1 Grinnell AmeriCorps Partnership Host Organization Application Non-profit and governmental agencies are invited to apply as a host site for the Grinnell AmeriCorps Partnership program. In this program, an AmeriCorps Team Member(s) will be selectively matched with an organization in a service position beginning as early as October 2, Using a collective action network framework, this program will maximize and better align existing resources to support community education priorities. Application Process Submit completed applications to: Office of Community Enhancement & Engagement Grinnell College, Old Glove Factory 733 Broad Street Grinnell, IA americorps@grinnell.edu Application Timing Applications must be received by August 18, Host organizations will be selected and notified by August 28, Eligibility Local non-profit and governmental agencies in good standing that meet AmeriCorps basic eligibility requirements, and have the capacity to host and provide a positive member experience for one or more AmeriCorps Service Member(s). Host Selection Host sites will be selected by the Grinnell College Program Management team. Site visits may be requested. All host sites must meet AmeriCorps eligibility requirements. Preference will be given to organizations with: 1) Previously demonstrated content expertise; 2) Community knowledge and collaboration; 3) Supervisory experience; and 4) Existing data collection mechanisms (if applicable). How to Apply Please complete this application to describe your organization s interest and qualifications for hosting one or more AmeriCorps Team Member(s). Organizations may apply to host more than one team member. Host Site Agreement Host sites will be required to sign a host site agreement. A draft of the host site agreement is included in Attachment A for your reference, which outlines the host site s contractual roles and responsibilities.

3 Host Organization Application (page 3) SECTION II: BASIC ELIGIBILITY REQUIREMENTS In order to comply with federal guidelines and promote the success of this community-wide program, participating host sites are asked to sign a Host Site Agreement (Attachment A), which outlines the general roles and responsibilities of Grinnell College, general roles and responsibilities of the host site, and specific expectations related to supervision and training of the AmeriCorps member, branding, and compliance with non-discrimination and reasonable accommodation policies as well as policies pertaining to non-duplication and non-displacement (aimed at ensuring that AmeriCorps members do not limit opportunities for other employees): Please review the host site agreement (Attachment A) and indicate below the extent to which your organization is prepared to fulfill those requirements: o o o Yes, our organization complies with these requirements No, we do not currently meet all requirements, but will be prepared to meet them by the program start date of October 2, 2017 No, we will not be able to comply with these requirements

Depending on interest, capacity, and expertise, sites may host one or more AmeriCorps team members. SUPERVISOR The AmeriCorps program is dedicated to ensuring sufficient support for each AmeriCorps team member. Please provide the name of the designated supervisor at your host site and describe their experience training and mentoring employees new to the job. C. TRAINING OPPORTUNITIES The program provides a unique opportunity for both formal and informal professional development for AmeriCorps team members. 9 Grinnell AmeriCorps Partnership Host Site Agreement Thank you for taking part in the Grinnell AmeriCorps Partnership. The purpose of this agreement is to outline the expectations between your organization as a host site and Grinnell College as the Grinnell AmeriCorps Partnership program administrator for the AmeriCorps Service Year. These members help communities tackle pressing problems while mobilizing millions of volunteers for the organizations they serve. GRINNELL COLLEGE ROLE AND RESPONSIBILITIES: In order to ensure a strong and effective program, Grinnell College will provide a strong level of organizational support to the program overall and to the respective host sites. In this role, Grinnell College will: Provide Fiscal and Administrative Oversight a. Provide Living Allowance Stipend to members and handle all fiscal responsibilities. Coordinate Member Recruitment and Enrollment a. Recruit, interview, and place members in consultation with the host sites. As grant administrator, Grinnell College reserves the right to have final approval in refilling any positions. b. Enroll members, conduct criminal history checks to be initiated and funded by the program. Coordinate AmeriCorps related Member Training and Orientation a. Instruct and train members in program procedures, disaster training, conflict management, team building, and proper use of program forms and procedures. b. Provide orientation to placement site. Monitor Host Site and Member Progress a. Periodically monitor member activities at site to access and/or discuss needs and development. b. Conduct mid-term and end-of-term evaluations between members and site supervisors. c. Require an exit interview and member portfolio of each member at completion of service. Conduct Member Disciplinary Actions a. Conduct any member disciplinary action in consultation with the member s site supervisor. Provide Branded Materials for Appropriate Program Identification a. HOST SITE SUPERVISION: To comply with AmeriCorps guidelines and partnership goals, all Host Sites must designate a host site supervisor who will provide consistent supervision of the AmeriCorps member(s) and oversee the following: Provide Fiscal and Administrative Oversight a. Monitor and approve AmeriCorps team members timesheets as required by ICVS; b. Ensure member timesheets are reviewed and approved no later than 3 days after the timesheet is due; c. Ensure members are on track to meet AmeriCorps service hour requirements; d. Participate in AmeriCorps site supervisor trainings, orientations, regular supervisor check-ins, and periodic in-depth site visits and/or conference calls focusing on member activities, financial documentation, and member supervision as requested by the Program, ICVS and/or CNCS; e. Ensure that member activities are in alignment with the program design and as outlined in the Member Service Agreement; f. Monitor taskforce budget and