4 Wisconsin s TEMP Program Bureau of Working Families administers TANF Wisconsin Works or W Wisconsin Act 20 enacted Trial Employment Match Program (TEMP) which expanded services available to noncustodial parents (NCPs) Goal: Improve unsubsidized employment with work experience and on-the-job-training and to create greater incentives for NCP participation TEMP allows: Negotiation of the wage subsidy with the employer, Adds requirements for employer participation in TEMP Increases length of placement in a TEMP job

5 TEMP & W-2 Service Delivery Requirements W-2 agency needs to identify unemployed NCPs subject to child support order Two delivery models Matching model = identify skills, abilities and aptitude of recipient Sector Model Training that prepares individuals for subsidized jobs in certain areas/sectors Partnerships with employers and training providers developed by the W-2 agency Example: Agency provides forklift training to prepare individuals for a job in a local Amazon Distribution Center Stipends NCPs participating in W-2 activities in preparation for TEMP job Maximum $200/month up to four months

27 SC Department of Social Services has forged a relationship with an unlikely partner -- itself. By connecting two divisions of the agency (SNAP and Child Support), SCDSS has been able to align established partnerships, people, and practices under SNAP Employment and Training (SNAP E&T) with the family-centered case management strategies under Child Support Services. The positive outcomes of the collaboration are obvious: the noncustodial parent obtains meaningful employment, is able to make child support payments, develops a stronger relationship with his/her child, and ultimately, reduces the number of at-risk children.
