1 POSITION DESCRIPTION SENIOR STRATEGIC URBAN PLANNER PRINCIPAL OBJECTIVES Provide proactive strategic urban planning direction, project management, support and advice in line with the City s strategic objectives and in response to changing urban planning environment. 1. POSITION TITLE: Senior Strategic Urban Planner 2. REPORTS TO: Manager Strategic Urban Planning 3. LEVEL: L9 4. AWARD/AGREEMENT: City of Melville Over Award Classification 5. POSITIONS REPORTING: Nil

PRINCIPAL RESPONSIBILITIES & DUTIES Preparation, coordination and management of complex projects and strategies relating to strategic urban planning, urban design, placemaking and economic development. Preparation and review of planning instruments, strategies and policy in relation to urban planning matters. Coordinate the required actions of the City s Strategic Property Management Group with respect to: - advancement of major land acquisitions and transactions - development of strategic planning options for key sites and precincts - general land and property administration. Assist with Business Planning, financial feasibility evaluations and completion of major land transactions in relation to the City s existing and/or future Property Portfolio as directed. Provide high quality professional advice, leadership and reporting to internal and external stakeholders in relation to strategic urban planning matters. Lead multi-disciplinary project teams on strategic urban planning matters including management of external consultants and stakeholders. Facilitate the sharing of information on strategic urban planning projects and capabilities with internal and external stakeholders. Foster relationships with key stakeholders and affiliated agencies to identify opportunities that will lead to outcomes supporting the positive strategic and economic growth of the local authority. Responsible for the supervision and development of Strategic Urban Planner. Prepare and report on complex strategic matters, participate in public meetings and briefing sessions. Develop and maintain systems, policies and procedures, monitor workflows and conduct evaluations to ensure continuous improvement of the City s Business Management System. Develop, monitor and manage the Strategic Urban Planning budget in conjunction with the Manager Strategic Urban Planning. Develop, implement and monitor risk management and OH&S strategies relating to public liability and safety for all Strategic Urban Planning services in conjunction with Safety Services and Finance Services.

Required to comply with all relevant environmental legislation, regulations and standards. Assist with the implementation of Quality Assurance Principles including identifying improvements. Required to participate in Continuous Improvement Teams and Audit Teams. Undertake other tasks as requested within scope and level of position. Act as Manager Strategic Urban Planning as required. ESSENTIAL & DESIRABLE QUALIFICATION AND LICENCES: Essential - Tertiary qualification in Urban Planning, Urban Design, Property, Project Management or equivalent Desirable - Current C Class Driver s Licence Desirable - White Card 8. EXPERTISE EXPERIENCE & KNOWLEDGE: Extensive experience in statutory and strategic urban planning and associated planning processes Experience in establishing and maintaining effective stakeholder relationships Knowledge in the disposal and acquisitions of Land Assets, Property management or property administration and urban design

4 Experience in business planning, financial feasibility investigations and project management, including the preparation of tenders, briefs and project scopes Sound experience in the preparation of concept plans Experience in developing and implementing relevant reports, correspondence, policies, strategies and procedures Demonstrated experience in project management Demonstrated experience in the application of GIS and Microsoft suite of products Experience in planning scheme, strategy and policy formulation Experience in community consultation and engagement processes Experience in managing private practitioners (consultants) in the delivery of agreed outcomes Experience in developing and monitoring budgets Comprehensive knowledge of urban planning legislation and policy Sound understanding of environmental, heritage and other relevant legislation Comprehensive knowledge of current urban planning trends and directions Experience in Urban Design Principles and Projects Experience and understanding of Place Making/Place Activation and Economic Development principles and processes Knowledge of quality assurance principles Knowledge of procurement processes 9. 5 10. JUDGEMENTS: This position works under limited supervision. The position operates within defined corporate strategy and objectives and in accordance with professional standards however significant judgement is required with respect to interpretation of legislation and policy to ensure projects and outcomes align with City objectives. Work proactively to ensure the integration of strategic land and property issues and outcomes across the organisation. Degree of control over activities is governed by work practices, standards and practices, objectives and budget constraints.
