1 SPEECH BY MR. NDEGWA MUHORO, CBS, ndc (K), DIRECTOR OF CRIMINAL INVESTIGATION ON THE OCCASION OF THE OFFICIAL CLOSING CEREMONY FOR MANAGEMENT SKILLS DEVELOPMENT COURSE NO. 2/2014 AT THE KENYA SCHOOL OF GOVERNMENT, MOMBASA ON 7 TH MARCH, 2014.

2 The Director - KSG, Mombasa, Staff of the school, Course Participants, Ladies and Gentlemen, It gives me much pleasure to be with you this morning to preside over the official closing of this important Management skills development Course No. 2/2014. Firstly, allow me to take this opportunity to congratulate each and every one of you for being nominated to attend this course. This is an indication of the level of trust we at the Directorate of Criminal Investigation and the entire NPS leadership has in you and your capability to shoulder more responsibilities through knowledge Page 2

3 acquisition which is critical to the operation, mandate and aspirations of our organisation. As such, it is of great importance to underscore from the onset the great value and expectation that this course is aimed at achieving in both your individual and our collective needs as an organisation. This is so in order to leverage at the market place through offering unrivalled and first class services to our citizenry. This expectation in itself, Ladies and Gentlemen, is the very basis of our existence and mandate as members of the NPS. I wish at the onset to express my deepest and most sincere gratitude to the Director of the School and his entire staff for making this course a success. This is the second course in this series that we Page 3

4 have held here and I am glad that everything went as planned and that all the topics in the programme were covered. Ladies and Gentlemen, allow me to comment a bit on this programme that we have engaged in with this School. I have gone through the programme keenly and I have no doubt that it goes a long way in addressing key management gaps in our officers. Notably, the programme captures the Principles and Practice of Management, Public Sector Reform and vision 2030, Devolved Government Systems, Financial Management, Public Procurement, Newly Enacted Laws, Public Relations and Customer Care among many other important areas. This is no doubt a very rich programme and it is my conviction that it will no doubt contribute towards the human Page 4

5 resource development for this law enforcement officers. Once you go back to your respective stations you shall be expected to prepare action plans complete with reasonable timelines incorporating all learned management practises. A mechanism on monitoring and evaluating the action plans shall be developed at our Headquarters as a compliance tool. As you are aware, Crime prevention and investigation is our core business. No doubt that this is one of the most challenging national tasks that has always called for commitment beyond the normal. The officers in front of us today spend hours on-end trying to resolve complex crimes that were meticulously planned and executed by wayward men and women. The detectives are on occasions ill Page 5

6 equipped in terms of physical facilities and also in terms of knowledge and skills. To be able to nib this wayward behaviour in the bud and pre-empt any such acts, the sleuth will definitely need to be a notch higher in terms of knowledge, skills and equipment. This can be achieved through thorough training of the sleuths and exposure to internationally acceptable policing standards. Benchmarking with other best practices locally and abroad will also serve to supplement the knowledge and skills already acquired. This will help to professionalize and instil ethical behaviour among the practitioners. It is therefore incumbent upon us to build on and foster our cooperative engagement to the next level in order to address the expectations of modern policing within the 21 st century. This is inter- Page 6

7 alia, an expectation that places a high premium on more policing collaborations that negate the traditional principles of national territorial confines; a proactive approach to overall policing designs through promotion of modern policing philosophies like intelligence led policing, problem oriented policing, and community policing paradigms; and a deliberate investment in forensic based investigative solutions. These, as they all suggest, are proactive methodologies of policing that pool policing resources for a common good on one side, and entrenching policing into communities for more leverage on the other. Having gone through the course package, I am confident that it will give you an edge to be able to tackle fairly complex management Page 7

8 issues. The outcome of any training can best be measured through change in behaviour and attitude of the learner. If such behaviour and attitude of the learner remains constant then we could easily conclude that learning didn t take place. I want to believe that learning took place and therefore we look forward to a marked change in your way of approaching issues. Allow me to congratulate the brains that came up with this idea for it not only helps to impart management knowledge and skills on these diligent officers of the law but also gives an opportunity for experience sharing. This training hence gives you such capacities and timeless capabilities to manage the investigation docket with renewed vigour and style. As you practise what you have learned, you will need to Page 8

9 keep abreast with the myriad relevant local and international laws and standards that have to be observed in the course of your duty. We do not carry out investigation in a void. We work with the people and the internationally accepted standards of treatment of persons in conflict with the law must be adhered to. Violation of such rights will not be tolerated in a civilised world. Our standard operating procedures within which we operate have always been tailored within the confines of local and international statutes and have to be observed; failure to which even your good investigative works will be dismissed with the contempt it deserves and punitive measures will definitely be taken against you. 10 Finally, let me conclude by thanking the able and diligent team of lecturers and staff of this institution and look forward as said earlier to doing bigger business in training and capacity development with the institution.
