2 Overview The Construction Coordination and Management Planning exercise was a 100-day joint effort between the Highway Division and MBTA to identify potential schedule conflicts and impacts to the public during the 2018 construction season Collected data for over 1000 projects in the Greater Boston area Identified hot spots Reviewed construction schedules and 24-hour/off-peak impacts Identified projects that allow for schedule flexibility Results will allow the Highway Division to focus on improved public outreach strategies

3 Process Data Collected & Analyzed: Collected and analyzed transit and highway project data: 1,045 projects for and 246 projects for Modeled project profiles and schedules Identified Impacts: Reviewed projects by 24-hour/off-peak track/lane impacts, diversion and/or capacity impacted projects, impacts on bus network, and opportunities to combine project resources Reviewed Project Schedules: Determine where Highway and MBTA projects can coordinate schedules and perform multiple operations during the same outage Communications and Outreach Plan: Implementing lessons learned and best practices from past projects (Wollaston Station, Commonwealth Avenue, Fast 14) to improve outreach to the public

8 About the Project $110 million project that is scheduled to be fully completed in the spring of The project uses Accelerated Bridge Construction (ABC) to replace the superstructure over two intensive construction windows: Summer 2017 (eastbound portion of the bridge) - complete Summer 2018 (westbound portion of the bridge) The Summer 2018 construction window will occur from July 26 August 11 (15 ½ days). 8

9 Impacted Users I-90: Weekday: 165,000 per day Commonwealth Ave Vehicular: 4,000+ per hr Pedestrian: 2,000 per hr Bicycle: 500 per hr Green Line B Branch: 27,000 per weekday MBTA Bus: CT2: 2,300 per weekday 47: 4,800 per weekday Commuter Rail Worcester Line: Weekday: 18,500 per day Saturday: 2,800 per day Sunday: 1,800 per day That is over 200,000 people a day under or on-top of the bridge over 3 Gillette Stadium or 5 Fenway Park sellouts

10 Summer 2017 Highlights Successfully replaced the eastbound side of the bridge in approximately 3 weeks. Managed impacts to local community and the region. Traveling public made smart decisions. 10

11 Summer 2018 Construction In 15 ½ days, crews will replace the westbound side of the Commonwealth Avenue Bridge. Over 200 workers are expected to work around the clock. Crews will utilize three 600-ton cranes. The westbound side of the bridge will be constructed with 45 steel beams and 214 prefabricated concrete deck panels. 11

12 2018 Project Schedule July 26 August 11 Facility Impacts Notes Commonwealth Avenue (Packard s Corner to Kenmore) Closed to through motor vehicles for 15½ days Two-way access will be maintained for local businesses and residents, MBTA buses, emergency services, pedestrians, and bicyclists. There will be no access for private vehicles between St. Paul and St. Mary s Streets. Boston University (BU) Bridge MBTA Bus Routes (CT2 and 47) MBTA Green B Line (Blandford St. to Babcock St.) Closed to motor vehicles and buses for 15½ days Detoured from normal routes for 15½ days Closed from Blandford St. to Babcock St. for 15 days Two-way access will be maintained for pedestrians and bicyclists. Detour maps are available on the project website. Shuttle bus service will run between Blandford St. and Babcock St. I-90 (Mass Turnpike) Lane reductions and ramp closures for 9½ days Two lanes in each direction during peak periods. The I-90 Eastbound on-ramp from Cambridge Street/Soldiers Field Road will be closed during this entire period. The I- 90 Westbound Exit 20 off-ramp to Brighton/Cambridge will also be closed intermittently. MBTA Commuter Rail (Framingham/Worcester Line) Service impacts for two weekends: July and August 4-5 Bus shuttles will replace train service between Framingham and Wellesley Farms. After Wellesley Farms, the shuttle bus will then continue nonstop to Riverside, where riders can connect to the Green D Line. In addition to local shuttles, express shuttle service will be available between Framingham and Riverside. 12 Amtrak (Lake Shore Limited Line/ Chicago) Service impacts for two weekends: July and August 4-5 Shuttle bus service from Albany, NY to Boston with stops in Springfield and Worcester.

16 I-90 Impacts During Shutdown I-90 will be reduced to 2 lanes in both directions from 9:00 PM on July 27 to 5:00 AM on August 6 (with additional lane closures during off-peak hours) The I-90 Eastbound on-ramp from Cambridge Street/Soldiers Field Road will be closed during this entire period and the I-90 Westbound Exit 20 off-ramp to Brighton/Cambridge will also be closed intermittently during this timeframe The eastbound lane reductions will begin in advance of the Allston Interchange Westbound lane reductions will begin at the onramp from Mass Ave 16 State troopers escorting contraflow traffic during 2017 Dry Run

17 MBTA Commuter Rail Framingham/Worcester Line Weekends July and August 4-5 Free bus shuttles will replace Commuter Rail train service between Framingham and Wellesley Farms. After Wellesley Farms, the shuttle bus will then continue nonstop to Riverside, where riders can connect to the Green D Line. In addition to the local shuttles, express shuttle service will be available between Framingham and Riverside. Important to know Weekday train service on the Framingham/Worcester Line will run as usual. Station parking lots are expected to fill up early. Please plan ahead, car pool, or seek alternate routes. 18 Amtrak Lakeshore Limited Line Service impacts for two weekends: July and August 4-5 Shuttle bus service will run between South Station and Albany, NY. with stops in Springfield and Worcester No service disruption on weekdays.

19 Added Green Line Resources During the Commuter Rail weekend suspensions and Red Sox games/fenway Park events, extra Green Line service will be added to: C branch (Cleveland Circle) D branch (Riverside) Customer service personnel will be located at Babcock Street, Blandford Street, and Riverside stations Police details along the route to progress bus traffic
