6 accounts closedown CIPFA s accounting toolkits and support make your accounts closure process more efficient and offer assurance that you are complying with the requirements of the latest Code of Practice. Cash flow toolkit Produce an accurate cash flow statement and easilyauditable working papers in record time using our cash flow toolkit. The toolkit will allow you to: streamline what is a very time consuming, manual and often protracted process calculate all cash flow statement figures by taking them from existing financial statements and notes, ensuring figures are entered only once to reduce errors and omissions identify areas for further analysis in the financial statements working papers. Pro forma accounts toolkit Produce year-end financial statements and notes, accurately and on time, using our pro forma toolkit. The toolkit will allow you to: create a set of statements and notes that are fully linked to ensure the calculations and repetition are completed automatically easily cross reference information across multiple worksheets. Public sector internal audit review As evidenced in the Public Sector Internal Audit Standards (PSIAS), external assessments of the internal audit function must be conducted at least once every five years by a qualified, independent reviewer from outside the organisation. Independent validation of self-assessment For those organisations who are currently adopting a rigorous self-assessment and who require an independent (external) validation, CIPFA can provide the following approach. This validation will include: Document and audit file reviews On-site interviews with key personnel A detailed output report discussing the findings CIPFA confirmation of compliance with PSIAS This review will be supported by your organisation s fully evidenced self-assessment. To ensure the process runs as smoothly as possible, we recommend that the checklist from the Local Government Application note is used for this purpose. Corporate services benchmarking clubs There are 14 clubs used by local authorities throughout the UK to drive improvements and deliver value for money in areas of finance, audit and risk, revenues and benefits, human resources, supplies and legal. Comparative profiles With the loss of compulsory performance measures, authorities wishing to compare and learn from other authorities have been left to carry out any comparative analysis themselves, at a time when their own resources are diminished. CIPFA has developed a suite of comparative profiles that compare an authority s performance, to a selected group, across a range of indicators collected from key public sector data sources. 20 counter fraud Public services fraud costs the taxpayer an estimated 21 billion a year. Resources are stretched and organisations like the National Fraud Authority and the Audit Commission have closed. With fraudsters becoming increasingly sophisticated, all public services organisations are more vulnerable than ever to criminal activity. The CIPFA Counter Fraud Centre was launched in 2014 to lead and coordinate the fight against fraud and corruption across local and central government, the health, education and charity sectors. The CIPFA team is led by Rachael Tiffen, former Deputy Director of the National Fraud Authority. We are committed to help organisations: prevent, detect and recover financial loss protect your organisation s reputation develop your team s counter fraud skills. Qualifications Combating fraud and corruption is now a recognised profession and we offer two qualifications the CIPFA Accredited Counter Fraud Specialist (CACFS) and the CIPFA Accredited Counter Fraud Technician (CACFT) that are accredited by the University of Portsmouth s Counter Fraud Professional Accreditation Board. Training courses We offer one day training courses on a range of counter fraud topics including whistleblowing, anti-corruption, money laundering, ethics and bribery. Each course carries Continuing Professional Development (CPD) hours and is open to anyone with an interest in counter fraud activity. Fighting Fraud Locally The CIPFA Counter Fraud Centre supports and hosts Fighting Fraud Locally (FFL), an independent initiative by local government for local government. FFL produces the national strategy for English councils and has a comprehensive bank of online case studies, tools and guidance which is freely available via the Centre s website. CIPFA Code of Practice on Managing the Risk of Fraud and Corruption Published in partnership with CIPFA s Better Governance Forum, the code sets out the five key principles that define the governance and operational arrangements necessary for an effective counter fraud response. 21 practical guidance notes and an assessment tool that allows organisations to measure their arrangements against the code. Resource bank We offer a comprehensive, freely available online resource bank that features publications, industry reports, tools and examples of best practice. CIPFA fraud and corruption tracker (CFaCT) survey Our annual survey of fraud and corruption detected in local authorities in England is similar to the former Annual Fraud and Corruption Survey delivered by the Audit Commission. CFaCT looks at the number of investigations undertaken, the types of fraud encountered and the emerging trends. It also includes questions commissioned by the Fighting Fraud Locally Board. The survey results are published in a publicly available report each year. Suppliers directory Offering practical support to counter fraud practitioners, we have created a freely available online directory of reputable organisations that offer counter fraud products and services. From asset recovery to legal advice, business intelligence to forensic and investigation services, practitioners can search for organisations by location, sector and the types of products or services they need. Data analytics service The Centre is creating a revolutionary data analytics service that will change how organisations in the public services work together and use technology to identify fraudulent activity and cyber-attack. Powered by BAE Systems Applied Intelligence, it will operate in real time and include data feeds from third parties. It will build up a picture of what is normal for any given individual and generate real time alerts for service users as risks and trends occur. Whistleblowing e-learning course The Centre has worked with one of its Founding Partners, Mazars and the whistleblowing charity, Public Concern at Work (PCaW) to develop an e-learning course for use in organisations which sets out how to raise and report concerns at work and to eradicate uncertainty around processes, complaints and definitions. Anti-corruption health check service The Centre offers a consultancy service to help public services organisations assess their readiness to respond to the first UK Anti-Corruption Plan, published in December Expert staff examine the policies, knowledge and systems in place before recommending actions the organisation may need to take to meet the commitments set out in the Plan. Global risk register The Centre is working with a number of partner organisations to collate the most common fraud risks that government and public services organisations are facing across the world. This will allow the Centre and the countries involved to identify and react to current and emerging fraud threats, which in turn will result in more effective counter fraud strategies.
