1 City of Somers Point 1 West New Jersey Avenue Somers Point, NJ Notice of Solicitation for Requests for Proposals Sediment Sampling & Laboratory Analysis Notice is hereby given that pursuant to the provisions of NJ.S.A. 19:44A-20.5 et seq. (New Jersey Pay to Play Law), the City of Somers Point, County of Atlantic and State of New Jersey is seeking Requests for Proposals for Sediment Sampling & Laboratory Analysis to be provided to the City of Somers Point. Requests for Proposals (RFP's) are continued below as part of this document and this document is available at the City's website, and it is also on file in the Office of the City Clerk, Somers Point City Hall, 1 West New Jersey Avenue, Somers Point, New Jersey All RFP's responses must be received by the City Administrator no later than 3:00 PM on October 13, 2015 at which time they will be publicly opened, announced and recorded in the City Administrator's Office. All questions concerning this notice must be addressed to Wes Swain, City Administrator, via at wswain@somerspointgov.org. The RFP response must be in a sealed envelope, clearly marked on the outside as "Proposal for Sediment Sampling & Laboratory Analysis." The RFP proposal must be delivered no later than 3:00 PM on October 13, 2015 to: Wes Swain, City Administrator City of Somers Point 1 W. New Jersey Avenue Somers Point, NJ The City of Somers Point will evaluate proposals submitted for Sediment Sampling & Laboratory Analysis on the basis of the most advantageous, price and other factors considered. The evaluation will consider: 1. Experience and reputation in the field. 2. Knowledge of the City of Somers Point and the subject matter to be addressed under the contract. 3. Availability to accommodate any required meetings of the agency. 4. Compensation proposals. 5. Other factors if demonstrated to be in the best interest of the City of Somers Point. As part of the review process, the City of Somers Point may ask selected candidates to provide a formal presentation to a committee for consideration. Note that the City of Somers Point has the right to reject any and all proposals in part or in their entirety.

2 Request for Proposal Sediment Sampling & Laboratory Analysis Background: Beneficial Re-use of Dredge Material at Malibu Beach The City of Somers Point intends to combine multiple grant awards to undertake a larger City initiative to dredge the publicly owned section of the Bay Avenue bayfront and applying the dredge materials at the NJDEP Malibu Beach Wildlife Management Area. The objective of the overall project is to fund beneficial reuse of dredged material in ecological restoration projects. Subsidence, coupled with sea-level rise, has made some this area vulnerable. Through coordination between Somers Point and both the New Jersey Department of Environmental Protection (NJDEP) and the New Jersey Department of Transportation (NJDOT), the placement of approximately 10,000 cubic yards of dredged material from the public area of Bay Avenue in the vicinity of Morrow Beach and Higbee Pier to replenish the NJDEP Malibu Beach Wildlife Management Area has been identified as a viable project. The overall goal of the City is to dredge the entire Bay Avenue waterfront in the future, which consists of approximately 80,000 cubic yards. The City has completed a bathymetric survey of the aforementioned public area. The NJDEP is requiring sampling of sediment to determine if the material is suitable for beneficial reuse at Malibu Beach. Scope: Generate and submit a dredge sediment sampling and analysis plan to the Office of Dredging and Sediment Technology at the NJDEP for their approval prior to collecting any samples. The sampling plan shall include performing the following tasks listed below. Mobilize equipment and manpower to the Higbee Beach area by boat/barge. Collect seven, (7) "grab" sediment samples from the Higbee beach target area and collect one (1) Elutriate Site water sample from just offshore of the Malibu Beach area. The seven sediments grab samples will be composited into two (2) composite sediment samples to be analyzed. If the NJDEP does not approve the quantity of sediment samples to be collected as proposed and wants additional samples collected and/or analyzed, the cost to analyze each additional sample shall be shown in the proposal Each sediment sample collected shall be vertically blended from each sediment sampling location to represent the sediment to be dredged at each sediment collection location if no layering horizons are observed. If layering is observed then additional samples will need to be collected from the observed layer and laboratory analyzed. The cost of any additional samples shall be listed in the proposal