expenditures; g. Ensure that member activities do not include any prohibited activities or non-duplication or displacement as defined in AmeriCorps Regulations and listed in Attachment A; h. Communicate regularly with the Program Director on member and program activities through the scheduled host site check-ins; i. Participate and comply with all program evaluations, performance measure tracking and data requests, as needed, and assist the member(s) in these efforts in order for the program to meet all grant requirements. Coordinate Member Recruitment, Enrollment, Retention a. Actively partner with Grinnell College in recruiting, screening, and selection of members, including refilling of any positions, as needed. b. As grant administrator, Grinnell College reserves the right to have final approval in refilling any positions. c. In the event of non-recruitment and/or non-retention, the host site organization is not guaranteed placement of a member(s) for the remainder of the grant year and potentially future service years; d. Member retention is a factor in continued grant funding. e. If the organization would like to hire the member for additional work, they may do so, but only after the member s service term has ended. Support Member Training, Discipline, Professional Development, and Data Collection a. Provide adequate training, space, equipment, and supervision to ensure safe and effective service. This includes an organizational address and computer access as appropriate for the position; b. Work with the member and program to assist in meeting reasonable accommodation requests for member(s); c. Serve as a mentor; d. Be present and available to support the member s service; e. Regularly review the AmeriCorps team member s work, provide feedback and direction to ensure member retention; f. Release members as needed for mandatory AmeriCorps activities, such as required Days of Service; g. Conduct mid-term and end-of-term professional performance reviews with AmeriCorps member(s); h. Actively advance your AmeriCorps Member s professional development; i. Contact and inform Program Director of any problems involving the member(s) immediately after any incidents; and

Consult with the Program Director regarding any disciplinary action that may be required, so that the Program Director may take the appropriate disciplinary action. k. Comply with all program performance measure tracking and data requests as needed and assist member(s) in these efforts in order for the program to meet all grant requirements. l. SERVICE TERM: The AmeriCorps Member positions are Quarter Time (450 hours) or Minimum Time (300 hours) positions. Organizations may elect to host more than one member. Quarter Time Members are required to complete a minimum of 450 service hours and must remain in service for the full service term as outlined in the Member Service Agreement in order to successfully fulfill part of the AmeriCorps program requirements. Members must complete the required service hours to successfully complete their term of service. 15 Host Site Agreement (page 7) 6. BRANDING: The Corporation for National and Community Service provides funding for AmeriCorps programs and needs to be credited accordingly. Requirements include: a. Logo. Use the designated AmeriCorps program logo (to be provided), on any relevant public communications pertaining to this project. b. Signage. Host sites will be provided with appropriate signage to publicly promote the site s involvement with the Grinnell AmeriCorps Partnership and are required to have this displayed. c. Training. Host sites will be provided with additional guidelines on AmeriCorps program branding, web presence, and communications as part of the host site training. AGREEMENT o Our organization agrees to meet these branding responsibilities. 7. EXCLUSIONS: Listed below are those areas that are not required as part of the Host Site Agreement: a. Fees. Host sites will not be required to pay a fee or other charges for this service year. b. Match. Host sites will not be required to provide a match for this service year. c. Other in-kind expectations. Beyond the requirements as outlined in a of section 4 (page 4) under the heading Support Member Training, there are no additional in-kind contributions expected for this service year. d. Background Check. The AmeriCorps program does not require host site supervisors to undergo additional background checks procedures other than what is required by their own organizations. 8. TERMINATION OF THE AGREEMENT: This agreement may be terminated by mutual agreement between the host site organization and the Program if either party is in default or fails to comply with the terms and conditions as set forth in this agreement. 16 Host Site Agreement (page 8) Attachment A: Prohibited Activities, Non-Duplication and Non-Displacement A. PROHIBITED ACTIVITIES. While charging time to the AmeriCorps program, accumulating service or training hours, or otherwise performing activities supported by the AmeriCorps program or CNCS, staff and members may not engage in the following activities (see 45 CFR , , ). 1) Attempting to influence legislation; 2) Organizing or engaging in protests, petitions, boycotts, or strikes; 3) Assisting, promoting, or deterring union organizing; 4) Impairing existing contracts for services or collective bargaining agreements; 5) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office; 6) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials; 7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization; 8) Providing a direct benefit toi. A business organized for profit; ii. A labor union; iii. A partisan political organization; iv. A nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the Internal Revenue Code of 1986 related to engaging in political activities or substantial amount of lobbying except that nothing in these provisions shall be construed to prevent participants from engaging in advocacy activities undertaken at their own initiative; and v. An organization engaged in the religious activities described in paragraph (7) of this section, unless Corporation assistance is not used to support those religious activities; 9) Conducting a voter registration drive or using Corporation funds to conduct a voter registration drive; 10) Providing abortion services or referrals for receipt of such services; and 11) Recruiting volunteers for prohibited or unallowable activities.

