Closing Date: Friday 28 th January DIRECTORATE OF HUMAN RESOURCES (a) Post: Reports to: Manager, Records and Information (Re-advertised) Director Human Resources Salary Scale: Makerere University M.4 Required Minimum Qualifications: Honours Bachelors Degree from a recognized institution and a Masters degree from a recognized institution preferably in any of the following fields of study: Computer Science Software Engineering Information Systems Information Technology Information Science or its equivalent Required Experience: At least 7 (seven) years of working experience with ICT systems in a large organisation, 3 (three) of which should be at supervisory level. 1

2 Duties & Responsibilities: 1. Provide leadership to the Records and Information Division in line with the Human Resource (HR) policy. 2. Provide professional (technical) support and advice to all stakeholders (Management, staff, and Council Committees) in line with the University Strategic Plan and HR policy 3. Develop work targets for the Division in line with HR Strategic Plan 4. Initiate, review, and monitor policies and procedures on Information and Records in line with the University Strategic Plan. 5. Review and elicit specifications for changes in IT and HR processes in line with University Information Policy. 6. Manage performance, mentor, guide, and appraise division staff in line with HR Policies. 7. Plan, budget and account for the Division s resources in line with Directorate s Strategic Plan 8. Continuously design proposals on issues of HR Records and information in line with University Strategic plan. 9. Perform any other related duties as may be assigned by the Director Human Resources from time to time. Plan, budget and account for resources for Human Resource activities of the division in line with the University Strategic Plan. Manage the performance, training and development of staff in line with the Human Resource Policy. Coordinate the implementation of procedures for recruitment, confirmation, promotion, discipline and grievances in line with relevant Human Resource policies. Review and monitor performance management and control systems and recommend changes in light of changing environment in accordance with Human Resource policy. Monitor the application of HURIS in the in line with University information policy. ESTATES & WORKS DEPARTMENT a) Post: Director Estates (01) Reports to: Deputy Vice- Chancellor (F&A). Salary Scale: Makerere University M 3 Duties & Responsibilities: 1. The Estates Manager will be the Head of the estates Department; 2. Responsible for its administrative, financial and personnel matters; 3. Coordinate activities of the department with other departments and within the department; 4. Implement Estates policy matters of the University; 5. Overall controller of maintenance and upkeep of the University plant; 6. Supervise all capital projects of the University; 7. Coordinate the execution of all works (Civil, Mechanical and Electrical). 3

4 Minimum Qualifications and work experience: 1. Masters Degree in Engineering 2. Honours Bachelor s degree in Civil Engineering or Mechanical Engineering Professional Requirements 1. Chartered Engineer or Municipal Engineer; 2. Registration with ERB 3. Tenure of appointment: The appointment shall be for a contract of five years and may be renewed subject to satisfactory performance following appraisal. b) Assistant Engineer (Civil) Role: To implement Civil Works in the Estates and Works department. Reports : To the Director - Estates Department Qualifications: (i) Masters degree in Civil Engineering. (ii) Bachelor of Science degree in Civil Engineering from a recognized University/Institution. Duties and Responsibilities: 1. Responsible for all civil building works of Estates department. 2. Supervise work of stores including procurement, storage, issuing of materials and ensuring that proper procedures are followed. 3. Deals with issuing, recording and monitoring of LPO s. 4. Responsible for deployment/coordinating works of various foremen in the Estates. 5. To perform any other related duties as may be assigned by the Estates Manager. INTERNAL AUDIT DIRECTORATE a) MANAGER (03) Responsible to: Director Internal Audit Salary Scale: Makerere University M4 Role: Responsible for assisting in setting Audit plans and strategies, Risks and controls, Audit execution, Audit reporting and Follow ups. Required Qualifications (i) An Honours Bachelor s Degree. (ii) Full professional Qualifications in Accountancy or Audit obtained from a recognised awarding body. (iii) A Masters degree in either Financial Management or Audit or Business Administration or Management from a recognized institution Required Experience: A minimum of 6 years experience in audit work, 3 years of which should be at a Senior Auditor level or equivalent level of experience in Audit or Accounting work from a reputable Organisation DUTIES 1) To provide professional and technical support to the Director in policy and strategy formulation. 2) Develop audit plans and framework for conducting audit assignments. 3) Review risks and control framework 4) Review and monitor work performed as per plans. 5) Prepare and review reports for assignments conducted. 6) Assist in conducting investigations as and when required. 7) Provide effective leadership and technical support to subordinates. 8) Perform any other related duties as assigned by the Director. 6 Role: To provide technical support and carry out routine internal Audit management supervision, review of technical aspects and monitoring of day today progress of internal Audit activities. Required Qualification (i) An Honours Bachelors degree. (ii) Full professional qualifications in Accountancy or Audit obtained from a recognized awarding body. (iii)a Masters degree in Financial Management or Audit or Business Administration or Management from a recognised institution Required Experience: Minimum of three years experience, as Internal Auditor or equivalent level of experience, in Audit or Accounting work from a reputable Organisation. DUTIES 1) Designing audit programmes for carrying out particular audit assignments. 2) Coordinating planning of Audit assignments 3) Drawing audit objectives, developing working papers and carrying out preliminary review 4) Lead teams in holding entry and exit meetings for various assignments 5) Review working papers for work carried out by Internal Auditors 6) Review reports of audits carried out 7) Assist in carrying out investigations as and when required. 8) Any other related duties as assigned by the supervisor. Required Minimum Qualifications (i) An honours Bachelors degree in Computer Science or ICT 6