3 All sampling shall adhere to the NJDEP Field Sampling Procedures Manual (FSPM) August Two (2) composited sediment samples shall be sent under chain of custody to a NJDEP certified laboratory for the following Bulk Sediment parameters: 1. TCL 4,2 Semi-Volatiles LL 2. TCL Pesticides LL 3. Gel-permeation Clean up (pesticides) 4. TAL Metals 5. Mercury (CVAA) 6. Total Organic Carbon (TOC) 7. Cyanide 8. Chromium, Hexavalent 9. Prep - Alkaline Digestion Chromium, Hexavalent 10. Chromium - Trivalent 11. PAH + 2 methylnaphthalene & Hexachlorobenzene LL 12. Percent Moisture 13. PCB Congers (all 209) EPA Method Dioxins & Furans (17 isomers) 15. Grain Size (Sieve & Hydrometer) One (1) Disposal Site (Malibu Beach) water sample shall be sent under chain of custody to a NJDEP certified laboratory for the following parameters: 1. TCL 4,2 Semi-Volatiles LL 2. TCL Pesticides LL 3. Gel-permeation Clean up (pesticides) 4. TAL Metals 5. Mercury (CVAA) 6. Total Organic Carbon (TOC) 7. Cyanide 8. Chromium, Hexavalent 9. Standard E1utriate Dissolved 2. Standard Elutriate Total 3. TCL 4,2 Semi-Volatiles LL 4. TCL Pesticides LL 5. Gel-permeation Clean up (pesticides) 6. TAL Metals 7. Mercury (CVAA) 8. Total Dissolved Solids (TSS) Two (2) Elutriate water samples shall also be analyzed for Standard Elutriate Dissolved which will include the following parameters: 1. TCL 4,2 Semi-Volatiles LL (Dissolved) 2. TCL Pesticides LL (Dissolved) 3. TAL Metals (Dissolved) 4. Mercury (Dissolved) 5. Cyanide (Dissolved) 6. Chromium, Hexavalent (Dissolved) 7. Chromium - Trivalent (Dissolved) 8. PAR + 2 methylnaphthalene & Hexachlorobenzene LL (Dissolved) 9. PCb Congers (all 209) Dissolved) Results of the laboratory analysis shall be reviewed and compared with the NJDEP Soil Remediation Standards, NJDEP Ecological Screening Sediment-Saline Water Criteria and NJDEP Ecological Screening Saline Water Criteria and shall be forwarded to the City of Somers Point. Please note that the NJDEP Office of Dredging and Sediment Technology will determine whether the results are acceptable for final disposal of this material. Upon completing a review of the laboratory analysis results, a summary report shall be generated which shall include soil boring logs, a map of the dredge sampling locations with GPS coordinates and soil boring depths, a photograph of each core log with scale, an estimated volume represented by the samples collected, and a summary table comparing the laboratory results with the NJDEP standards listed above. Submissions The Candidate is invited to submit a project proposal for use by the City of Somers Point which shall be broken down as shown below: Introduction A brief introduction of the Candidate, to include the following: 1. Candidate s basic qualifications for the position. 2. Identification of the person who will be primarily responsible for the required services and provide a description of the experience of the primary person with projects and issues similar to those that will be undertaken by the City of Somers Point. 3. Identification of persons who will serve as backup to the primary person. 4. Identification the business address of key staff that will be responsible for providing services under the contract.

5 5. Description of staffing. 6. Description of insurances and limits including Commercial General Liability Insurance, Automobile Insurance, Workers Compensation Insurance, and Professional Liability Insurance. (The successful candidate will provide an acceptable Certificate of Insurance with specific language to be provided by the City, naming the City, its agents and representatives as additionally insured.) 7. Description of previous experience, especially in the State of New Jersey. These examples should include contact names of individuals for the projects. 8. Description of specific familiarity with the services required by the City of Somers Point. Proposals should demonstrate the candidate s knowledge of the City of Somers Point. 9. A list of references including the names, addresses and telephone numbers of persons who can verify experience and record of success. Compensation Proposal Provide a compensation proposal which shall include a single not-to-exceed amount for the tasks outlined above and also hourly rates for all staff that may be involved with this project.