17 Host Site Agreement (page 9) Attachment A (cont d) 12) Such other activities as the Corporation may prohibit. i. Raising funds for his/her living allowances or for an organization s general (as opposed to ii. iii. project) operating expenses or endowment; Writing grant applications to the Corporation or to any other Federal Agency. An AmeriCorps member may spend no more than ten percent of his or her originally agreed upon term of service, as reflected in the member enrollment in the National Service Trust, performing fundraising activities; AmeriCorps members may not engage in the above activities directly or indirectly by recruiting, training, or managing others for the primary purpose of engaging in one of the activities listed above. Individuals may exercise their rights as private citizens and may participate in the activities listed above on their initiative, on non-americorps time, and using non-corporation funds. Individuals should not wear the AmeriCorps logo while doing so. Fundraising. AmeriCorps members may raise resources directly in support of your program's service activities. Examples of fundraising activities AmeriCorps members may perform include, but are not limited to, the following: 1) Seeking donations of books from companies and individuals for a program in which volunteers teach children to read; 2) Writing a grant proposal to a foundation to secure resources to support the training of volunteers; 3) Securing supplies and equipment from the community to enable volunteers to help build houses for low-income individuals; 4) Securing financial resources from the community to assist in launching or expanding a program that provides social services to the members of the community and is delivered, in whole or in part, through the members of a community-based organization; 5) Seeking donations from alumni of the program for specific service projects being performed by current members.

18 Host Site Agreement (page 10) Attachment A (cont d) B. NONDUPLICATION AND NONDISPLACEMENT. In addition, programs should be mindful of the nondisplacement and nonduplication requirements: 1. Nonduplication: Corporation assistance may not be used to duplicate an activity that is already available in the locality of a program. And, unless the requirements of paragraph (f) of this section are met, Corporation assistance will not be provided to a private nonprofit entity to conduct activities that are the same or substantially equivalent to activities provided by a State or local government agency in which such entity resides 2. Nondisplacement: a. An employer may not displace an employee or position, including partial displacement such as reduction in hours, wages, or employment benefits, as a result of the use by such employer of a participant in a program receiving Corporation assistance. b. An organization may not displace a volunteer by using a participant in a program receiving Corporation assistance. c. A service opportunity will not be created under this chapter that will infringe in any manner on the promotional opportunity of an employed individual. d. A participant in a program receiving Corporation assistance may not perform any services or duties or engage in activities that would otherwise be performed by an employee as part of the assigned duties of such employee. e. A participant in any program receiving assistance under this chapter may not perform any services or duties, or engage in activities, that: i. Will supplant the hiring of employed worked ii. Are services, duties, or activities with respect to which an individual has recall rights pursuant to a collective bargaining agreement or applicable personnel procedures. f. A participant in any program receiving assistance under this chapter may not perform services or duties that have been performed by or were assigned to any i. Presently employed worker; ii. Employee who recently resigned or was discharged; iii. Employee who is subject to a reduction in force or who has recall rights pursuant to a collective bargaining agreement or applicable personnel procedures; iv. Employee who is on leave (terminal, temporary, vacation, emergency, or sick); or v. Employee who is on strike or who is being locked out

