4 1.0 INTRODUCTION The purpose of the policy is to ensure that NHS Lanarkshire, as part of its overall sustainability strategy annually reviews and reports on all activities and other actions outlined in CEL 2 (2012) A Policy on Sustainable Development for NHS Scotland. The Policy sets down the objectives of the NHS Lanarkshire Board in accordance with CEL 2 (2012) and the arrangements it has put in place to achieve them, namely through CEL 14 (2010), Sustainable Development: Good Corporate Citizenship Assessment Model for Scotland. The policy shall be known as the NHS Lanarkshire Sustainability Policy and shall be applicable throughout all premises in which NHS Lanarkshire has a controlling interest. 2.0 AIMS PURPOSE & OUTCOMES NHS Lanarkshire is already engaged in a number of activities to reduce the impact on the environment and will strive to protect, improve and enhance the environment where possible. To assist this process we have produced a Sustainability Policy which sets out NHS Lanarkshires aims and objectives as follows, Energy - Minimise the use of energy & water in our premises. Pollution - Identifying, adopting and promoting technologies and actions to reduce emissions of greenhouse gases within our properties and the wider community where we have a role. Transport - Reducing the social and environmental impacts arising from fleet vehicles and staff travel and encouraging the use of more sustainable modes of transport for all journeys. Waste - Minimising waste through the best practicable environmental options by eliminating, reducing, reusing, and recycling where possible. Natural and built environment - Protecting, conserving and enhancing the environment including landscape character, habitats and heritage and promoting bio-diversity and local distinctiveness. Environmental education - Raising awareness through staff training and targeted staff engagement programmes. Procurement - Ensuring purchasing power is used to reduce negative environmental impacts and to improve the environmental standards of products and services used. Adopting working practices which have the greatest contribution to sustainable development. ehealth - Ensuring that the strategy addresses the environmental and sustainability impacts to NHS Lanarkshire. Adopting technologies which have the greatest contribution to sustainable development PAMS The above key strands of activities will be consistent with NHS Lanarkshire endorsed Property and Asset Management Strategy (PAMS). 5 3.0 OBJECTIVES To ensure that NHS Lanarkshire complies with and strives to exceed all legislative and other Scottish Government Policy requirements. To use the Good Corporate Citizenship Assessment Model (GCCAM) to improve the Boards sustainable development performance by developing an integrated approach to managing corporate environmental, social and economic impacts. To meet and where possible perform better than NHS Scotland targets for reductions in energy and greenhouse gas emissions (HEAT Targets E8 KPM1 & KPM2). To develop and maintain an effective corporate Environmental Management System using Corporate Greencode to monitor continuous improvement in environmental performance. To minimise the impact of CO 2 emissions from fleet vehicles and staff travel by implementing actions identified in the Green Travel Plan. Encourage staff to save energy through the use of awareness material and by providing training opportunities and at induction. To ensure that environmental issues are considered when purchasing goods and services and to work with suppliers who are environmentally responsible. To promote waste minimisation and reduce the amount of waste to landfill whilst maximising opportunities for reuse and or recycling in line with The Waste Scotland Regulations The Waste Management Steering Group will report directly to the Sustainability and Environment Group on these matters. To adopt the European Waste Framework Directive (2008/98/EC) hierarchy for the management of waste which is the cornerstone of the Scottish Government s Waste Regulations and indeed its zero waste agenda. To protect natural habitats through the efficient use of resources and maintaining NHS Lanarkshire buildings, grounds and gardens in a responsible manner. To procure facilities in compliance with all current legislation and that are designed to meet the standards set out for NHS buildings. 6 4.0 SCOPE This Policy is for use across all business activities of NHS Lanarkshire in its own premises and in those shared with partners. The Policy is intended to benefit. Staff Patients Service users CHP partners Members of the wider community. 7 5.0 SUSTAINABILITY POLICY STATEMENT NHS Lanarkshire considers Sustainable Development to be an integral part of its commitment to ensure the health and wellbeing of the communities we serve. The Board will contain the environmental impact of its activities to a practical minimum consistent with its responsibilities in providing high quality patient care and will strive to perform better than all legislative and other Scottish Government Policy requirements and will in particular seek to, Adopt the Good Corporate Citizenship Assessment Model to assist the Board in developing an integrated approach to managing corporate environmental, social and economic impacts. Adopt Corporate Greencode as its Environmental Management System to measure its current performance and monitor continual improvement in line with the Scottish Governments key sustainability objectives. Promote the efficient use of energy and perform better than NHS Scotland targets for the reduction of energy and greenhouse gas emissions. Develop plans