7 Required experience At least 3 years experience in reviewing computerised systems. Key Duties 1. Develop audit plan & programs for ICT audits 2. Review controls and security systems in Computerised systems 3. Review existence and compliance with ICT manuals and guidelines 4. Develop risk assessment framework for ICT 5. Support in extraction of relevant information from systems for audit analysis 6. Support the development of a Computerised Audit System 7. UNIVERSITY HOSPITAL a) Post: Director Hospital (1) Reports to: Deputy Vice- Chancellor (F&A). Salary Scale: Makerere University M3 Duties and Responsibilities Administrative Leadership Provide leadership in coordination of medical and administrative policies of the hospital and the medical staff. Develop, coordinate, and implement all aspects of educational and research activities of the medical staff. Coordinate the functioning of the medical staff and assist in the implementation and enforcement of the hospital policies, and the rules and regulations of the medical staff. Act as an advisor to the Hospital Executive Committee in all professional matters of the hospital. Physician Leadership Help the facility ensure that patients have appropriate physician coverage and ensure the provision of physician and health care practitioner services; and Provide specific guidance for physician performance expectations; Help the facility ensure that a system is in place for monitoring the performance of health care practitioners; and Facilitate feedback to physicians and other health care practitioners on performance and practices. 7

8 Patient Care - Clinical Leadership Coordinate the administrative decision-making and the development of policies and procedures related to patient care; Develop, approve, and implement specific clinical practices for the facility to incorporate into its care-related policies and procedures, Review, consider and/or act upon consultant recommendations, as appropriate, that affect the facility's resident care policies and procedures or the care of an individual resident; and Help review policies and procedures regarding the adequate protection of patients' rights, advance care planning, and other ethical issues. Quality of Care Help the facility establish systems and methods for reviewing the quality and appropriateness of clinical care and other health-related services and provide appropriate feedback; and Participate in the facility's quality improvement process; Help the facility provide a safe and caring environment; Help promote employee health and safety. Education, Information, and Communication Provide information to help the facility provide care consistent with current standards of practice (defined as "approaches to care, procedures, techniques and treatments that are based on research and /or expert consensus and that are contained in current manuals textbooks and or publications, or that are accepted, adopted or promulgated by recognized organizations or national bodies.") Help the facility develop medical information and communication systems with staff, patients, and families and others; Represent the facility to the professional and lay community on medical and patient care issues; Help establish appropriate relationships with other health care organization. Minimum Qualifications 1. MBChB degree. 2. Master of Medicine or Public Health degree. Professional Requirements Registered with relevant professional bodies. Required experience: At least 10 (ten) years experience in a reputable Organization five (5) of which should have been at Senior Managerial Level. Other Essential requirements: 1. Below age of 55 years at the time of application 2. Computer literate, 3. Team player with leadership skills. GENDER MAINSTREAMING DIRECTORATE (a) Post: Director - Gender Mainstreaming (01) Reports to: Vice Chancellor Salary Scale: Makerere University M.3 Role: To provide overall leadership to the Gender Mainstreaming Division. Required Minimum Qualifications: (i) Honours Bachelors degree preferably in Gender Studies, OR Law OR Mass Communication, OR Development Studies, OR Education OR Social Sciences from a recognized Institution/ University. (ii) A Masters degree in any of the following disciplines from a recognised Institution/ University: Gender Studies, OR Development Studies OR Human Rights. (iii) Training in Gender Studies to at either bachelors degree level OR at Masters degree level is required. (iv) A Masters degree in Business Administration and a relevant PhD from a recognized Institution will be an added advantage. Required Experience A minimum of 10 (ten) years managerial experience of which 5 (Five) must be in gender activism and at senior managerial level in a reputable organisation/institution. Key Result Areas: 1. Provide overall leadership to the Gender Mainstreaming Directorate. 2. Ensure implementation of the Makerere University Gender Policy. 3. Oversee strategic planning, budgeting, implementation, accountability of the Gender Mainstreaming Programme 4. Develop, implement and review systems and procedures for effective operational management of the Directorate. 5. Implement the Resource Mobilisation, Investment and Sustainability Strategy for the Directorate. 6 Develop and implement Monitoring &Evaluation frame work for the Directorate. 7 Provide annual narrative and financial plans and reports of the Directorate 8 Review and update the Makerere University Gender Policy. 9 Provide Secretarial services to and record for the University Gender Mainstreaming Committee. 10 Manage Human Resources and general administration of the Directorate. 