The Bank Delegation informed the Government Delegation about the circumstances under which public Research Institutes are eligible for sole source contracting, as per Para. 1.11(c) of the Consultant Guidelines and as reflected in the Minutes. When the details of the assignment are prepared, when and if the contracting a public research institute is requested by the MoHSW, the justification and the details of the assignment will be submitted to the Bank for its consideration and no objection. 2 During negotiations, the Ministry of Health and Social Welfare indicated that it wanted the Institute of Public Health to manage and do the data analysis related to the development of the Human Resources Development and Investment Strategy. The Bank Delegation informed the Government Delegation about the circumstances under which public Research Institutes are eligible for sole source contracting, as per Para. 1.11(c) of the Consultant Guidelines and as reflected in the Minutes.
