2 Dear Miss Hmong Minnesota Delegate: On behalf of the United Hmong Family, Inc. (UHF) organization, the Minnesota Hmong New Year (MHNY) committee and the Miss Hmong Minnesota Pageant (MHMP) committee, we would like to welcome and thank you for your interest in the Miss Hmong Minnesota pageant. In accordance to this letter, please read the Miss Hmong Minnesota 2018 contract and application thoroughly. We are looking for driven individuals who is passionate with perseverance willing to be a positive role model for the Hmong community. We are especially looking for individuals who are strong advocates promoting higher education and leadership. We want this year s pageant to be the best pool of candidates to represent the Miss Hmong Minnesota 2018 title. There are two steps you must complete to be eligible to compete for the title, Miss Hmong Minnesota 2018: 1. You must carefully read and fill out the Miss Hmong Minnesota 2018 competition letter, contract, and application. 2. You must attend the official orientation to review the details of the pageant. If you are unable to, please schedule a time with us to further discuss about the pageant. Within this letter, you will find all of the information you need about the competition, contract, application, release and consent forms, and much more. We advise that you take the time to read these forms thoroughly. Please provide all documentations, sign and/or initial where necessary, and submit your application to us immediately. By obtaining, reading and completing all forms, you are completing the first step to becoming a delegate for the Miss Hmong Minnesota pageant. After completing the full application, please drop it off or mail it to our office location along with your application fee of $ in cash/check/or money order. 3 The second step is to attend the official orientation to meet with the MHMP committee at our tentative set schedule (see below) reviewing the details of the pageant. If you are unable to make it, please schedule a time on your own to meet with us regarding this year s pageant. All of the other mandatory meetings and training dates will be explain during the orientation. We will need to be inform immediately during our first meeting if you know that you have a time conflict with any of the scheduled meetings, trainings and events. It is important that you know now whether you can attend all mandatory meetings, trainings and events because we have an attendance policy by which you, the delegate must abide to. We have policies and procedures in place because we want you to have a successful and competitive experience that will bring out the best of you. 4 COMPETITION CONTRACT & AGREEMENT QUALIFICATION 1. Delegate must be of a female of Hmong descent. 2. Delegate must be between the ages of years old during the competition. Proof of age is require by a valid driver s license, state ID, passport, or any other government issued photo ID. 3. Delegate must be a Minnesota resident; at least 6 months with proof of residency. 4. Delegate must never have been married/divorced legally or culturally. 5. Delegate must never have given birth to a child and cannot be currently pregnant. 6. Delegate must never have committed a state or federal felony. 7. Delegate must never have been an exotic dancer. 8. Delegate must never have posed nude in film or print media. ATTENDANCE POLICY You understand and agree to commit to attending all mandatory meetings, trainings and events as explained in this application. You are required to inform us if you have any conflicts with prior engagement(s) that you have already made. You will be allow 6 days of absences: four absences from trainings, and two absences from all other mandatory events and meetings. If you reached all six absences, you will have to meet with the pageant coordinator individually to evaluate your standing with the pageant. UHF, MHNY, and MHMP reserves the right to terminate your standing any time during the period of the pageant training or competition as a delegate if absences exceed the limitation or without any reason. ORIENTATION AND MEETINGS 1. First tentative official orientation: September 3, Training/Rehearsals a. Time is crucial for your modeling, speech coaching and stage presence. b. First day of training will be on September 8, c. All of the remaining training sessions will take place after our official orientation. d. Tentatively, we plan to meet 3 times a week for training and rehearsal during the earlier stage of our training. As we get closer to the event, more mandatory trainings and rehearsal days will be add to our agenda. 3. During the competition, you and your parents: a. Agree to behave in an appropriate, respectful and professional manner at all times to represent the Miss Hmong Minnesota pageant competition and to UHF, MHNY, and MHMP. 4 of 17

5 b. Agree to participate in any condition of the competition round up shows, outfit custom, and make up as required by MHMP committee of this year. c. Agree to follow the Miss Hmong Minnesota pageant competition score criteria including personnel judge selected by UHF, MHNY, and MHMP. d. Agree to follow up and keep up with all forms of the Miss Hmong Minnesota Pageant Committee communication methods whether via phone, social media, and/or to be fully aware of any updates or changes to the competition. It is not UHF, MHNY, and MHMP s responsibility that any information is misinterpreted if delegate is not fully up to date with the selected communication method. e. Agree to dispute any problems, issues, or difficulty with the competition or pageant committee representatives with the pageant coordinator FIRST. If a resolution is not settled, then the pageant coordinator will direct a resolution from the board of UHF and MHNY. f. Agree that UHF, MHNY, and MHMP will only provide training