2 Overview of National Integrated Water Resources Management Program of the Lao PDR Background -More than 90 percent of the total area located in the Mekong basin, approximately 25 percent of the total area of Mekong river basin -Average annual rainfall is over 1,900 mm or 462 km 3 About 35 percent of total Mekong runoff is contributed from the Lao territory -Average surface water km 3, equivalent to more than 55,000 m 3 annual per capita, the highest in Asia. However, little of the national available water supply is developed, equivalent to 2.8 percent of annual surface water Major Parties 2

3 Water Resources in the Lao PDR Major River Basins in Lao PDR with catchment area above 4,500 km 2 Major River Basins There are 12 major river basins, with total areas of 148,848 km 2 (about 62.8% of total land areas of Lao PDR). Carry out river basin and subbasins planning in 5 priority basins (Nam Ngum, Nam Theun-Kading, Xebangfai and Xebanghieng, Nam Ou). WREA is now implementing two RBCs: Nam Ngum & Nam Theun-Kading. 10 Legal basis for Water Resources Management (IWRM Principle) The Law on Water and Water Resources (1996) Other Related Laws such as: The Forestry Law (October 1996) The Electricity Law (April 1997) The Mining Law (April 1997) The Agriculture Law (October 1998) The Environment Protection Law (April 1999) The Land Law (adopted April 1997 and amended in October 2003) PM s Decree on Establishment and Activities of River Basin Committee (No.293/PM, dated 15 June 2010) 10

12 National Water Resource Action Plans 1. Water resource management will take place under a unified and coordinated institutional structure at the central and local levels. 2. Water resource management will be carried out under a clear and complete set of official documents. 3. Integrated water resource management plans will be prepared in priority river basins and sub-basins. 4. A coordinated and effective water resource data, information and analysis system will provide a basis for decision making. 5. Water will be reserved for basic human needs and the environment with remaining water allocated for other purposes 12

13 6. Water quality will be protected to safeguard human health and water-related environmental values 7. Coordinated programs will be undertaken to reduce the impacts of floods, drought and climate change. 8. The benefits from water resource development will be shared according to Government decisions and official procedures. 9. Central and local government agencies, communities and other stakeholders will be informed about, and participate in, water resource management activities. 13
