5 About 15-20% of rubbish in Turkey constitutes of recoverable qualified waste. Waste like glass, paper, cardboard, plastic and metal is collected especially in the fields of waste dumping and used in various industries as a source of raw material.

8 Components of waste in our country: 68% of organic waste 13% of appraisable solid waste, 19% other wastes. The amount and the components of solid waste varies according to the seasons, geographic regions and economic and cultural level of inhabitants.

9 Like all over the world, in our country as well especially in large residential areas, the biggest environmental problem that we face to is the garbage. 68% of municipal solid wastes constitute of organic waste, while the remaining part cpmposes of the paper, cardboard, textiles, plastics, leather, textile, wood, glass and ash About 65 thousand tons of garbage produced daily in our country. There are three basic principles of solid waste management in our country and around the world. They produce less waste, waste recycling and waste is disposed of without harming the environment.

10 The first litter disaster in our country occurred on 28th of April 1993 in Üsküdar the district of İstanbul. The slip happened because of the fact that an appropriate garbage dump had not been done in the area where the garbage dump had been done for 20 years. From 3215 municipalities in our country, only 11 of them storage has been done regularly. There is a composting facility that has been in use in our country.

12 Why is it important to recycle paper waste? Substance used in the production of paper and derivatives is cellulose 1.Cellulose is a very expensive substance. 2.Our county meets a large part of the need for cellulose by buying from foreign countries to meet

13 Today, in the world 16 million hectares of forest is lost each year. -The recycling of a ton paper means that our country earns dolar because of the imports of pulp-and-paper. -When consumed 450,000 tons of paper a year can be regained only in Istanbul, 38 km2 forested area can be protected per year. -In Europe waste paper, covers 65% of the entire paper production.

14 RECYCLED PAPER In TURKEY If we look at the amount of waste paper used in Turkey, in tonnes / year; Our consumption of waste paper is generally rising. If we take into consideration that it is not possible to recover a portion of the produced paper-cartoon, the 2/3 of the returning rate (65%) should be considered as the highest yield. Typically 50-65% rate is considered pretty good evaluation. To give an example, we are at the sufficient level to compete with many European countries.

15 Turkey is following Europe in terms of recycling. Especially in terms of the battery, packaging, rubber and metal recycling there exists many experts companies and they are incresing each year.

16 Regulation on the Control of Packaging Waste Licensed companies are institutions that perform activities regarding the collection, transportation, separation, and recycling of packaging waste, in agreement with the provisions of the Regulation on the Control of Packaging Waste". Licensed companies take the necessary precautions to ensure both human and environmental health. The companies notify the Ministry on a regular basis regarding their work. The Regulation on the Control of Packaging Waste," states that the collection of packaging waste is the responsibility of municipal authorities. Municipal authorities can either fulfill this obligation themselves or choose to work with a licensed company. The company that will perform collection within the municipal boundaries in accordance with the authority granted by the municipal authority through contract, needs to have a license or a temporary work permit for the collection and separation of packaging waste, issued by the Ministry of Environment and Urbanism. The Ministry issues the license to the separation facility where packaging waste is separated according to types of packaging, and not the company. Certain criteria are defined by the Ministry for companies to obtain licenses.

17 Packaging Wastes Management Plan For the successful and sustainable execution of practices regarding the separate collection of packaging waste at the source, a detailed plan defining what activity is to be done when, where, and how, the activity needs to be prepared. This plan, entitled Packaging Waste Management Plan, shall be prepared through the cooperation of ÇEVKO, municipal authorities, and licensed companies. With the Regulation on the Control of Packaging Waste taking effect in 2005, the municipal authorities are now responsible for the collection of packaging waste in addition to household waste. Practices regarding separate collection of packaging waste at the source need to be executed within the Packaging Waste Management Plan, as indicated in the Regulation. Municipal authorities work in accordance with the plan, supervise its implementation and take necessary precautions.. Every 6 months municipal authorities report to the Ministry the findings of their control and supervision activities, and the Ministry of Environment and Urbanism follows up the development of recovery activities via these reports.

