1 POSITION ANNOUNCEMENT PARKS AND PROGRAM MANAGER Clark County Forestry and Parks Department Neillsville, Wisconsin Clark County Forestry and Parks Department is accepting applications for the position of Parks and Program Manager. This is a full- time (40 hours/week) position, responsible for managing the maintenance, development and day to day operations of county parks, dams and recreational trails. Assists with administration of the same. The starting salary for this position is $55, per year. With annual step increases, the top of the salary range is $64, per year; includes full county benefit package. Qualified applicants will have a Bachelor s Degree in Forest Recreation, Recreation Management, Park Management or closely related field; a minimum of 4-6 years of experience in at least one or a combination of the following areas: park or recreation management, administration, employee supervision, and/or dam operation. Preferred candidates will have experience in grant writing and project management as well. 2 Clark County Position Description Title: Reports to: Primary Focus Area: Parks and Program Manager Department: Forestry and Parks Forestry and Parks FLSA Status: Executive Exemption Administrator Responsible for managing the maintenance, development and day to day operations of county parks, dams, and recreational trails. Assists with administration of the same. Career Level: Manager (M2) Manages professional employees and/or supervisors or supervises large, complex technical or business support or production operations team(s); Is accountable for the performance and results of a team within own discipline or function; Adapts departmental plans and priorities to address resource and operational challenges; Decisions are guided by policies, procedures and business plan; receives guidance from senior manager; Provides technical guidance to employees, colleagues and/or customers. Goals and Objectives: Direct, evaluate and plan the day to day operational activities of county campgrounds, parks and recreational trails. Direct, evaluate and plan the parks and trails equipment and vehicle fleet program. Plan and supervise the operations and maintenance of county owned dams. Issue special use permits for activities located on department properties. Act as the County Snowmobile and ATV Trail Coordinator for the development, maintenance and funding of public snowmobile and all- terrain vehicle trails on county and private lands. Prepare and manage grant applications for local, state, federal, and other aids for development and maintenance of parks, trails facilities. Foster coalition efforts to achieve program goals and objectives. Assist with planning and implementing various forest recreation programs such as snowmobiling, all- terrain vehicles, cross- country skiing, equestrian, mountain bike, and hunting. Assist the Forestry and Parks Administrator in the performance of special projects and administrative tasks. Minimum Requirements: Education Level: 4 - Requires knowledge usually acquired in four years of college or equivalent advanced trainig to qualify for a Bachelor's Degree with a major pertinent to the position requirements. (Or an equivalent combination of education and experience) Experience: 5 - Over 6 years but less than 10

3 Complexity of Work: 4 - Diversified work of a technical and involved nature requiring the use of analytical ability and independent thinking where accepted practice, precedents and functional principals do not always apply. Organizational Scope and Impact: 4 - May direct major projects or programs with signficant business impact within department, area and business unit. 4b - Errors in judgment or failure to acheive objectives would result in signficant program delays and sizable expenditures of resources to rectify. Decsions and/or actions coudl result in life- threatening injury. Responsibility for Contacts: 4 - Involves regular contacts with major suppliers, clients or other persons and departments on important matters requiring the exercise of personal influence, tactful judgment and proper condcut to negotiate matters for the best interests of the County. Supervision Exercised: 4 - Responsible for assigning, instructing and checking the work of a group of four through eight team members engaged in like or related work or a small group of one to four engaged in technical or other involved work. Knowledge Skills and Abilities: Proficient skills in Microsoft Office Suite products Extensive knowledge of land use practices and procedures affecting public land management, development, and maintenance. Ability to establish and maintain effective working relationships with the public, public agencies, non- profit foundations and organizations, public utilities, private businesses and government officials. Knowledge of and ability to apply managerial skills including understanding of organizational structures and practices, coordinating departmental projects, activities, and objectives, budget monitoring, fiscal and operational documentation, report preparation and presentation, employee supervision, long and short range planning, and scheduling of work. Knowledge of and ability to apply technical skills to design and calculate various public works projects. Working knowledge of occupational hazards and safe work practices. Working knowledge of small equipment and heavy construction equipment typically used in the day to day operation of a campground, park and road program. Ability to make sound evaluations regarding the purchase of goods and services. Ability to effectively secure and interpret Federal, State, and local regulations governing all aspects of parks, trails, and resource development, protection, and management. Ability to organize and communicate ideas, programs, and projects effectively both orally and in writing.

4 Ability to effectively assist the Forestry and Parks Administrator in developing department programs, budgets, and overall operations. Ability to produce quality customer service relations in a public service role. Ability to work outdoors in inclement weather. Must have a valid Wisconsin driver s license. 6 The following is a list of responsibilities expected of staff in this position; this information may be updated and modified as needed due to program modifications, technology changes, or regulatory compliance. Assist in the planning and coordination of maintenance and development activities for winter recreation areas and fairgrounds grounds and facilities. Ensure that daily work is assigned properly, completed as scheduled and within budget. Direct supervision of full time maintenance staff, seasonal park workers and campground managers including daily job assignments and evaluate employee efficiency and performance. Hire, promote and discipline campground seasonal staff. Plan, direct, and evaluate the work assignments for the Black River Correction Work Crew (inmates). Maintain safe work environment for employees and the general public. Supervise the design, bidding and construction of recreational trails, buildings and grounds facilities. Ensures contract compliance for public works contracts for development and maintenance projects. Administer the campground reservation and credit card payment system. Assist in campground IT Support of internet, computers, phone and computer software. Direct the upgrade of facilities and structures to meet Consumer Product Safety Commission standards. Inspect facilities for compliance. Promote and publicizing park facilities and programs to include allocating budgeted funds to various advertising efforts and design brochures and booklets for contract for production. Assist with promotion of public awareness and education regarding forest management and forest recreation. Regularly attends meetings, promoting and participating in discussions on Forestry and Parks Department activities and plans, facilities development and maintenance, and other related matters. Provides liaison between Clark County and other organizations including Wisconsin Department of Natural Resources, Clark County Snowmobile Council and numerous other service groups and organizations. Prepares reports including such matters as financial accounting summaries, utilization of facilities, fund- raising measures, and future planned activities. Participate and provide technical expertise to forest and recreational advisory and planning committee for revisions to county ordinances, County Forest Comprehensive Land Use Plan, Outdoor Recreation Plan, and other planning documents.

7 Presents proposals to the Administrator and Forestry and parks Committee regarding goals, accomplishments, anticipated goods and services to be purchased by the department. Assist state and county law enforcement personnel to enforce state laws, county ordinances and natural resource laws. Enforce Forestry and Parks Department ordinances. Assist in the preparation of the annual budget, annual report and short and long range developmental plans for the Department. The Parks and Program Manager is responsible for managing the maintenance, development and day to day operations and assisting in the administration of the following county parks, properties, programs, facilities and personnel: 11 county parks, including 8 campgrounds with 550 campsites 4 dams 9 boat landings 34 miles of all season, multi- use silent sport trails and support facilities at Levis Mound Recreational Area 1 shooting range 370 miles of state funded snowmobile trails and support facilities 126 miles of state funded ATV trails and support facilities 39 miles of horse trails and support facilities 1 large maintenance facility 21 miles of trail and 1 intensive use area for off road motorcycles and support facilities Up to 30 full- time, part- time and seasonal employees
