position, Jeremy worked in various water and wastewater related positions for the City since Jeremy has a Bachelor s Degree in Biology from Arizona State University. 2 Speakers: Paula Bluemer and Jennifer Christelman Paula Bluemer, CMS4S Environmental Project Coordinator, Town of Marana, Arizona Paula Bluemer is an Environmental Project Coordinator for the Town of Marana s Environmental Engineering Division with a Bachelors of Science in Regional Development. She has spent the last four years managing the Town s Stormwater Program including compliance with their Phase II MS4 permit. She has built a strong outreach program with area school children which includes the publication of an annual stormwater pollution prevention calendar. Paula is a Certified MS4 Inspector. Jennifer Christelman, CMS4S Environmental Engineering Division Manager, Town of Marana, Arizona Jennifer Christelman is the Environmental Engineering Division Manager for the Town of Marana with a Bachelors of Science in Environmental Engineering and a Masters of Administration in Project Management. She has managed various Town programs and projects including floodplain management, ecosystem restoration projects, stormwater management, National Environmental Policy Act compliance for the Town s public projects, and habitat conservation planning. She wrote the Town s current Stormwater Management Plan, and was the Town s contact person during their audit by ADEQ. Jennifer is a Certified MS4 Inspector. Discussion: Phase II MS4 Audit 2

3 Speaker: Leigh Waite, CMS4S Water Quality Analyst, ADOT Leigh achieved a Bachelor of Science in Conservation Biology in Since then she has worked in the environmental field as a biology technician, an environmental planner and project coordinator, and Clean Water Act permitting specialist and analyst. Leigh was involved as a consultant in 2004 when ADOT received a notice of violation and thereafter began complying with a consent order. For the next 8 years, Ms. Waite assisted ADOT in formulating a response to the consent order and achieving compliance with its statewide stormwater discharge permit as it pertained to industrial mining facilities. For the last 20 months Leigh has been assuming more responsibility of the overall statewide program and guiding program compliance under the recently negotiated Administrative Order on Consent. 4 Speaker: Robert van den Akker, RS, CPM, CPO Stormwater Quality Supervisor, Maricopa County Robert is the Stormwater Quality Supervisor for the Maricopa County Environmental Services Department, and has over 13 years of experience in municipal stormwater pollution prevention. Mr. van den Akker has worked for 6 years as a Phase I NPDES MS4 Coordinator and Stormwater Compliance Supervisor for the Orange County Environmental Protection Division in Orlando, Florida. There he chaired the co-permittee group of 10 municipalities, worked with multiple Basin Management Action Plans, and represented Orange County in Total Maximum Daily Load discussions with the state. He worked for 5 years with the State of Florida as the NPDES Phase I MS4 inspector and assisted with the Phase II MS4 inspection program. In this position Robert has performed over 300 audits, reviewed over 1000 annual reports, assisted with writing many of the 27 Phase I permits in the state, and represented the state at EPA audits of permittees and of the state audit process. He has a Bachelor s of Science in Molecular and Microbiology from the University of Central Florida, has recently become a Registered Sanitarian, Certified Public Manager, and Certified Pool Operator. He has been a trainer for erosion and sedimentation control and for recognizing and responding to illicit discharges to the MS4, and has created and taught classes on how to bring about MS4 permit compliance within a municipality. 5 Speaker: Mike Golden Environmental Compliance Supervisor, City of Tempe, Arizona Mr. Golden is the Environmental Compliance Supervisor for the City of Tempe's Environmental Services Section in the Pretreatment, Backflow, Storm Water, and Air Quality Enforcement Programs in which he supervises a staff of seven inspectors. Mr. Golden holds a bachelor of interdisciplinary studies degree from the University College at Arizona State University. Specialized training received includes Advanced Criminal Investigations of Environmental Crimes obtained from the Federal Law Enforcement Training Center at Glynco, Georgia, the California Specialized Training Institute at Camp San Luis Obispo, California along with 200 hours of training as a Hazardous Material Technician from the City of Phoenix Fire Department and the State of Arizona Fire Marshal s Office. 6 Speaker: Chris Henninger Stormwater and General Permits Unit Supervisor, Arizona Department of Environmental Quality Christopher M. Henninger supervises the Stormwater and General Permits Unit for the Arizona Department of Environmental Quality. Prior to joining ADEQ in 2002, Mr. Henninger conducted environmental consulting with a focus on RCRA, TSCA, and CWA related projects. His current responsibilities with ADEQ involve developing and managing stormwater permits including the Stormwater Construction General Permit (CGP); the Multi-Sector General Permit (MSGP) for industrial stormwater discharges; individual and general permits for Phase I and Phase II Municipal Separate Storm Sewer Systems (MS4s); as well as other non-stormwater general permits. 