JOB SUMMARY: The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Road

2 Services Division is responsible for 1,500 miles of road & 181 bridges, 5.7 million feet of drainage ditches in unincorporated King County. Over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras. The Road Services Division (RSD) of the King County Department of Transportation is seeking a senior level tech-savvy collaborator with a passion for Lean business process improvement; a desire to learn and apply GIS-centric technology to advance our asset management framework; and an iron-clad customer service ethic to join an engaged and highly productive team. The RSD is midway through build-out of Roadworks, its asset and maintenance management framework, of which there are three primary components: A feature-rich, GIS asset inventory that serves as the system backbone; A GIS-centric service request and work order system powered by the CityworksTM platform; and, A fast-evolving Automatic Vehicle Location environment. The RSD is working toward an integrated, enterprise asset management framework based on these core components, which will replace or supplant the functionality and data contained in separate legacy systems over time. While we have replaced many such siloes over the past several years, key functions and systems, including the life-cycle engineering of storm water and bridge infrastructure, remain to be streamlined and integrated. This position will play a direct role in this transformation through the following activities: Leads process improvement events designed to map existing work flows and value streams, specify customer expectations, identify waste and defects, and establish leaner business processes that deliver the right products efficiently. Lead teams in gathering and organizing associated business requirements. Collaborate as part of a small team to execute business process improvements by tailoring the CityworksTM platform to reflect the flow of communications, deliverables, and milestones necessary to deliver both engineered projects and task-based maintenance work. We are willing to train the right candidate in CityworksTM administration, through a combination of formal training, on-the-job training, and mentoring. Lead efforts with colleagues to mine the RSD's fast-accumulating stores of work history data to produce reports, maps, dashboards, and other deliverables for performance management purposes. This is a rare opportunity to acquire hands-on experience in Lean business process improvement (to which the RSD is deeply committed); to receive training and mentoring in a fast growing application for which market demand currently exceeds supply; and to enjoy the creative challenge of mining data to "tell the story" of how the RSD is striving to carry out the goals set forth in its Strategic Plan for Road Services under financial constraint.

Under the collective bargaining agreement, first consideration is for lateral movement of current career service employees, holding the position of Senior Business Analyst, who are members of PTE, Local 17A P&T. The purpose of this recruitment is to create a list to fill special duty, term limited temporary (TLT), or career service positions. This position is open until filled. First screening of those applications received will begin after June 29, WORK SCHEDULE: This position is nonexempt from the provisions of the Fair Labor Standards Act, and is overtime eligible. The regular workweek is full-time 40 hours, 8:00 AM to 5:00 PM, Monday through Friday; must be available to work after hours, weekends, and holidays upon management request. QUESTIONS: Contact Melinda Dickie at Melinda.Dickie@kingcounty.gov or (206) JOB DUTIES: Using Lean principles and tools, lead teams to analyze a variety of business functions to identify process waste and defects. Lead and collaborate with Subject Matter Experts within the business to identify and recommend leaner alternative workflows or business processes. Implement new or improved workflows under the guidance of the Roadworks administrator to configure end users' inboxes, task and project templates, workflows, and permissions. Actively participate in Lean cycle of "Plan, Do, Check, Act," by monitoring, troubleshooting, and resolving system problems.

4 Assist in the identification, analysis, and prioritization of system change requests. Support testing, change management and documentation of any modifications. Identify and develop measurement tools and indicators. Support reporting against these indicators by performing complex analytical and statistical work using asset and work history data (e.g., analysis of the volume, frequency, location and type of work orders, as an indicator of the type and severity of various forms of risk, for instance). Design and produce visual management tools for purposes including assessment and communication of business process deficiencies (as well as their replacement with leaner solutions); asset management planning; and performance measurement, to name a few. Perform budget and financial analysis and reporting using service request and work order data in conjunction with other data sources, such as GIS. Lead in developing, delivering, continuously improving and updating user training and support as Roadworks is built out. "Train the trainers" and support users one-on-one, from King Street Center or at remote pit sites, as needed. Manage and support ad-hoc projects in support of driving business insights, intelligence, or business process improvements. Lead and facilitate requirements gathering for data mining, report development, and creation of dashboards relating to service requests, work orders, and/or Automated Vehicle Location. Perform GIS edits to fill in gaps in the data collected, and/or correct errors in asset location and/or features. EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: A Bachelor's degree in business, public administration, liberal arts, computer science, or related field and a minimum of five years related business process analysis and improvement experience, which includes two or more years of facilitation/leadership experience OR Any combination of experience/education/training that provides the required knowledge, skills and abilities to perform the work. Three years' experience performing complex analytical and statistical analyses-- encompassing data selection, manipulation, and presentation of results in concise reports that include maps, charts, and other graphics to engage readers and tell the story. Advanced knowledge of the analysis, design, development, and applications of a variety of business systems, such as GIS and/or other relational databases (e.g., SQL, Oracle, and Access). Skill in leading process improvement workshops. Skill in analytical thinking, creative problem solving, resolving conflicts and bringing others to consensus. Skill in creating and interpreting complex instructional manuals, guidelines, and/or procedures. Skill in planning, organizational techniques and project management. Demonstrated proficiency in Excel, Power Point, Outlook and Word. Demonstrated commitment to customer service. Excellent oral and written communication skills, including ability to translate technical information into terms understandable by a general audience. Skill in working with a variety of individuals from diverse backgrounds. Skill in handling competing priorities and producing high-quality, detailed work within tight timeframes.

Knowledge of object-oriented programming languages and web design techniques. Skill in data mining using analytical visualization tools such as Microsoft Power BI and/or Tableau. One or more years' experience working with GIS metadata, dynamic editing, and/or integration with computerized maintenance management systems. Exposure as business customer or end user with Software Development Life Cycle--e.g., application development, change management, and testing in development and production environments. One or more years developing and applying infrastructure asset management principles (e.g., least life cycle cost management, Level of Service-based budgeting) in a transportation agency, public utility, or other public works setting. Experience leading interdisciplinary teams to complete a task or project using formal project management principles.
