1 Airport Operations Manager Job Class 0202 Department/Division: Reports To: Provides Direction To: Exemption Status: Airport/Maintenance, Operations, and Security Divisions Airport Director Airport Maintenance Supervisor, Environmental Compliance Officer, Airport Patrol Supervisor, and Accounting Assistant Exempt GENERAL PURPOSE: Under administrative direction, manages and coordinates the operations, and security of the City s airport; ensures that Airport operating practices comply with a range of State and federal safety laws, operating regulations, and environmental requirements; coordinates airport construction projects and manages staff; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS: The Airport Operations Manager is a managerial level airport administration position requiring professional knowledge and supervisory accountabilities. This position requires a thorough knowledge of hub carrier airport laws and is distinguished from supervisory staff by its understanding of operational standards, and safety and security regulations. Work is performed in accordance with policies established by the Airport Director. The Airport Operations Manager class is distinguished from the Airport Operations Supervisor, and the Airport Patrol Supervisor by its broader accountability for interdivisional operations, projects, and compliance monitoring, and greater scope of supervision and policy-making authority. ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed below are intended only to illustrate the various types of work that may be performed. Provide exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous and respectful, and to actively participate in maintaining a positive customer service environment. 2. Manages the day-to-day airport operations, and security functions. 3. Ensures compliance with Federal Aviation Administration (FAA) and Federal Aviation Regulations (FAR) Part 139 Certification requirements; maintains and updates the Airport Certification Manual. 4. Ensures compliance of Airport Security Program with Transportation Security Administration (TSA) Regulations Part 1542 security regulations; manages daily security operations. 5. Manage Airport Credentialing/Airport ID functions in Compliance with federal requirements and the Airport s Security Program 6. Coordinates Airport construction projects with staff, FAA Tower personnel, TSA, and other governmental planning and regulatory agencies. 7. Selects, trains, and evaluates Airport operations and security staff. 8. Develops, reviews, and administers division budgets for operations, and security; assists with the preparation of the Capital Improvement Program budget. 9. Manages the Airport s Noise Abatement Program, including handling of supervising complaint responses, and the activities of the Noise Abatement Committee. 10. Develops and directs the FAA-required Airport emergency response plans and oversees staff training; plans and conducts ongoing safety and job training. 11. Acts as liaison for FAA required Aircraft Rescue and Firefighting services provided by the Santa Barbara Fire Department, and any TSA required law enforcement services. 12. Ensures compliance with environmental regulations including storm water, hazardous materials, and wetlands preservation; maintains and updates Environmental Compliance Manual. 13. Recommends and helps develop general policies for Airport operations, maintenance, and security activities. 14. Develops and administers Commercial Ground Transportation Programs, including fees and operating procedures. 15. May act in the absence of Airport Director. Airport Operations Manager Page 2/5

3 QUALIFICATIONS GUIDELINES: Knowledge: Federal and state laws and regulations governing the operations of a municipal airport such as Federal Aviation Administration regulations, Transportation Security Administration Regulations. Occupational Safety and Health Administration (OSHA) regulations; Americans with Disabilities Act (ADA) requirements; state and federal procurement processes; State Water Quality Board storm water rules and regulations. Airport safety and security programs and guidelines; Contingency and Emergency Procedures; emergency planning and response. Airport Certification Manual requirements; General Airfield and Building Maintenance Practices; Environmental regulations and review process; Wildlife Control Principles and techniques Principles, methods and practices pertaining to the operation of a FAA Certified Part 139 municipal airport. Methods, practices, equipment and materials used in the maintenance and operation of a municipal airport. Project administration and program administration. Principles and practices of budget preparation and administration. Principles of employee supervision, selection, training, work evaluation and discipline. Skills: Operate personal computer hardware and utilize word processing, spreadsheet, and related software programs; operate a calculator. Utilize two-way radio and aviation radio. Operate a motor vehicle. Ability to: Plan, organize, and implement division goals, projects, policies, and practices. Analyze and solve problems; interpret contracts and requirements. 4 Interpret, analyze, apply and implement complex laws, regulations, manuals, and other materials. Communicate clearly and concisely and create effective oral and written presentations. Prepare clear, concise, and complete reports and correspondence. Prepare, monitor and administer division budgets. Establish and maintain cooperative working relationships with the City staff, contractors, consultants, government officials, tenants, the public and citizen groups encountered in the course of the work. Plan, oversee, coordinate, and evaluate the work of supervisory and support staff. Exercise independent judgment and initiative within established guidelines. Work independently. Education/Training/Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with a Bachelor s degree in airport management, public administration, business administration or related field and five years of managerial experience in the operation of a small hub Air Carrier municipal airport. Licenses, Certificates; Special Requirements: A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. Ability to work extended hours or be on-call to respond to Airport emergencies or special events. Certification as an Airport Security Coordinator. Possession of a Pilot s License and operational understanding of aircraft are desirable. Aviation professional certification such as C.M. or A.A.E are desirable. 5 Physical Demands: While performing the duties of this class, the employee is regularly required to sit, stand, walk, talk, and hear, both in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. The employee is occasionally required to walk and stand. The occasionally lifts and carries records and documents weighing less than 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Mental Demands: While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret complex data; thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given continual interruptions; and interact appropriately with staff, management, City officials, Airport regulatory officials, citizens groups, and others in the course of work. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. However, the employee is occasionally exposed to loud aircraft engine noise during testing and take-offs while conducting inspections or accompanying parties on airport tours, as well as dust and fumes.
