1 Terms of reference for the baseline survey on Sexual and Reproductive Health Rights in Rwanda 1. Introduction and background OXFAM is a development, humanitarian and campaigning international confederation of 17 organisations that works in over 90 countries to find lasting solutions to poverty, inequality and injustice. Oxfam was established in Rwanda in 1980, although prior to that had funded the work within the country. We have been always inspired and driven by the potential that is inherent in all Rwandan people; the potential not only to survive tragic history but to thrive and achieve impressive growth and stability. Oxfam is not an implementing organization, rather it works through partners. In Rwanda, OXFAM vision is a just Rwanda without poverty. Our mission is to ensure that women, youth and men enjoy equal rights and benefit from fair and inclusive development. We work to ensure that poor people, especially women, are empowered, participate economically and politically, are free from discrimination and violence, they can improve their lives and have a say in decisions that affect them. We stand for women s economic empowerment and transformational leadership. In certain instances we focus specifically on men as agents of positive change in gender relations. We work to ensure that girls and women gain direct access to, and control over economic assets In 2017, Oxfam in Rwanda has successfully been awarded a four year and half grant funding from the Scottish Government through the Scottish Government Development Programmes for a project titled Claiming Sexual and Reproductive Health Rights in Rwanda aimed at increasing awareness for positive change in social attitudes, cultural norms that discriminate against women in targeted communities, building the capacities of health care providers at Isange 1

2 One Stop Centers for high quality services and empowering victims of sexual and gender based violence for reduction of GBV incidence. The project specifically targets: 1,000 victims of sexual and gender based violence who reported to Isange One Stop Centers 120 health care providers at Isange One Stop Centers 1,000 agents of change 1,000 champions (men and women) 15,000 community members We have designed a detailed monitoring & evaluation (M&E) plan and a logical framework which this baseline forms a part of. The baseline is an important element in the M&E plan, and will enable us to understand the situation at the beginning of the project and aiming to identify tools and approaches to measure project indicators in the framework. 2. Baseline purpose and scope Oxfam Rwanda is seeking to hire a consultant to carry out a baseline survey on Claiming Sexual and Reproductive Health Rights project a Scottish Government funded project focusing on increasing awareness for positive change in attitudes and social norms, building the capacities of health care providers at 6 Isange One Stop Centers in Kamonyi, Muhanga, Ruhango, Huye, Nyabihu and Rubavu districts. The baseline will provide qualitative and quantitative data information to be used by multiplestakeholders and to set up benchmark for performance indicators. The consultant will support in testing project assumptions and improve them after baseline survey. 2

3 3. CSRHR project s response The Claiming Sexual and Reproductive Health Rights (CSRHR) project implements activities related to raising awareness for positive change in social attitudes and norms, capacity building of health care providers and economic strengthening of victims of sexual and gender based violence. It demonstrates that CSRHR beneficiaries will respond to new skills and upgrade their basic capacity. In addition, beneficiaries will be confident that the incidence of GBV will be reduced with less level of risk of GBV. Working with agents of change and other opinion leaders in community will enhance positive behavior and attitudes for supporting and empowering CSRHR beneficiaries to establish a strong reintegration and foundation of economic resilience. This is summarized by a number of key indicators: (see Result Framework): CSRHR key activities include: - Identification and capacity building of agents of change on women s SRH rights (women s and youth groups, civil society organizations, men and boys, faith based organizations, private sector) - Capacity building to Isange One Stop Centers enabling them to provide high quality services to the victims of SGBV (with focus on psychosocial services and follow-up) - Strengthening linkages between community members, victims of SGBV and health providers, including Isange One Stop Centers - Organizing capacity building and gender transformative workshops and community advocacy sessions engaging men and boys as allies in promoting/disseminating women s sexual and reproductive health rights, with the aim to prevent intimate partner violence - Mainstreaming Women s Rights related messages through preaching and teaching on SRH related issues at religious denominational levels in the surroundings of Isange One Stop Centers to facilitate linkages; - Organizing community campaigns to promote positive attitudes and social norms that discriminate women and girls and particularly to fight against GBV 3