11 Represent the Gender Mainstreaming Directorate in strategic fora in Makerere University and beyond. (ii) A Masters Degree in any of the following disciplines from a recognised Institution/ University: Gender Studies, Development Studies or Human Rights. (iii) A Post graduate diploma in Project Planning and management would be an added advantage Experience: A minimum of 3 (three) years experience in gender activism and engagement in research, production of publications, management of scholarships and engagement in resource mobilisation and networking in a large and reputable organisation/ Institution. Key Result Areas: 1. Implement the resource Mobilisation Investment and sustainability Strategy for the Directorate. 2. Develop and implement the T&L and R&I Divisions Plans and Budgets 3. Required Qualifications: (i) Honours Bachelors degree and Masters Degree from a recognised Institution/University. (ii) Training in Principles of and methods of education will be an added advantage. Not less than 5 (five) years working experience three (3) of which at Senior Managerial Level in Higher Education Institutions, or private Or Public sector Key Result Areas: 2. Monitor the efficacy of Quality Assurance tools, propose improvements and promote quality within academic functions of the University. 3. Monitor and evaluate student academic performance. 6. Provide technical support and implement decisions of the University Quality Assurance Committee in line with Council Policies. 2. Develop and implement the Academic Division annual workplans in line with the Quality assurance Policy. 3. Implement and evaluate the effectiveness and impact of teaching and learning in line with Quality Assurance Policy 4. Oversee Programmes and policies that promote quality and academic excellence in the University. Identify, specify and implement support systems for various functions and needs in the Directorate. 2. Develop and maintain the inventory of systems across the Directorate 3. Develop and maintain the Publication of Quality Assurance journal of Makerere University 4. Maintain and update the Quality Assurance Website 5. Carry out evaluation and documentation of Quality Assurance Directorate progress 6. Oversee the implementation of E-learning as a module of learning and knowledge delivery 7. DIRECTORATE FOR ICT SUPPORT (DICTS) (a) Post: Network Manager. Reports to: Salary Scale: The Deputy Director, DICTS Makerere University M4 Required Qualifications: (i) A Bachelor s Degree in Electrical, Electronics or Data Communications Engineering. (ii) A Masters degree in electrical, electronics, Telecommunications, Data Communications Engineering or Computer Science. Required Experience: A Minimum of 3 years experience in management of Networks in large organisation. Duties and Responsibilities: The Network Manager will be responsible for managing access to the network and central ICT resources, monitoring and assuring system performance, and planning expansion/ improvement. (S)he will also be directly responsible for day-to-day management and enforcement of the University's computing policy. The Network Manager will carry out the following specific tasks: 1. Guiding the functions of Network Administrators 2. Ensuring that the network grade and quality of service meet performance targets through monitoring, and initiating changes for improvement 3. Administration of Service Level Agreements 4. Ensuring compliance with the computing policy with emphasis on ensuring software and data security and integrity using soft and hard solutions 5. Planning for and administering disaster recovery measures for the network 6. Planning system growth and improvement 7. Carryout a trends watch function in the networks field and plan for innovations 8. Handling any other duties which may from time to time be assigned by the Deputy Director, DICTS. 15

16 Required Attributes Intimate knowledge of computer hardware and software as well as communication hardware and software; Good knowledge of the design, installation and operation of local area networks; Good knowledge of computer networking and performance monitoring, including relevant experience of intranet and internet service provision; Advanced knowledge of the internet and internet governance; Ability to manage and supervise teams with experience in prioritising tasks; Good inter-personal skills; Output-oriented work habits. Tenure of Appointment: The appointment shall be for a contract period of Four years and may be renewed subject to satisfactory performance following appraisal. b) Post: Systems Administrator Reports to: Systems Manager Salary Scale: M6 Job role: Systems Administrators will be responsible for the provision of expert support for all core/central information systems, i.e: (Academic, Research and Administrative). Required Qualification: At least an Honours Bachelor s degree in Computer Science or a related area with very good programming skills, Required Experience: Two (2) years experience in Management of Information systems. Duties and Responsibilities. 1. Plan and coordinate ICT training requirements for staff in the respective units especially in line with the operations of information systems 2. Implement system installations, expansion, upgrades and improvements 3. Undertake periodic internal audits of all university systems. 4. Organise and schedule External System Audits 5. Provide expert support for the information system applications in the respective units 6. Participate in developing internal local software in liaison with the Systems Manager 7. Backup and Restoration of University Systems and data 8. Analyzing system logs and identifying potential risk issues with University systems. 9. Troubleshooting any reported problems with University Systems. 10. Setup and implement security policies for users of all university core systems 11. Work closely with the Systems Manager, Network Manager, and Database Administrator in planning system expansion and improvements. 12. Handling any other duties which may from time to time be assigned by the Systems Manager. 16