and water needed for the Miss Hmong Minnesota training sessions and competition days. Delegates including parents will have to provide their own meals or snacks during the 30 mins training break and competition days. NO FOOD/SNACK WILL BE PROVIDED by UHF, MHNY, and MHMP. g. Agree to follow the UHF, MHNY, and MHMP s policies regarding scores completed by selected personnel judge through tech team. If there shall be any request of scores, 10 days after the competition date the scores will be available upon request. ONLY the delegate and parents of the delegate has the right to request to view their own individual scores at the end of the competition with a UHF, MHNY, and MHMP staff. By initialing below, I agree that if these policy terms and conditions are violated in any way determined by UHF, MHNY, and MHMP; my child s candidacy or my candidacy will be removed and terminated from the competition at any time of the training and competition period without any reimbursements or refund. Parent s Initial Delegate s Initial CRITICISM In this competition, as in any other type of competition, criticism is evident and crucial. You agree to remain open-minded about any comments, judgments and criticism about your physical appearance, choice of costume apparel, modeling and speech made by the trainers, stylists and pageant coordinator. You have the right to share and discuss your opinions, concerns and feelings with us. You are not required to respond to criticism from the other candidates and/or from third-party observers to avoid any conflicts. Moreover, keep in mind that all the criticism and suggestions are made to better your performance, as we want you to bring out your best. 5 of 17

6 MODELING AND SPEECH COACHING We will provide a model and speech coach during the training and rehearsal sessions. We do not discourage you in seeking further coaching; however, any trainings and coaching you receive on your own shall be at your own expense. WARDROBE/COSTUME AND MAKE-UP You are responsible for furnishing your own wardrobes and costume according to the guidelines. Make up shall be your own responsibility. TALENT/MODEL/PHOTO RELEASE For valuable consideration, the receipt and sufficiency of which are hereby acknowledged, you hereby agree as follows: you give and forever grant to the Miss Hmong Minnesota competition coordinator and the MHMP committee, licensees and producers or publishers of its promotional materials and their successors and assigns, the right to use, publish and copyright your picture, portrait and likeness, in whole or part, including alterations, modifications, derivations and composites, in advertising and promotion of Miss Hmong Minnesota throughout the world. This right shall include the right to combine your likeness with others and to alter your likeness, by digital means or otherwise, for the purposes set forth herein. This right shall include any photography and all video recordings of you to keep for MHMP committee. TIE BREAKER In the case that there is a tie in any of the special awards the prize will be split evenly to the delegates selected and an additional trophy will be ordered and mailed to the delegates. If it is a title that is tie, a second on-stage question will be used. Judges: An odd number of judges (3 or 5) from various backgrounds will be chosen to judge this special round and selected by Pageant coordinator, MHNY committee and/or UHF. SCHOLARSHIP AWARDS The scholarship awards are given as follow: First place $6000, crown and sash (Withheld $1500) Second place $4000, crown and sash (Withheld $1000) Third place $2000, crown and sash (Withheld $500) Prizes are fixed and are non-negotiable. All delegates will be award $200 for participating upon completing the competition at the Minnesota Hmong New Year Celebration There will be (5) five special awards (Miss Best Talent, Miss Self-Design, Miss Congeniality, Miss Popularity, and Miss Photogenic) given and determined by the pageant committee with fixed prizes and trophies. These details will be announce closer to the competition dates. 6 of 17

7 Please note: The First, Second, and Third place winners scholarship awards will be given accordingly to above details and given to the delegate during or after the crowning ceremony. For the top 3 winners, a portion of the scholarship award will be withheld until all three completes the full year term as their appropriate titles: Miss Hmong Minnesota 2018, 1st Runner-Up, or 2nd Runner-Up. In the event that any girls fail to complete their full year term, the remaining monetary prize will not be given. The Miss Hmong Minnesota, 1st Runner-Up or 2nd Runner-Up will have to surrender her crown and title sash. If it is the Miss Hmong Minnesota title, the title sash and the crown will be transfer to the 1 st or 2 nd Runner up and the $1500 will not be given to anyone if for any reasons the requirement conditions are not met or as determined by the pageant chair and UHF board. In addition, whoever the crowned Miss Hmong Minnesota is will automatically be required to be a trainer and assist the Miss Hmong Minnesota Pageant coordinator for the Miss Hmong Minnesota competition and the Miss Hmong Teen International BRIBERY You agree to abstain from bribery in any form, whether monetary, valuable goods or services to anyone in the Hmong community, whether family/clan related. You shall not participate in any bribery to increase your chances of becoming Miss Hmong Minnesota You are not restricted from obtaining any support and donation during this competition; however, you cannot engage in any form of monetary/soliciting bribery. If you are suspect of bribery in any form, we will personally sit down with you to discuss the issue and we reserve the right to terminate your candidacy. If you are involved in any activity of bribery, we reserve the right to terminate your candidacy with us without your prior knowledge. REGISTRATION Registration fee is $100 per delegate, non-refundable. This registration fee will insure MHMP committee that you are committed and is willing to complete the full competition. MHMP committee will provide the following items to each delegate: 1. One Ribbon/Sash. 2. One button with the number on it. 3. Pageant Delegate s ID Badges you may not give your badge to your parents, boyfriend or relatives to wear. You must wear it at all times. 