4 - Empowering victims of SGBV (for prevention of SGBV, empowering them on coping mechanisms, formation of support groups and socio-economic reintegration) - Strengthening the capacity of media practitioners to document and publish widely stories of women s SRH rights abuse andadvocate for the victims of SGBV - Organize debates on issues related to women s SRHR through mass media to raise awareness on SGBV and break the silence hindering reporting of SGBV. - Support victims of sexual and gender based violence to (i) understand their rights, (ii) raise their voices to denounce their rights concerns (iii) challenge local leaders to resolve SGBV issues and (iv) regain their dignity thanks to psychological and socio-economic accompaniment. This set of CSRHR can be summarized thus: Project impact: Women enjoy equal rights, equal opportunities and live free from discrimination and violence Project outcomes Promote positive change in social attitudes, cultural norms that discriminate against women in targeted communities of Rwanda Provide high quality services are delivered to women and girls from targeted ISANGE One Stop Centers (IOSC) Empower SGBV victims for reduction of GBV incidence 4

5 Goal The overall goal of the baseline of the Claiming Sexual and Reproductive Health Rights is to provide information on the status of the project beneficiaries in the context of social norms and attitudes related to GBV, psychosocial support to victims of GBV and economic capacities of victims. Therefore, the results of the baseline may also serve as reference to evaluate and measure the contribution of CSRHR project in 2022 during project final evaluation phase. 4. Objectives of the baseline survey o To document the status of beneficiaries covered by the project in 6 districts o To identify and quantify the core constraints and opportunities facing project beneficiaries o To provide appropriate recommendations and areas that needs more attention and focus during the project implementation and ways to strengthen on-going monitoring of the project to maximize learning and adjust/improve the project intervention and monitoring indicators, if necessary o The findings of the baseline will also be disseminated to the beneficiaries and stakeholders involved in the baseline after the baseline report is produced. To complete Logical framework of the project with appropriate baseline values for all performance indicators and design a proper Indicator Performance Tracking Table for reporting purpose. 5. Baseline and approach and methods The consultant will be requested to develop a comprehensive methodology (including detailed Methods, techniques of data collection, analysis and sampling framework) and data collection tools. The consultant is also expected to provide a roadmap for the baseline survey with clear plan for Oxfam partner engagement. This section should be explained how quantitative and 5

6 qualitative data will be collected and used in this survey and consultant will develop a comprehensive technical offer to state his/her understanding of the TOR and strategies to use to perform this assignment. 6. Qualifications and skills needed This baseline survey will be conducted by external consultant who will be hired by Oxfam in Rwanda according to the tender policy in place and the Technical Advisor for Claiming Sexual and Reproductive Health Rights project will supervise and support the entire process. The consultant will be able to perform all tasks as detailed in the below section of the key deliverables. Here below are the expected qualifications and experiences to conduct this baseline survey: 1. A multidisciplinary consulting firm or individual with demonstrable experience in sexual and gender based violence, qualitative & quantitative researches, data analysis and reporting with a focus on Socio Economic Impact Evaluation, strategic plans Evaluation, Effectiveness Reviews, Operational Researches for different interventions and integrated Programmes (Sustainable Livelihood, Gender Justice); 2. The consultant must demonstrate proven experience Gender, in Women s right, Women Economic Empowerment 3. The principle investigator should hold at least Master s degree in Social Sciences, Economics, Development Studies, Rural Development, or related fields; 4. The consultant must demonstrate the capacity to design and implement robust qualitative & quantitative research tools for both at community and national levels with a field experience in Rwanda; 5. Strong experiences in using data analysis software and statistical advanced data analysis and visualization techniques and methods; 6. Proven work experience with Government institutions, international and local NGOs and Community Based Organizations; 7. Excellent command of English and Kinyarwanda, both spoken and written. Knowledge of Kinyarwanda and French will be added value; 6

7 8. Create and effectively maintain good working relationships between staff and the survey team; 9. Ability to test program hypothesis and Theory of Change; The baseline survey will be conducted within 30 working days in the period of March 2018 as it will be detailed in the consultant technical offer and inception report prior to the field activities. 7. Consultant s key expected deliverables A comprehensive detailed methodology for baseline survey: data collection and analysis techniques and methods, triangulation approaches, sampling framework (sample size and selection techniques, etc.), Well-designed Quantitative and Qualitative questionnaires, Key Informant questions according to our outcomes and impacts to assess, High quality inception report describing methods and techniques to use for this baseline survey, profile of the key people who will be involved, Data collection and dissemination plan A high-quality baseline survey report An Indicator Performance Tracking Table to be used for updating Result Framework for the programme Lead internal validation and external meetings to disseminate the key findings from the baseline survey. 8. Dissemination strategy The plan and responsibilities for sharing and using the findings will be developed after the inception report. 7