to measure the short and long term effects of climate change and develop appropriate management and mitigation solutions to remove or reduce these risks. Procure functionally suitable facilities in compliance with environmental legislation for new and refurbished buildings, using an environmental assessment tool, i.e. BREEAM. Have regard for the environment when purchasing goods and services and promote suppliers whose environmental policies and practices are in accord with our own. Provide induction / refresher awareness material and ensure that all staff are aware of how they can contribute to NHS Lanarkshire s overall performance. Promote waste minimisation, and minimise the impact of waste by promoting reuse and recycling where appropriate. Enhance natural beauty and biodiversity within NHSL sites by maintaining NHS Lanarkshire s buildings, grounds and gardens in an environmentally sound manner. Protect natural habitats, through the efficient use of natural resources and reduce pollution to air, land and water. Establish, in partnership with local authorities, a green travel plan across all NHS Lanarkshire s properties and ensure that this is a mandatory requirement in all new developments. Implementation of this Policy will only be achieved by securing the support of staff at all levels working for or on behalf of NHS Lanarkshire and through the development, implementation and regular review of policies and procedures. NHS Lanarkshire will support relevant initiatives in the community aimed at improving the organisation s overall sustainability performance. 8 6.0 ROLES AND RESPONSIBILITIES The following arrangements have been adopted for ensuring that all aspects of the Sustainability Policy are complied with NHSL BOARD Set policy, procedures and sustainability objectives. THE CHIEF EXECUTIVE Has ultimate responsibility for sustainability issues and shall in that capacity be aware of the mandatory provisions contained therein. Shall ensure that adequate resources are provided in order to meet sustainability compliance requirements. Shall appoint an executive director to assist in the execution of these responsibilities and monitor performance. DIRECTOR OF CHP NORTH Has specific responsibility for the overall sustainability strategy throughout NHSL and shall ensure that the Chief Executive is kept informed. Shall consult with the General Manager, PSSD to ensure that the Sustainability Policy is being applied and understood across all areas of NHS Lanarkshire. Shall monitor the activities of and receive reports on at least an annual basis from PSSD with regard to sustainability activities. Shall ensure that the interests of the sustainability strategy are represented at the NHS Lanarkshire Board. In particular that adequate financial provision is made for ensuring environmental compliance, staff training etc. Shall ensure that the Sustainability Policy is reviewed on a regular basis. Shall chair NHS Lanarkshire s Sustainability and Environment Group GENERAL MANAGER PSSD Shall have a global view of sustainability issues in terms of future development for both premises and equipment. Instruct regular site audits and set relevant sustainability priorities. Shall be directly responsible for the day to day management of sustainability issues throughout NHS Lanarkshire and keep the Executive Director informed. Shall provide an annual report to the NHS Lanarkshire Board on the sustainability performance of NHS Lanarkshire in the preceding year and a summary of the targets for the following year. 9 HEAD OF SUSTAINABILITY & ENVIRONMENTAL MANAGER Shall liaise with the General Manager PSSD and maintain an awareness of the duties, responsibilities and performance of the position and shall assist the General Manager as directed. Shall formulate with the assistance of the General Manager, PSSD a sustainability strategy compliance programme for both active and passive measures in existing buildings and new projects. Lead site audits and produce performance reports in line with NHS Lanarkshire and Scottish Government requirements. GENERAL MANAGER Shall familiarise themselves with the policy and ensure that they compliance is achieved in all premises and activities within their control. Participate in site audits / reporting as required by NHS Lanarkshire Sustainability and Environment Group. ALL STAFF Shall familiarise themselves with the policy and ensure that they are compliant. Also participate in corporate and local sustainability initiatives. 7.0 RESOURCE IMPLICATIONS Financial considerations associated with the policy include, Printing costs for awareness material / information leaflets. Education/Training/Awareness implications will arise from, Staff requiring additional education or training and including material in the staff Induction Handbook / LearnPro. 10 8.0 COMMUNICATION PLAN The Sustainability & Environment Group have agreed a Communications Plan to promote both ongoing sustainability initiatives to staff and to engage with the wider community. A number of tools are used to disseminate information, including various media, such as messages on the staff intranet, Weekly Staff Briefing, The PULSE newspaper, Press Releases and Social Networking sites, including Twitter. 9.0 QUALITY IMPROVEMENT The Policy and documentation will be reviewed by the Sustainability and Environment Group every two years or more often if there are changes to circumstances or National Legislation EQUALITY AND DIVERSITY IMPACT ASSESSMENT This policy meets NHS Lanarkshire s EDIA REFERENCES The principal pieces of Legislation or Scottish Government Policy that apply to the environmental aspects are as follows.
