The Kane County 2040 Energy Plan The Kane County 2040 Energy Plan (KC2040EP) includes analysis of countywide energy consumption and strategies for reducing consumption over the next thirty years. Information and key concepts assist readers in understanding the data and identifying appropriate strategies at the county, municipal, household and business level. The KC2040EP is an update and expansion of the 2005 Kane County Energy Plan that focused primarily on electricity consumption. The full report can be found at Why develop an Energy Plan? Kane County s projected population growth and changing land use patterns present a variety of challenges. Historically, traditional planning issues have been addressed to meet these challenges. However, rising energy consumption and costs elicit additional economic and environmental concerns for municipalities, businesses, households and other consumers. In addition, electricity and natural gas consumption in buildings is the greatest contributor to greenhouse gas emissions in the nation. The KC2040EP addresses energy production and consumption as a growth management issue with the inclusion of strategies designed to reduce energy costs and consumption. What are the potential savings? The KC2040EP presents ten strategies for reducing energy consumption that involve existing, readily available technologies and simple changes in our everyday energy habits. Three scenarios illustrate the potential energy and cost savings for each strategy depending on the level of implementation. The conservative, moderate, and aggressive scenarios could save the consumers of Kane County up to $3.4 billion between now and 2040, and reduce energy consumption by as much as 272 billion kbtu over the next thirty years. The image to the right illustrates the total potential cost savings relative to total energy savings. Conservative $1.0 billion Kane County 2008 average electricity consumption per household Moderate $2.0 billion Aggressive $3.4 billion Acknowledgements For more information: Karen Miller, Executive Planner The development of the KC2040EP was funded by Kane Kane County Development Department County s Energy Efficiency and Conservation Block Grant 719 Batavia Avenue as part of the American Recovery and Reinvestment Act. 13 Kane County 2040 Energy Plan: An Update 2005 Kane County Energy Plan Funded by Illinois Department of Commerce and Economic Opportunity Response to ComEd plans for new infrastructure Heavy local involvement advisory committee; workshops Did not coordinate with planning priorities not adopted

Kane County 2040 Energy Plan: An Update Important Additions: Natural Gas Consumption Municipal Electric Utility data (Batavia, Geneva, St. Charles) Helpful Information/Resources for municipalities, households, and business owners Funding for the KC2040EP was provided by an Energy Efficiency Conservation Block Grant (EECBG) through the American Recovery and Reinvestment Act.

Section 1: Energy Planning Planning for Growth KC2040EP Goals KC2040EP Actions Why Take Action Now?

Planning for Growth With expected growth by the year 2040, Kane County Board is addressing the challenges of water supply, traffic congestion and diverse, affordable housing However, growth also affects energy consumption

KC2040EP Goals

KC2040EP Actions

Why Take Action Now? Taking coordinated action now ensures an economically and environmentally sustainable Kane County as we grow. The KC2040EP provides path to reduce energy consumption Unprecedented levels of funds for energy efficiency

Section 2: Energy 101 Energy Trends The Connection between Energy and Emissions Renewable Energy

Energy Trends Electricity: generation, primary uses, and national trends, such as smart grid Smart Grid: allows for dynamic responses to changes in the grid condition Modernization of grid allows for efficient integration of innovative technologies, such as electric vehicles and renewable energy systems Natural gas: generation, primary uses, and national trends 2005: residential sector accounted for ~57% of region s natural gas consumption

Energy and Emissions Amount of CO 2 produced by burning fossil fuels to create energy depends on carbon content of the fuel. Coal emits nearly twice as much CO 2 per unit of energy as natural gas. Understanding this relationship is important when selecting strategies to reduce greenhouse gas emissions. Chicago region draws electricity from regional electric grid: 73% by burning coal and 22% through nuclear power. This high % of coal accounts for high greenhouse gas emissions.

Renewable Energy Wind and solar are most viable options for Illinois

Section 3: Baseline Energy Consumption What is a Baseline Measurement? Kane County Electricity Consumption Kane County Natural Gas Consumption Kane County Total Energy Consumption

What is a Baseline Measurement? Purpose: measure resulting change that is caused by or linked to some intervention that you have implemented Need: success or limitations of energy efficiency strategies would be indeterminable without

Kane County Electricity Consumption Total electricity consumption by sector Residential: all housing units; single family, townhouses, multi family Commercial and Industrial (C&I): public buildings, businesses, schools, hospitals

Kane County Electricity Consumption Factors that affect electricity consumption: Square footage Presence and efficiency of air conditioning Efficiency of lighting Appliances and systems Individual behavior

Kane County Natural Gas Consumption Total natural gas consumption by sector

Kane County Natural Gas Consumption Factors that affect natural gas consumption: Square footage Age of building Building envelope efficiencies Efficiency of furnace, boiler, and water heater

Section 4: Strategies to Reduce Energy Consumption Kane County Energy Forecast Residential and C&I Strategies Three Scenarios Implementation Rates for Each Strategy Potential Energy and Cost Savings

Kane County Energy Forecast Calculated Kane County 2040 forecasts include number of units, energy consumption, and energy costs if Kane County proceeded with business as usual. These projections were used in calculating energy and cost savings for each strategy presented in KC2040EP.

10 Strategies for Reducing Energy Consumption

Strategies Scenarios Conservative Scenario: Strategy implementation at a fairly low rate across the county, with sporadic, committed action by some individuals and/or communities Moderate Scenario: Strategy implementation at a modest rate, assuming an increase in commitment and action by individuals and/or communities Aggressive Scenario: Strategy implementation at a high rate, requiring broad participation from a large percentage of individuals and/or communities

Implementation Rates for Each Strategy Implementation rates will vary for each strategy based on feasibility factors Municipalities will need to determine the participation rates for each strategy that are reasonable goals for their communities Could result in a mix of conservative, moderate and aggressive goals
