2 Cardiff Council Energy Council committed to a 60% reduction in CO2 emissions baseline by 2018 Annual energy spend of approx 7m Annual CO2 emissions of approx 45,000 tonnes from operational buildings Energy Team: 4 posts (5 in 2012) including Energy Manager on energy management in operational estate About me... CIBSE accredited LCEA Assessor for production of DECs Produced a small number of DECs to date Not a DEC expert! Stand to be corrected on my understanding of DECs & looking to learn from today 2

3 Implementing EPBD Availability of data Existing energy database for all Council energy supplies, not just buildings SystemsLink Energy Manager Monthly summary invoice files from energy suppliers Download of site meter reads from energy website & manual data entry of meter reading cards Monthly download of profile data from existing HH meters. Database holds key site data, addresses, floor areas, building type, population etc. No AMR installed in Procurement body (OGC Buying Solutions) lobbied by customers to set up AMR Framework but dragging their feet! Implementing EPBD In 2008 energy database listed 170 sites with floor area > 1000m 2 No in-house expertise & insufficient time to train up to comply with deadline for compliance. Tendered for external provider, awarded Dec 2008 to local energy company. Contract value circa 40,000 with price range of 200 to 450 for DEC & Advisory Report. We provided contractor with access to our energy database to assist with DEC production. 3

4 Implementing EPBD Immediate issues Contractor sought guarantees from us that energy data & floor areas were 100% accurate to reduce own data collection costs. Unwilling to collect their own data or check floor areas. Use of data collectors led to issues with Assessors producing DECs for sites they hadn t visited. Released too many sites at once to contractor, should have released sites in small batches. Ultimately, majority of DECs produced accurately but... Learning process for both parties! DECs 2 team members trained in 2009, 2 in 2010 but only one completed (onerous?) registration process so far Extra post in Energy Team, Energy Awareness Officer (Schools) Purchased SystemsLink EMORCalc software, links to existing Council energy database. DECs imported in EMORCalc database DECs renewed in-house, mainly by Energy Awareness Officer during school holidays. included first year of DECs for campus sites. AMR Data starting to become available 4

6 Cardiff Council AMR Programme Utilised OGC Buying Solutions Framework 40k pa revenue budget allocated to AMR Mini-tender resulted in opting for suppliers AMR offerings: Gas: Corona Energy/Pulse pa for 5 years Electricity: British Gas pa for 5 years Oil: British Gas Capital cost for meter & data logger installations (~ 700 per meter) 12 pa data collection charge Includes: access to data on energy company website Daily profile data file imported in to Council energy database Real reads on invoices for AMR meters AMR charge on energy bill so paid by sites Gas AMR Programme Commenced December 2009 Approx 90% complete now AMR installer got carried away, installed AMR where not requested! Still trying to resolve. AMR installs on site well managed, very little disruption to site operations. Most able to cope with temporary lack of gas at some point in working day Relatively high cost limits wider implementation, balance AMR cost against actual cost of gas Under-estimated impact of meter exchanges (closing & opening reads) on invoicing & own meter reading programme Pulse 24 provide profile data file every day and daily meter read file once a month 6

7 Electricity AMR Commenced September 2010 Released small batches of meters to supplier, at a time. Much slower progress, electricity shut-downs much more disruptive BG much hotter on charging for abortive visits, requires us to much more closely manage programme with sites. Profile data available within 2 weeks of AMR install Over 3 month delay in AMR reads going on to invoices, lots of mistakes with data flows when meters are changed Oil supplies & AMR 1. Oil delivery data easily available, corporate supplier s summary spreadsheet each month. 2. Use of delivery data requires pre & post tank level reading, rarely taken or provided to energy team 3. Oil meters poorly maintained, often removed during maintenance. 4. Reliant on manual meter reading 5. Trialling Oil meter AMR, problematic but persevering with it. 6. Without 1 & 2 can you produce a DEC for a site using oil? 7. If you have oil-fired sites, AMR on oil meters arguably a higher priority than electricity or gas due to existing data collection issues 7

10 Energy Data Issues: 2 Data problems: other supplies Missing invoices for meters not on corporate contract Large number of estimated accounts for non HH electricity meters Invoicing delays with non-hh electricity supplier Roll out of AMR on gas & non-hh electricity meters is helping with this Lack of relevant sub-metering at campus sites Problems Floor areas in Council databases are for Sites not Buildings some >1,000m 2 sites consisted of separate buildings <1000m 2 so technically DEC not required? Demountables Classrooms & DECs Campus sites & apportioning energy use Flexibility, administration, hand delivery of DECs to sites etc. AMR focuses on fiscal meters 10

EPC & DECs New buildings: DECs significantly worse than EPC rating 2 sites with B rated EPC but D DEC rating Why? Poor commissioning of BMS, lighting controls etc BREEAM Excellent building with Ground Source Heat Pump heating system Design & Build procedures Good news is this is raising awareness at design stage of need to address these issues & avoid embarrassment of poor DEC on new builds in future 11

12 Corporate Visibility of DECs Senior officers & Members like DECs, easy to understand & incorporate in reports, wish to use as metric for effect of carbon reduction programmes Good for awareness of DECs in schools, use with teachers & students, evidence of improved ratings from student-led awareness campaigns with energy team support. DEC ratings helping to focus asset renewal priorities on poorly performing sites e.g. most G ratings are at oil heated sites. 14 DECs & AMR summary AMR does make production of DECs much easier Difficult to justify an AMR programme on requirement to produce DECs alone, include other benefits in your business case (accurate invoicing, waste identification, verification of savings, CRC compliance) AMR focuses on fiscal meters, doesn t always match DEC data requirements Ensure AMR contract includes: Provision of monthly meter reads directly to you. Formal provision of opening & closing reads Use of meter reads allows continuation of existing meter reading records you may have. Reliance on profile data means you may need to wait 12 months for a useful record. Consider separate invoicing of AMR charges to give you control of managing AMR contracts, i.e. the ability to withhold payment if AMR contractor doesn t perform or if AMR is installed where not requested. 14
