The replacement membranes are specific to the aeration system constructed in Environmental Dynamics International is the sole source manufacturer of the model membrane for the Geneva aeration system. Re: Recommendation for Aeration Diffuser Membrane Replacement Project at the Wastewater Treatment Facility Capital Budget funds have been allocated for purchase of replacement aeration diffuser membranes utilized in the activated sludge aeration treatment basins. During this stage of treatment, 98 percent of the Biochemical Oxygen Demand (BOD) and Ammonia Nitrogen are removed from the wastewater before it is discharged to the Fox River. In June of 2004 the aeration treatment basins were upgraded with FlexAir Magnum fine pore flexible membrane diffusers from EDI (Environmental Dynamics International). These membranes feature full circumferential perforation design for optimum aeration efficiency in a single diffuser. This type of membrane system has a typical useful lifespan of 5 to 7 years. At present, numerous membranes have failed by developing large tears or holes. This reduces the oxygen transfer efficiency rate within the system up to 30 percent. In order to maintain adequate dissolved oxygen levels, the City has had to operate a fourth aeration blower unit year round. Cost for the additional blower is estimated to be about $100 per day in electrical usage alone. Replacement of all 780 diffuser membranes will be a time consuming and logistical challenge in maintaining our high degree of treatment quality. Maintaining compliance with ammonia nitrogen standards will be paramount. During the summer months our Permit contains the most stringent discharge limits. Most recently quoted as being below the best attainable treatment technologies by IEPA. Staff has developed the following three phase plan to replace all the diffuser membranes in each of the six (6) individual aeration tanks: Phase One: Aeration tank 1 is in need of immediate repair due to a loose aeration header bracket and connecting boot assembly. Initial cost outlay would be for the purchase of 66 complete diffuser units (saddle, diffuser pipe, two membranes and four clamps) at a cost of $9,900. The old diffuser units would be removed, cleaned and replacement membranes installed. Units would be ready for the next phase. Phase one will be used as a learning tool an indicator as to the repairs and cleaning required of the remaining aeration tanks. Phase Two: Due to the age of the old aeration basin (tanks 1-2-3) influent flow must be completely stopped and the aeration mass (bugs) relocated to the new aeration basin tanks 4-5-6). Replacement of the remaining 264 diffuser membranes in Aeration tanks 2 and 3 can be quickly completed with the repaired diffuser assemblies from tank 1 at a cost of $8,544. Phase Three: The new aeration basin (tanks 4-5-6) can be individually isolated with minimal interruption to the treatment process. This basin contains a total of 384 diffuser membranes. Cost for replacement is $12,288.

Peterson and Matz of Elgin, Illinois are the area EDI representative and original provider of the aeration system upgrade in The above project cost was based upon individual component pricing provided by EDI. Staff Recommendations: Derek Wold, P.E. of Baxter & Woodman and his team of consulting engineers has been working with Staff on the evaluation of the wastewater treatment plant s activated sludge process. Baxter & Woodman recommend replacing all the aeration diffuser membranes to avoid unequal airflow distribution in the tanks and has estimated the payback of this project to be less than 1.5 years based upon energy savings associated with not having to operate a fourth 75 horsepower aeration blower unit during non-summer months. Request approval to purchase from Peterson and Matz of Elgin, Illinois replacement membrane diffusers for Phase I, Phase II and Phase III at a cost not to exceed $30,

The flexible membranes have a typical useful lifespan of 5-7 years in municipal applications. Original or replacement flexible membranes are not a commodity product. 5 RESOLUTION NO RESOLUTION AUTHORIZING EXECUTION OF Purchase of Replacement Membranes for Wastewater Treatment Plant BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE COUNTY, ILLINOIS, as follows: SECTION 1: That the Mayor is hereby authorized to execute, on behalf of the City of Geneva, the purchase from Peterson and Matz of Elgin, Illinois., relating to replacement membranes for the activated sludge aeration treatment basins. SECTION 2: This Resolution shall become effective from and after its passage as in accordance with law.
