4 249 Bayview Drive October 13, Introduction 1.1 Appointment Exp has been retained by Mofan Holdings Inc. to provide engineering services for the development of 249 Bayview Drive in the City of Barrie. This Functional Servicing Report (FSR) is included within the scope of the appointment. Please see Figure 1 for location. 1.2 Scope of Work This FSR Report has been completed to address the servicing requirements for the proposed mix use commercial/residential units site within the hectares parcel of land. Included in this report is the preliminary design of the servicing sanitary, watermain, stormwater management, roads and utilities. Services for the site include separate water services for fire and potable water supply, sanitary servicing and stormwater servicing. The proposed water services will be connected to the existing municipal service located along the west side of Bayview Drive and the sanitary service will also be connected to the existing municipal system. An independent, internal storm sewer system will facilitate the drainage of stormwater runoff from the developed property. 1.3 Site Description The subject property is comprised of hectares. The property is a vacant lot located at 249 Bayview Drive in the City of Barrie. The subject property is mainly bush and tall grasses and generally slopes eastward, draining to Whiskey Creek which runs approximately parallel with the east property boundary. The site is bound by The Source commercial building to the south, a tributary to Whiskey Creek to the north, and the R.O.W of Bayview Drive to the west. Please see Figure 1 for location. 4

5 249 Bayview Drive October 13, 2017 The majority of the site will be parking lot constructed of granular base and hot mix asphalt. Access to the site will be provided from Bayview Drive via one 9m wide entrances, located near the north limit of the property. The potential for a future second entrance to the south is possible. The entrance has been designed to allow for ingress and egress of large vehicles as well as emergency vehicles. A geotechnical investigation was carried out by Shaheen & Peaker Ltd. Eight boreholes were taken in total. The report indicates that there is 250 to 300mm of topsoil underlain by deposits of silty sand. The groundwater table was found in one borehole only, borehole #1 located in the south west corner of the site at around 1.5m deep at elevation m. The site is sloping toward the east or north towards Whiskey Creek at an average slope of 3.0%. Elevations on the site range from approximately 272 m in the south to 268 m in the north. Figure 1: Location Plan 1.4 Approving Agencies The proposed development is subject to the policies and requirements of the City of Barrie, and Lake Simcoe Region Conservation Authority. CITY OF BARRIE The servicing of the site must conform to the City of Barrie Engineering Standards (Stormwater 2009 and Sanitary 2012), and the City of Barrie Urban Design Guidelines (2007). 5

6 249 Bayview Drive October 13, 2017 LAKE SIMCOE REGION CONSERVATION AUTHORITY (LSRCA) The LSRCA will require the stormwater management plan to adhere to LSRCA Technical Guidelines for Stomrwater Management (2013). 2 Sanitary Servicing It is proposed to provide a gravity sewer for all units within the site. For this proposed number of units, a single servicing sewer of 150mm diameter will suffice. The sanitary sewer design consists of 2 sections of pipe that are 150mm dia ranging in slopes from 2% to 4% connecting into the existing 600mm dia sewer on Bayview Drive. All detailed back up calculation will be provided during the detailed design stage of the site plan. 3 Water Servicing The proposed site will be serviced for city water with separate water services for fire and potable water supply, by the installation of 50mm dia water service line within the proposed parking lot and 200mm for fire service. The internal system will be connected to the existing 300mm diameter city watermain located along the west side of Bayview Drive. All the watermains will be designed in accordance with the City of Barrie s Engineering Design Standards and Specifications. All detailed back up calculation will be provided during the detailed design stage of the site plan. 4 Stormwater Management 4.1 Drainage Conditions Due to the small size of the property, the Rational Method can be used to calculate the pre-development and post development peak runoff flow rates. Pre-development and post-development flow rates for the subject property for the 2, 5, and 100-year storm events are to be calculated during detailed design stage of the site plan approval, together with all supporting calculations. 6

7 249 Bayview Drive October 13, 2017 It will be illustrated in tabular format, the post-development storm runoff rates for all storm events up to and including the 100-year event will be controlled to pre-development levels or less. The proposed development is an infill development located on Bayview Drive in the City of Barrie. City of Barrie policy is to control post development peak flows to pre-development levels. In order to control the post development peak flow rates to the pre-development levels a multi-stage approach that utilizes rooftop storage and underground storage (i.e. oversized storm sewer pipes) will be used. The peak flows from the site will be controlled by an orifice plate located within a control manhole (CBMH 1). Details of the outlet control structure and curb depression can be seen on Drawing No. SS included at the back of this report. In the event the proposed underground storage system becomes inoperable (e.g. inlets/outlet becomes plugged) the 3m wide curb depression will act as an emergency surface overflow weir. The curb depression is located at the low point of site near the control structure (CBMH 1) and will be sized to convey uncontrolled 100-year peak flows. The storm sewer will be designed to control the 100year flows so that the pre to post conditions are satisfied. The design will incorporate in pipe storage to accommodate the increase in water volume. For water quality, a STC2000 was incorporated into the design to handle the sediments flowing off the subject site and, to also provide an enhanced quality control measure. Please see Appendix C for detail sizing calculation. The proposed oil/grit separator has the added protection to guard against spills. Due to the proposed land use and proximity to the nearby watercourse, this is considered an excellent control measure. In summary, based on a review of the various SWMPs available, the most viable option for stormwater quality control for the proposed development is installation of catchbasins with sumps and the installation of an oil/grit separator. For sizing calculations of the proposed oil/grit separator refer to Appendix C of this report. 4.2 Erosion and Siltation Controls During construction, much of the topsoil of the subject site will be stripped (it has been stripped 10 years ago as part of previous site approval). Exposed soil is susceptible to erosion. To 7

8 249 Bayview Drive October 13, 2017 minimize local and downstream impacts from erosion and sedimentation during construction, the following measures have been recommended: 1. Excess earth and topsoil is to be stockpiled away from established drainage areas. Stockpiles shall be seeded or covered with erosion control if left for periods of greater than 30 days; 2. Temporary rock check dams and silt fencing are to be installed as set out in the erosion and sediment control plan prior to construction and maintained throughout the construction period; 3. Boulevards should be stabilized with topsoil and seed or sod as soon as possible; 4. Silt fences as per City of Barrie and LSRCA standards are to be installed in appropriate locations to intercept stormwater runoff from construction areas; and 5. All siltation control devices should be installed prior to the commencement of construction and maintained on a regular basis until completion of boulevard sodding. 5 Transportation 5.1 Site Access Access to the site will be provided from Bayview Drive via one 9m wide entrances, located near the north limit of the property. The potential for a future second entrance to the south is possible. The entrance has been designed to allow for ingress and egress of large vehicles as well as emergency vehicles. 6 Utilities 6.1 Hydro PowerStream/Alectra is the provider of electrical servicing for the subject property. We have contacted PowerStream to indicate if servicing can be adequately provided for this site. 6.2 Telephone/Cable Television Bell Canada and Rogers Cable are the providers of telephone and cable tv servicing for the subject property. They have been contacted to confirm the availability of services to the site. There are no limitations in the regard. 8