4. (4) Four additional ID Badges for delegate s parents or helpers backstage: Father, Mother, Makeup Artist and Hair Stylist. SPONSORSHIP Your own immediate/in-kind sponsor is allow, but all check(s) must be written directly to the United Hmong Family, Inc. All checks must be hand-it in to the pageant coordinator along with original copies of the sponsorship forms in order for sponsors to be included in delegate s bio description. No copied or duplicated forms will be accept it. MHMP committee will cash the check, hold a 25% share of each monetary sponsorship that you have, and then disburse the rest of the money to you. Delegates will receive 75% of their sponsorship money in return per check. 7 of 17

8 All completed sponsorship forms are DUE one week before the competition dates or as determined by the pageant coordinator. In the event that if any contestants should withdraw in any condition from the competition, they must return and submit all sponsorship money and checks written out by United Hmong Family, Inc. If there are any personal emergencies reasons for the withdrawal of participation; UHF, MHNY, and MHMP will determine the refund depending on the situations. MHMP committee will hold 100% of your sponsorship money if you withdraw and have the right to transfer the sponsorship to another delegate that does not have sponsorship. If you do not have an immediate sponsor, MHMP committee pageant coordinator will assist you to find a sponsor. RESPONSIBILITIES If you should be crown as the new Miss Hmong Minnesota 2018, First Runner-Up, and Second Runner-Up; you are required to abide by the following rules and responsibilities set by the MHMP committee. If at any time during the crowning year, Miss Hmong Minnesota 2018 fails to fulfill any of the set rules and responsibilities, UHF has the right to denounce the current winner, recapture the crown, title, and sash. If this should occur, the title, sash and crown will be given to the First Runner-Up or Second Runner-Up if the First Runner-Up is unable to fulfill the term. This responsibility also applies to the First Runner-Up and Second Runner-Up as their scholarship award is withheld as well. Withheld scholarship award remaining will not be given to anyone but remain with UHF if a title is transferred to another titleholder. Miss Hmong Minnesota 2018 s Responsibilities Shall be: 1. Volunteer and attend United Hmong Family, Inc. and Lao Family Foundation s events (Annual Hmong International Freedom Festival, Minnesota Hmong New Year, etc.) and meetings as requested. 2. Volunteer, organize and facilitate the Miss Hmong Minnesota and/or Miss Hmong Teen International pageant committee during the days leading up to the competition. You will be the lead trainer for both pageants and is require to assist the pageant coordinator as needed. 3. Volunteer and commit 25 hours of education related community services. 4. Volunteer and commit 25 hours of leadership related community services. 5. Volunteer and commit 25 hours of other community services (fundraisers, workshops, etc.). 6. Will propose, execute, and commit 25 hours of personal projects. 7. Will act and behave at her utmost behavior towards the Hmong community. 8. Will be a good role model for all Hmong youths and adolescents. 9. Will participate and help with local agencies and organizations as requested. 10. Will speak and attend community events during crowning year. 11. Will stay single during her reign if married, winner will be denounce. 12. Will crown the next successor. 13. 10 TERMINATION UHF, MHNY, and MHMP reserve the full right to terminate your candidacy at any time if YOU or YOUR PARENTS for the following reasons: 1. Wrongful act/threats 2. Crime (any act) 3. Fraudulent 4. Exotic/Stripper 5. Bribery 6. Culturally or legally married/divorced/separated 7. Any threats against UHF, MHNY, and MHMP personnel s or their fiscal agent 8. Any act of solicitation to other delegates There will be a one verbal warning from UHF, MHNY, or MHMP if any of the reasons above have been violate before proceeding to termination. UHF DOES NOT TOLERATE ANY FORM OF BULLYING THAT CAN HARM ANYONE. LIABILITY UHF, MHNY, and MHMP is not liable for any cost incurred by the pageant application and/or pageant activities and/or competition. Upon signing this Contract/Agreement, I acknowledge that I have read all the parts in this document and that I agree to abide by its policies and terms as discussed in the contract. I understand there will be consequences, even the possibility of termination, if I fail to follow the policies. I also understand that MHMP committee provides the best and a fair chance to every delegate in terms of scoring. Therefore, I have no right to collect any judgment against UHF, MHNY, and MHMP. Errors and questions should be raised individually to the Coordinator of the Competition or Program Manager and will not communicate with other judges during competition activities. Be professional in your behavior towards the contestants and audience. 16 Volunteer Work Form Volunteer work must be an interactive service or approved by the MHMP committee in order for it to be accounted for. All hours tracked will be documented and publicized to the community when the full term is completed to show the accomplishments of Miss Hmong Minnesota.
