General Summary of Function/Purpose of Position This position serves as the Financial Manager of the Overpayment Dispute Resolution Unit in the Division of Overpayment Recovery & State Psychiatric Hospital Reimbursement. This position reviews, analyzes, and summarizes financial data to determine changes or long-term trends that should be reported to upper management/administration including possible recommendations for policy and procedure changes. This position directs subordinate analysts in the preparation of financial data and compilation of resulting reports for financial studies and reporting to upper management/administration. This position also coordinates the planning and direction of various overpayment dispute resolutions and reconciliation processes. This position reviews and evaluates the work of professional and para-professional staff to ensure conformance with general guidelines, methods, techniques, policies, and law. The primary function of this position is to ensure accurate and timely financial data analysis and reporting as well as customer satisfaction through appropriate dispute resolution, and financial reconciliations of various overpayment collections and computer applications. This position requires continuous knowledge and communication with program areas related to disputes of multiple different types of overpayments within the Department of Health and Human Services. The incumbent may be called upon to learn and back up the duties of the Collections Unit Manager in the same section.

Duty 1 General Summary: Percentage: 45 Develops and coordinates the Dispute Resolution Unit for analysis of various financial data, report compilation, and computer application reconciliations related to overpayment collections within the Department of Health and Human Services. Formulates and directs the development of policies and procedures for the Dispute Resolution Unit related to financial data and computer application reconciliations Reviews, analyzes, and summarizes financial data to determine changes or long-term trends that should be reported to upper management/administration Maintains records, prepares reports and conducts correspondence related to financial data changes or long-term trends Monitors the development of various reconciliations related to financial data Responds to audit requests related to reconciliations pertaining to financial data or long-term trends Prepares financial data reports as needed for Inter-Agency agreements and Departmental requests Duty 2 General Summary: Percentage: 25 Develops and coordinates the Dispute Resolution Unit for various overpayment disputes within the Department of Health and Human Services. Prompt attention to dispute resolution is critical to the accuracy, timeliness, and assurance of due process of overpayment collections for multiple program areas within the Department of Health and Human Services. Formulates and directs the development of policies and procedures for the Dispute Resolution Unit Communicates both verbally and in writing to debtors as to the resolution of disputes Analyzes, reviews and provides input for proposed Department policy changes, State and Federal legislation that impacts overpayment collections and the due process that is given to debtors that could result in disputes Understands and incorporates the goals and objectives for the Department and Division into all aspects of the work of the Unit Duty 3 General Summary: Percentage: 20 This position directs and manages both professional and para-professional staff within the Dispute Resolution Unit.

Completes written review at the end of the performance period Mentors and cross-train staff as appropriate Provides direction on work priorities, tracks work assignments, delegates assignments, reviews completed work and manages overall workflow of subordinate personnel related to accurate and timely financial data and compilation of resulting reports for financial management Provides oversight and direction in the completion of Unit goals and objectives, development of business plans, policies, major initiatives and the review/development of program metrics in alignment with Division and Department objectives and initiatives Conducts staff meetings to discuss operating problems, personnel matters, technical problems and status of programs and projects Handles staff issues pertaining to disciplining staff and providing staff counseling Duty 4 General Summary: Percentage: 10 This position has other duties as assigned. Analyzes, reviews, and plans corrective actions related to dispute resolution and financial data reconciliation and compilation processes Implements and monitors changes related to dispute resolution and financial data reconciliation and compilation Serves as a liaison representing Dispute Resolution Unit as required 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. The employee independently makes decisions regarding staff development needs, setting work priorities and is responsible for efficient and effective improvements that achieve the goals of the Dispute Resolution Unit. Additional, independent decisions would include approved projects as outlined by Manager and approvals as authorized by Manager. 17. Types of decisions that require a Manager s review would include decisions which result in major policy changes or have a major impact on the Unit, Section or Division, new or revised procedures, personnel terminations or disciplinary actions, and major changes to staff work assignments or work allocations. 18. Unit staff also resolve disputes pertaining to debts through research and financial data analysis. 24. What is the function of the work area and how does this position fit into that function? The Division s staff and managers ensure the timely and accurate establishment of debts owed to the department, along with collecting those debts and resolving all disputes brought to their attention. The Overpayment Dispute Resolution Unit attempts to resolve all disputes resulting from the attempted collection of overpayments and is responsible for the financial data analysis and compilation of financial studies. This position manages the unit responsible for dispute resolution and financial data reconciliation. This position manages an integral area within the Division, working closely with other Units and Sections to improve collection processes and minimize ongoing problems and disputes while ensuring that federal guidelines related to financial data and compilation are completed timely and accurately. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: Departmental Manager Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. Selective Position Requirement (SPR): Two years of experience with financial reconciliation and/or analysis. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of and the ability to interpret, explain, and apply policy; procedures; complex laws; rules; and regulations of the principles of administrative management, in relation to agency programs or services
