1 Request for Proposal Solicitation A1. Pricing discounts are offered based upon volume. Can you help us understand the volume that we can expect if awarded this contract? Volume varies based on need. A2. Your RFP mentions that all contingent workers must be background screened and fingerprinted at APS before they can begin work. The cost of this is $44.25 due at time of screening by money order. How do you currently handle this with your staffing firms process and payment? Payment, by money order, is due at the time of screening. Additional information will be covered with awarded vendors. A3. Once a candidate is identified, how long is the waiting period, prior to screening? How quickly are the results returned? The waiting period on average is 3 business days. Results availability varies. A4. Do you have a specific program model in mind for the delivery of the temporary staffing needs within scope? A5. How many staffing suppliers are you planning to select as a result of this RFP? More than one (1); and less than six (6). A6. Are you willing to consider a Master Vendor Program model in which one vendor would manage all your temporary staffing needs? A7. How many suppliers currently participate in APS temporary staffing program? Two (2); Kinetix, LLC; and Corporate Temps, Inc. 1

2 Request for Proposal Solicitation A8. Can you provide ratings for the suppliers in your program? Question is outside of the scope of the RFP. A9. Are the positions within scope entirely administrative/clerical in nature? Yes. A10. Are there other skill categories within scope, such as light industrial, IT, accounting/finance etc.? Skill categories are listed within the RFP. A11. The RFP states that pricing must remain firm for one year. Is there an issue with this changing? Pricing must remain firm for one year. A12. In section 8.10, you mention that you may pay through check, pcard, or credit card. Our pricing proposed will be an offer as cash-equivalent. Should we also provide the pricing if you are paying through pcard or credit card? Pricing proposed should be the same for all APS payment methods. List any discounts, if available, on the designated line of the Bid Form. A13. Does APS experience a peak season/period for staffing needs? If so, would you identify these seasons/periods? Peak season for staffing needs typically run during March through September. A14. On average, how many temporary associates do APS and the Charter Schools utilize each week? A15. Do you ever hire from the temporary workforce? If so, how often? Yes. This varies. Temporary employees may always apply to any job vacancy in which they meet minimum qualifications. 2

Under what circumstances does turnover happen most frequently in APS work environment? A19. What do you like about your staffing program today? We generally receive high quality individuals with extensive administrative skillsets. A20. What challenges does it present? None. A21. What can you provide us to ensure us that there will be equal distribution of job orders for all the successful bidders? Information will be provided to the awarded vendors. A22. Who is currently providing temporary staffing services for APS and what are their pay and bill rates? Two (2); Kinetix, LLC; and Corporate Temps, Inc. Current bill rate is based on specific need. No current published category rate. A23. On page 8, section 6, Submission Requirements, please clarify the number of flash drives required per section and the manner in which each section is to be separated. Are we to submit the Required Documents on 2 flash drives along with Section 3, Pricing, per section 6.12, as well as on their own on 3 separate flash drives, per section 6.3. As listed in the RFP. 3

4 Request for Proposal Solicitation A24. On page 8, section 6, Submission Requirements, it is stated that all hard copies must be submitted on loose leaf paper. Does this mean that our hard copy responses should not be placed in a 3 ring binder or bound in anyway? Can we hold the pages together with a large binder clip? Yes, with a large binder clip. A25. On page 10, section 6.12, Section 2 Methodology/Operations, number #5 reads Describe any specific services available to public organizations. Can you please clarify and provide an example? Describe any experience providing services to public organizations. A26. Can you please provide an approximate annual spend for the positions listed in this RFP? Can you break that spend down by job description? A27. What is the annual spending for each of the past three years? Approximately, $750,000. Average annual spending. A28. Current Annual Cost? See A27. A29. Will it be a single vendor award or multiple awards? See A5. A30. Can you provide the annual spend for each of the positions required to be filled? A31. What are current bill rates and employee pay rates for each of the positions currently being staffed under the current contract? No current contract. 4

Section 2, question #4 is a little vague, can we be provided more details on the type of reports that are relevant? A35. Section 3 - Pricing, are motor vehicle reports required for administrative positions? No, we will require a criminal background check. A36. What is the approximate budget for the contract?