7 Speaker: Dr. Mark Murphy, Ph.D GeoSystems Analysis, Inc. Dr. Mark Murphy currently directs water quality and stream restoration projects for GeoSystems Analysis, a Tucson-based, natural resources science consultancy. He has over 30 years of experience in surface water hydrology, sediment/erosion control and water quality in the arid Southwest, as applied to Clean Water Act compliance and storm water management. Since 1998, Dr. Murphy assisted the City of Phoenix in their NPDES and AZPDES Phase I Permit. Dr. Murphy has written Phase II MS4 storm water management plans (two in Arizona), non-point-source pollution prevention plans and is well acquainted with the AZPDES storm water quality requirements. Dr. Murphy has also written Storm Water Pollution Prevention Plans (SWPPPs) for several municipal facilities around the West. Under a 5.5 million dollar EPA grant to Pima County, AZ, Dr. Murphy was the Project Manager and Co-Principal Investigator of the Habitat Characterization Study, Arid West Water Quality Research Project, an investigation of the water quality and ecology used to establish EPA and ADEQ water quality criteria for effluent-dependent waters. Before joining GSA, Dr. Murphy ran the water quality program of the New Mexico Bureau of Surface Mining, Energy, Minerals and Natural Resources Department and he is a former Senior Research Scientist in the Applied Geology and Geochemistry Group of Pacific Northwest National Laboratory. Dr. Murphy has a BS from the University of California, an MS from the University of New Mexico and a PhD from the Johns Hopkins University, all in geology. He is a registered geologist in the state of Arizona and has been a visiting assistant professor at Arizona State University in geology and hydrogeology. 8 Speaker: Evan Canfield Civil Engineering Manager, Pima County Regional Flood Control District (RFCD) Evan Canfield is a Civil Engineering Manager in the Planning & Development Division of the Pima County Regional Flood Control District in Tucson, AZ. He holds a PhD in Agricultural Engineering with a minor in Hydrology, and is a registered Professional Engineer in Civil Engineering. He has over 25 years experience and has authored over 25 papers in stormwater hydrology. He coauthored the baseline studies for evaluating the beneficial use of stormwater, and residential water use for the City of Tucson/Pima County Water Study. Dr. Canfield coordinates the LID Working Group which brings together stormwater professionals working to encourage the adoption of Low Impact Development (LID) and Green Infrastructure (GI). He has also been active in water conservation in the community, serving eight years on the citizens committee that helps to set policy for Tucson Water. 9 Speakers: Burke Lokey and Matt Oller Burke Lokey, PE, PMP, CFM Project Manager, Maricopa County Flood Control Department Mr. Lokey has broad experience with both public and private sector development and infrastructure projects. In Colorado, he served as County Engineer for Mesa County. Working as a consultant over twenty years, he designed and managed infrastructure projects for state and local governments, and managed water resources departments for several consulting firms. Currently, he is a Project Manager in the Planning Branch of the Flood Control District of Maricopa County, where he is responsible for large area studies. Mr. Lokey's professional goals include working to incorporate sustainable floodplain management practices such as green infrastructure and low impact design (GI/LID) in Maricopa County, and to participate in the national conversation on a sustainable flood management direction. His primary focus is on the use of better and smarter applications of hydrologic and hydraulic models, including FLO-2D and SWMM. He is currently registered as a PE (civil) in Arizona, and has obtained credentials both as a Project Management Professional (PMP) and a Certified Floodplain Manager (CFM). Matt Oller Water Quality Branch Manager, Maricopa County Flood Control District Mr. Oller has a Bachelor of General Science Specialist in Environmental Health Degree from the University of Kansas. Mr. Oller has twenty plus years of direct experience in water, wastewater, and stormwater quality. In the 13 years Mr. Oller has lived in Arizona, he has worked for Arizona Department of Environmental Quality (ADEQ) with the Total Maximum Daily Load (TMDL) department and while working at ADEQ he obtained Operator certifications for Drinking Water and Wastewater Treatment in Arizona. Currently he is the Water Quality Branch Manager for the Flood Control District of Maricopa County (FCDMC). At the FCDMC Matt is actively involved with all water quality issues facing the District as well as the direct impacts of Phase I and Phase II stormwater program within Maricopa County. Prior to moving to Arizona, Matt worked over a year for the Metro Wastewater Reclamation District in Denver then spent seven years working for the City of Aurora, Colorado in the Water QA/QC Laboratory in the Utilities Department. 10 Speaker: Ann Moynihan, PE, CFM Civil Engineering Manager, Pima County Regional Flood Control District Ann Moynihan is a Civil Engineering Manager with the Pima County Regional Flood Control District where she evaluates development proposals. She is the team lead for the revision to Pima County s Stormwater Detention/Retention Manual. She supports increased use of Low Impact Development Practices and is one of the original members of Pima County s LID Working Group which promotes use of LID on a regional level. Her work experience includes water quality regulation, floodplain hydraulics, site drainage design and roadway design.