19 Host Site Agreement (page 11) Attachment B: Discrimination and Reasonable Accommodation 1. DISCRIMINATION AND REASONABLE ACCOMMODATION. The Grinnell AmeriCorps Partnership Host Sites are responsible for assisting Program Managers with ensuring compliance with AmeriCorps policies pertaining to discrimination and reasonable accommodations for individuals with disabilities. A. Grinnell College Discrimination and Harassment Expectations. The Grinnell AmeriCorps Partnership may not discriminate against any service member, program staff, or service recipient on the basis of race, color, ethnicity, national origin, religion, sex, age, gender, pregnancy, childbirth, sexual orientation, gender identity or expression, marital status, veteran status, disability, creed, or any other protected class. Discrimination and sexual harassment on any of the bases covered by state or federal antidiscrimination statues is unlawful and a violation of Grinnell College policy. Grinnell College recognizes that harassment can relate to an individual s membership in more than one protected class. Targeting individuals on the basis of their membership in any protected class is also a violation of Grinnell s Community Standards and Responsibilities and may violate the College s The Crime and Bias-Motivated Incident Policy. Under these circumstances, the College will coordinate the investigation and resolution, provided that doing so does not unduly delay prompt and equitable resolution under this policy. This policy prohibits sexual harassment, sexual violence, sexual assault, and intimate partner violence against Grinnell College community members of any gender, gender identity, gender expression, or sexual orientation. This policy also prohibits gender-based harassment that does not involve conduct of a sexual nature. Grinnell College s Discrimination and Harassment Grievance Procedure may be used by any Member who has experienced harassment or discrimination and wishes to pursue resolution. This Discrimination and Harassment Grievance Procedure can be found in the Member Handbook. B. CNCS Discrimination and Harassment Expectations. The Corporation for National and Community Service (CNCS) has zero tolerance for the harassment of any individual or group of individuals for any reason. Slurs and other verbal or physical conduct relating to an individual s gender, race, ethnicity, religion, sexual orientation or any other basis constitute harassment when it has the purpose or effect of interfering with service performance or creating an intimidating, hostile, or offensive service environment. Harassment includes, but is not limited to: explicit or implicit demands for sexual favors; pressure for dates; deliberate touching, leaning over, or cornering; offensive teasing, jokes, remarks, or questions; letters, phone calls, or distribution or display of offensive materials; offensive looks or gestures; gender, racial, ethnic, or religious baiting; physical assaults or other threatening behavior; or demeaning, debasing or abusive comments or actions that intimidate. Grinnell College s Discrimination and Harassment Grievance Procedure may be used by any Member who has experienced harassment or discrimination and wishes to pursue resolution. This Discrimination and Harassment Grievance Procedure can be found in the Member Handbook.

20 Host Site Agreement (page 12) Attachment B (cont d) C. Reasonable Accommodation. A Program must also provide reasonable accommodation to otherwise qualified individuals with known mental or physical disabilities. Accommodation must be based on the member s individualized needs. All selections and project assignments must be made without regard to the need to provide reasonable accommodation. D. Undue Burden. Programs are not required to provide accommodations that would impose an undue burden. The Grinnell AmeriCorps Partnership Program Managers will work with the Corporation to determine whether or not accommodations are reasonable. Assistance may be available through the State of Iowa Commission on Volunteer Service to help with reasonable accommodation issues. E. Requesting an Accommodation. Members requesting an accommodation, should contact the Program Manager(s) who will work with Grinnell College s ADA Coordinator and the Iowa Commission on Volunteer Service to help with reasonable accommodation issues.

