Best Practices in Energy Efficiency Etiosa Uyigue UNDP/GEF Energy Efficiency Project, Nigeria

What is Energy Efficiency? Approaches to EE include technological approach and behavioral approach

Technological Approach

Technological Approach Incandescent bulbs: 60w, 100w, 200w Efficiency bulbs: 20w, 15w, 13w Remove 1m incandescent bulbs and replace with efficiency bulbs 60 x 1, = 60,000000w 15 x 1, = 15,000000w 60, , = 45,000000w 45, is equivalent to 45MW

Behavioral Approach Dominant Use of Incandescent Light Bulbs Switching on Outdoor Lighting during the Day Industrial Activities in Residential Areas Setting Appliances on Standby Mode Leaving Appliance on when not in Use Purchase of Secondhand Appliances Putting on Light to Advertise Goods

Importance of Energy Efficiency saving of personal income; families will not have to spend so much money paying for energy. reduce the building of more power stations: moneys is spent on other sectors of the economy. more people will have access to energy. there will be no need to shred electricity supply. reduce the emission of GHGs. lead to job creation during intervention program.

Minimum Energy Performance Standards (MEPS) MEPS are specified minimum energy efficiency levels products must meet before they can be legally sold in any country. specific energy standards are set before products are allowed into a country. MEPS are mandatory standards. done in a manner that they balance technical possibility with economic viability

Standard and Label (S&L) An energy label is attached to electrical appliance to display the accurate energy consumption information on the product. There are two types of labels - Endorsement Labels and Comparative Labels

Dial Label (Australia)

Bar Label (Europe)

Linear Label (Canada)

Retrofitting Homes and Public Buildings energy we spend for lighting can be reduced by over 60% if we replace them with energy saving bulbs such as CLFs and LEDs. Replace old refrigerators with modern energy efficient ones. proper insulation of houses reduces heat loss.

Other Best Practices Landscaping Setting up testing centre to test for efficiency Providing Incentives Use of Renewable Energy Technologies (RETs): using solar thermal heater instead of electricity Feed-in Tariff to encourage the use of renewable energy technologies

Barriers to the Development in EE in West Africa Region Policy Barrier Legislative Barrier Information Barrier Technical Barrier Research Barrier Cost Barrier Income Barrier

Barriers (Cont.) Market Barrier Governance Barrier Funding Barrier Behavioral Barrier Technological Barrier Enforcement Barrier

UNDP-GEF Market Transformation Strategies in Nigeria Policy and Legislation Establishment of Testing Centre Training, Capacity Building and Awareness Creation Pilot Project: Replacing 1 million incandescent lightings with CFLs.

Success Stories from other countries Cuba: first country to completely eliminated incandescent lighting and assisting other countries including Nigeria. The ECN in collaboration with the Cuba is embarking on installing 1 million CFLs in Nigeria Ghana: replaced 6 million incandescent bulbs with CFLs to reduce demand Bangladesh: in June 2010 installed 5 million CFLs in one day

Conclusion Government governments in West Africa should develop policies and legislations to promote energy efficiency. There will be need to develop a regional policy document to promote EE. Also countries within the West Africa sub-region should develop comprehensive strategies and plans to domesticate EE best practices.

A percentage of resources budgeted for provision of energy should be channeled to promoting energy efficiency There is need to create agencies and departments in the different countries that will ensure the implementation of energy efficiency policies and laws The need for capacity building of relevant agencies

The need to create awareness on energy efficiency Government should introduce energy efficiency studies into educational curriculum in Nigeria Government in the region should introduce feed-in tariff to encourage the use of renewable energy
