Mr. Depew reviewed present rules and system as well as future changes taking effect in next document. Important dates for this review: Public Proposals closed on 11/25/11 ROP meeting must be held on or before 2/24/12 Posting of ROP 6/22/12 Public comment closing date 8/31/12 Final date for ROC meeting 11/2/12

2 Posting of ROC 2/22/13 NITMAN closing date Chair worked through questions on new process. Chair is looking for dates in February 2012 for next meeting Chair reviewed process for day 09:02 break into discussion groups 10:25 reconvene as large group. Notes from discussion group: General Discussion: Communicating the Document is still an issue. Firefighters are ideal promoters Presentation for Small Track promoters meeting Importance of keeping the document as a Guide (3 Groups). Added concerns regarding the cost of equipment and providing level of service. Financial challenges aren t going away. Lacking information on spectator safety in current version of the document. Scalability is an issue across all categories. How do we find the balance between generally useful and specifically breakdown the document down in greater detail? Suggestion for a smaller document without all of the subsections specifically for the small track owners More public outreach for the use of document. Focus should fall on the EAP and Operations section of the document. Emergency Action Plan (EAP): On track fatalities needs to be better addressed. Stephen Earwood brought up points of consideration when dealing with local authorities. AHJ policies for dealing with fatalities on the track need to be considered. Meeting with Medical Examiner/coroner should be set up prior to events. Situations with obvious fatalities are problematic. Post 9/11 focus on EAP s. Can we make it easier? Focus on scalability and fatality sections Training: How effective is this section of the document? Financial burdens are our biggest problem with Training, PPE, and Equipment.

3 Who can do the training? Should sanctioning bodies be determining training requirements based on the type of the events they are conducting? Vehicle type, event type, and other specifics that cross over into other areas such as PPE. Small track insurance, or lack thereof, has a direct impact on training. Train the trainer issues have been left wide open so that users can develop their own programs. NASCAR s card system has provided a baseline for training. Recruitment and Retention. Are requirements within the document forcing rescue workers to leave the industry? Retention seems to be high. Personal Protective Equipment (PPE): Relevant, but it s out there and there has been good penetration. Diverse PPE products and standards. Equipment: Relevant, but it s out there and there has been good penetration. During a strong economy manufacturers are more willing to loan out equipment, same with PPE. How to meet equipment requirements for different levels of events, rescue tools, ambulances, etc. Operations: Attendance issues within a down economy can cause problems with service level preparations. How do we better prepare people to face challenges? How prepared are you to face the day to day challenges? Task Group Updates: Emergency Action Plan (EAP): Lead D. Holcombe, G. Bauman, S. Earwood, D. Hill, P. Lyon, T. Teague, Dr. Trafford Simplify the section for better utilization. Possibly reduce the number of levels from 4 to 2 3. Hoots, D. Gill Direct user of document to check with AHJ for specific equipment requirements. Possible addition to annex with recommendations on who to call for guidance. Addition of references to NFPA 10 Portable Fire Extinguishers. Recommendations for appropriate safety measures when dealing with a pressurized tank in (2) Rescue and extrication. Hand or power tools should be available. Pre event checks for cutting equipment Vehicle Recovery Equipment. Specialist level training Addition of Incident Action Plan (IAP).