The Summer Learning Taskforce Coordinator will help address this issue by leading the Summer Learning area of the Campaign for Grade Level Reading. The Coordinator will build on the planning and programs developed in the first years of the Grinnell AmeriCorps Partnership, continuing day-today support and facilitation of the summer learning initiative. The Coordinator will BUILD CAPACITY by helping community organizations collaborate more effectively with each other and with the school district to better align resources behind the summer learning initiative so 100% of PK-4th grade kids retain skills over the summer. Specific responsibilities will include: Convening: Coordinate regular taskforce meetings with community stakeholders, which may include: calling the meeting, setting the agenda, sending the meeting invitations, taking and distributing meeting notes, and creating an archive portfolio. Planning: In consultation with the Grinnell-Newburg School District, the Coordinator will manage a volunteer/stakeholder taskforce to develop, enhance, and implement a short- and long-term action plan to better align existing community resources. Programming: Develop/refine one or more collaborative projects consistent with the action plan. Daily Activities: Between taskforce meetings, the Coordinator will consult with host site supervisor to track project progress and move toward completing open action items in the collaborative project(s) and action plan. This may include establishing/refining project goals, creating a budget, creating a timeline, organizing volunteers, aligning partners, and performing overall project management. The Coordinator will BUILD CAPACITY by helping community organizations collaborate more effectively with each other and with the school district to better align resources so 100% of the district s PK-4th grade students have attendance support and can enjoy the full benefit of being in school. Specific responsibilities will include: Convening: Coordinate regular taskforce meeting with community stakeholders, which may include: calling the meeting, setting the agenda, sending the meeting invitations, taking and distributing meeting notes, and creating an archive portfolio. The School Readiness Taskforce Coordinator will address this issue by building on the planning and programs developed in the first years of the Grinnell AmeriCorps Partnership, continuing day-to-day support and facilitation of the school readiness initiative. The Coordinator will BUILD CAPACITY by helping community organizations collaborate more effectively with each other and with the school district to better align resources behind school readiness goals, so 100% of the district s PK students have school readiness support to ensure that they have the skills they need to start kindergarten. This includes the areas of language and literacy, thinking skills, self-control, and selfconfidence). Specific responsibilities will include: Convening: Coordinate regular taskforce meetings with community stakeholders, which may include calling the meeting, setting the agenda, sending the meeting invitations, taking and distributing meeting notes, and creating an archive portfolio. The Coordinator will BUILD CAPACITY by helping community organizations collaborate more effectively with each other and with the school district to better align resources so 100% of the district s K-4th grade students have health and nutrition support so they can come to school ready to learn. Specific responsibilities will include: Convening: Coordinate regular taskforce meeting with community stakeholders, which may include calling the meeting, setting the agenda, sending the meeting invitations, taking and distributing meeting notes, and creating an archive portfolio. The Facilitator will BUILD CAPACITY by convening community organizations to ensure collaborative networks are in place to facilitate teacher and student knowledge of educational pathways and career options in Poweshiek County; ultimately strengthening the talent pipeline in the community. Specific responsibilities will include: Convening: Facilitate regular advisory group meetings in conjunction with community stakeholders, which may include calling the meeting, setting the agenda, sending the meeting invitations, taking and distributing meeting notes, and creating an archive portfolio. Planning: In consultation with area school districts and other community stakeholders, the Facilitator will work with an advisory group to develop, enhance, and implement a short- and long-term action plan to better align community efforts behind skills gap goals. The goal is to establish a onestop shop for volunteers, enabling people to connect with opportunities according to interest, skills, and time commitment. Specific responsibilities will include: Attending: Attend taskforce coordinator meetings for each of the other focus areas, with the goal of supporting their volunteer needs for long term program sustainability. Planning: In consultation with area school districts, the Coordinator will develop, enhance, and implement a short- and long-term action plan to better align community efforts behind volunteer goals. The Coordinator will help community organizations collaborate more effectively with each other and with the school district so more families and community organizations are engaged with the Grinnell AmeriCorps Partnership and can better support the success of kids in the community. The Coordinator will also collaborate with other service members to develop a family engagement plan so all families understand how they can connect with the program and how they can support kids. Specific responsibilities will include: Attending: Attend taskforce coordinator meetings for each focus area, with the goal of supporting family engagement needs for long term program sustainability. Planning: In consultation with area school districts, the Coordinator will develop, enhance, and implement a short- and long-term action plan to better align community efforts behind volunteer goals. The coordinator will build on the planning and programs developed in the first years of the Grinnell AmeriCorps Partnership, continuing day-to-day support and facilitation of community engagement. The Coordinator will help community organizations collaborate more effectively with each other and with the school district so more families and community organizations are aware of the Grinnell AmeriCorps Partnership and the community s education priorities so they can better support the success of kids in the community. The Coordinator will collaborate with other service members to develop a comprehensive marketing plan and create communication pieces including blog posts, social media, press releases and other outreach materials so families and community members understand the Partnership and how they can support kids. Specific responsibilities will include: Attending: Attend taskforce coordinator meetings for each of the partnership s focus areas, with the goal of supporting community engagement needs for long term program sustainability. The After School Enrichment Aides will facilitate enrichment activities linking before and after school programming to school district learning goals in an age-and contextappropriate way. Specific responsibilities will include providing programming as direct service with kids. This may include: Group and one-on-one time helping youngsters improve their literacy-based skills.