20 RECYCLING FACILITIES in TURKEY The recycling industry that has been shown among the sectors that will mark the future of the world, the importance is increasing in Turkey as well as around the world each passing year. The number of licensed investors who are interested in the sector has already reached to 450. The recyclability rate of products that has been used in recycling industry was around 35 percent in Turkey. In 2011 and after,it is aimed that the recycling rate is going to rise over 40 percent. The recycling wastes constitute 43 per cent of waste recycled paper, 27 percent plastic, 12 percent of the glass, textile products accounted for 8 percent, 4 percent of metal.

21 The supervision, regulation, legislation and precepts are done by ministry of environment and urban planning in the sector. In this field many performers are in service like municipalities, licenced collection-seperation works, licences recycling institutions, industrial enterprices that launch bulk stocks, packing suppliers, authorized foundations, trading posts and consumers.

23 TÜRKÇEV was founded in Ankara, in may The foundation, which has representations in Istanbul, Izmir and Antalya, maintains its works in accordance with the aim of right of living in a healthy environment of consumers. Türçev, who targets staking a claim on consignation of coming generations, is engaged in educator activities that contribute awareness of environmental protection and the development of moral. Besides, the foundation enligtens the people on waste recycling and retrival by studying on efforts to raise environmental awareness and increasing environmental awareness of consumers by providing environmet for consumer health and secure environment. Thus, it contributes to environmental cleaningup and economy.

24 TÜRKÇEV, which stands out as a non-govermental organization that has an arbiter on decision mechanism, got the most successful non-govermental organization award in 2008 by Ministry of Industry and Commerce. The foundation certified aproximately 400 thousand tone manila recycle in 2012 by getting a authorization certificate given by Ministry of Enviroment and Foresty in 2010 for all manila types.. TÜRKÇEV,who contracted with more than thousand firms that produce manila, gives training support to 5 million population. It maintains works determinedly against environmental pollution, desertification, exploitation of natural sources intemperately.

25 The ÇEVKO Foundation Environmental Protection and Packaging Waste Recycling Foundation

26 ÇEVKO Foundation is a non-profit organization established, on November 1st, 1991, by 14 leading industrial companies in Turkey. It was created in order to contribute to the establishment of a sustainable recovery system in Turkey, while working in cooperation with the industry, municipal authorities, and consumers.

27 ÇEVKO Foundation Economic Operation was declared, in 2005, as the Authorized Recovery Organization by the Ministry of Environment and Urbanism within the framework of the Regulation on the Control of Packaging Waste. Since 2005, fillers, packers, importers, i.e. companies selling packaged products in the Turkish market, have been transferring their recycling obligations to the ÇEVKO Foundation.

28 In 2011, 1200 trainers and learns were provided training with the cooperation of T.R. Ministry of Education and municipalities. In 20 years, with more than contribution of thousand industrial enterprice, nerarly 15 million were reached by providing coopretation with 96 municipalities.

30 Yunus Emre Cultural Foundation Yunus Emre Cultural Foundation has maintained many ecologism service for many years in Karaman successfully. One of them is to bring waste to recyle service.

31 Yunus Emre Cultural Foundation maintained some activities as collecting and seperating packaging according to quality, sending them to cylcling works and clearance these waste to retrieval. In meantime, with the foundation of Yunus Emre Cultural Foundation Commercial Enterprice, the foundation incorporated plastic recycling works, feed additive production works and systems that provide reuse of some packaging and by 2009 it started rendering service at its new place by renewing itself. The service area renders service on totally square meter 4155 square meter of which is closed. It offers a business oppotunity to 50 people within its body. The plastic recycling service has a licence and the collection-seperation service has a work permit given by Provincial Directorate of Environmet and Foresty in
