2 Decentralization One of the five main pillars of the Director-General s commitments for transformation and renewal of FAO. Ensuring that the Organization is better equipped to serve Members. More authority and more flexibility for Decentralized Offices to use the resources available.

3 The Focus of the Organization s Efforts 1. Better planning and priority setting processes at country, subregional and regional level. 2. A more efficient and cost-effective network of DOs. 3. An integrated model of development with emergency and rehabilitation, a more strategic use of TCP resources and an improved management of human resources. 4. The ADG Mr Konuma will present the full scope of activities which have been undertaken.

4 Improved Planning and Priority Setting RAP has achieved good progress in all three focus areas of the Organization. CPFs for all countries have been completed and its linkage to the Strategic Objectives and TCPs have been ensured. UN Development Assistance Frameworks considered in the CPF work. TCP aligned to the Strategic Framework through the CPF and its outputs highlighted. 4

5 Improvements in the Decentralized Office Network International Deputy FAOR posts were created & filled in Mongolia and the Democratic People's Republic of Korea. Deputy FAOR posts in Bangladesh has been filled and similar positions created in Afghanistan and Pakistan. Govt. of Malaysia has agreed to an enhanced level of FAO presence and posting of an International FAO Officer in Malaysia. The nature of FAO Presence in China, India, Indonesia and Republic of Korea is being reviewed with the respective Governments 5

6 Strengthening FAO s capacity in SAP FAO presence in the Pacific Sub-Region has also been strengthened. As part of this process the post of Sub-Regional Representative has been Upgraded to D2. Programme Development Officer post in Papua New Guinea was created and filled. FAO Presence in Tonga and Vanuatu is being strengthened with the appointment of Assistant FAORs. Host Country Agreements are pending government approval in Fiji and Solomon Islands. Additional non-staff resources USD 933,000 from RAP Increase in TCP allocation to 26 percent 6

7 Promoting Human Resource Capacity/Skill Mix (RAP) Skills mix reviews were undertaken following the recommendation of the 31st APRC. Staffing now reflect emerging needs and priorities in the region, and is now aligned with Strategic Objectives. RAP and SAP technical skill mix adjusted New Posts Established at RAP Senior Agricultural Officer (rice expert) Rural Development and Institution Officer Nutrition Officer Agricultural Mechanization Officer Climate Change and Bioenergy Officer Land Tenure Officer Partnership Programme Officer South-South Cooperation Officer

8 Promoting Human Resource Capacity/Skill Mix (SAP) Sub-regional Office for the Pacific Islands Two positions were upgraded from P-3 to P-4 Food and Nutrition Officer Forest Resources Management Officer Fisheries Office (marine resources management) P-4 established - JPP position (P-1 Climate change createdcompleted) - JPP Position (P-1 Agribusiness post created)

9 GRMS Full roll-out of Global Resource Management System. Continued support is needed. 9

10 Integrated Model for Programme Delivery Transfer of the emergency portfolio completed. Asia and the Pacific Region was the flagship example to achieve a fully integrated model of decentralizing emergency. Model being strengthened by recruitment of Deputy FAORs. 10
