Background of the assignment: The UNODC Country Programme for Myanmar ( ) consists of five Sub-programmes addressing drugs and crime in Myanmar, including Sub-programme 2: Anti-Corruption. Under this Sub-programme, UNODC supports Myanmar to more effectively prevent, raise awareness of, detect, investigate and prosecute corruption. The support is provided in relation to four different outcome areas: (1) Improved legal and policy environment to support the Government anti-corruption efforts in line with international standards, (2) Enhanced institutional capacity to prevent, raise awareness of, detect, investigate and prosecute corruption, (3) Strengthened integrity of the judiciary and prosecution, and (4) Improved capacity of Civil Society Organisations and Private Sector to prevent and contribute to combating corruption. 2. Purpose of the assignment: UNODC s Sub-Programme 2 (Anti-Corruption) works with its counterparts of Myanmar and supports to raise awareness, prevent and combat corruption in Myanmar. The National Language Consultant is to assist Sub-Progarmme 2 in the area of consultation, interpretation and translation of the languages to ensure smooth implementation of the programme. 3. Specific assignment Under the overall guidance and supervision of National Programme Coordinator, the incumbent will be responsible: To provide accurate, effective and timely translation of technical documents, programme documents, resource materials related to anti-corruption from English to Myanmar and vice-versa. To provide accurate and effective simultaneous/consecutive interpretations of trainings and workshops related to anti-corruption. To assist the Country Office in Yangon to implement ongoing activities under Sub-programme Expected tangible and measurable output(s)/deliverable(s): (Tangible and measurable outputs, objectives and targets of the work assignment, as well as specific activities to achieve the required outputs and targets. As per ST/AI/2013/4, Section 3.2 (a)) 5. Indicators to evaluate the consultant s performance Outputs described in section 4) above have been achieved. Experience: At least five years of technical experiences in development sector and interpretation/translation skills from English to Myanmar and vice versa in the context relating to law, judiciary and gender. Language: Excellent command of English, both spoken and written. 15 2

3 NATIONAL LANGUAGE CONSULTANT PROCUREMENT NOTICE Reference: UNODC/IC/022/2018 Date: 29 October 2018 Agency: UNODC Myanmar Country Office Sub Programme 2: Anti Corruption Unit Description of the assignment: The UNODC Myanmar Country Office is seeking for a National Language Consultant to work closely with the UNODC s Anti Corruption team based in Yangon. Duty Station: Home based Period of assignment/services: (6) months starting from 19 November May 2019, with a possibility of extension. Proposal should be submitted by to: jacqueline.peegyaw@un.org no later than 12 November For the applications submitted by , total file size (combined with the attachments) must be limited to a maximum of 5 MB and virus-free. s with attachments which exceed the above-mentioned file size will be rejected due to file size limitation of the system. DURATION OF ASSIGNMENT AND DUTY STATION Contract Duration: Starting from 19 November May 2019 with a possibility of extension. Duty Station: Home based Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy. OUTPUTS & DELIVERABLES Expected Deliverables include: Providing accurate, effective and timely translation of technical documents, programme documents, resource materials related to anti corruption from English to Myanmar and viceversa. Providing accurate and effective simultaneous/consecutive interpretations of trainings and workshops related to anti corruption. PROVISION OF MONITORING AND PROGRESS CONTROLS The National Consultant/Translator shall work under the overall supervision of Programme Officer and in cooperation with National Programme Coordinator. Indicators to evaluate the incumbent s performance are: Quality of the documents produced; Technical competence; Timeliness of delivery. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS 3

4 Interested individual consultant must submit the following documents/information to demonstrate your qualifications: 1. Proposal: (i) Explaining why you are the most suitable for the work. 2. Financial proposal: ** Consultant/Contractor who are over 62 years of age are required, at their own expense, to undergo a full medical examination, including x rays after they are selected. 3. P.11 1 and personal CV including past experience in similar assignments and the name and contact details of 3 references. 8. FINANCIAL PROPOSAL Daily fee: The financial proposal shall specify a daily fee. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The TOR specifies the timeline for each assignment i.e number of working days available for the completion of each deliverable. 9.
