As Project Manager, you will lead and manage the planning, design and implementation of municipal infrastructure projects through an assigned team of technicians/technologists, consultants and support staff. Among other things, this includes preparing/directing the preparation of plans, designs, specifications, schedules, cost estimates and tender call documents for municipal infrastructure projects and managing project implementation and contract administration. With a university degree and a professional engineering designation or a 3 year college diploma with a Certified Engineering Technologist (CET) designation, you have applied technical knowledge of municipal infrastructure planning, design, construction methodology, tendering and contract management. 2 Page 1 of 4 Department: Division: Reports to: Infrastructure Services Engineering Division Manager, Engineering Division Position Objective To lead and manage the planning, design and implementation of municipal infrastructure projects. Duties & Responsibilities 1. To plan, lead and direct the efficient, effective and timely development and implementation of municipal infrastructure projects through an assigned team of technicians/technologists, consultants and support staff within approved budgets and schedules. 2. Prepare or direct the preparation of plans, designs, specifications, schedules, cost estimates and tender call documents for municipal infrastructure projects using computer-aided drafting techniques, electronic field survey data, electronic data bases and spread sheets, and word processing. 3. Manage municipal infrastructure project implementation and contract administration including tendering, scheduling, quality control, financial management, public safety, requests for approval and work acceptance. 4. Manage consultant contracts, including project planning, calls for proposals, technical direction, scheduling, financial management, work acceptance and evaluation of performance. 5. Provide municipal engineering support and consulting to internal and external customers; support/adhere to the Drinking Water Quality Management System. 6. Review feasibility, preliminary design, final design, specifications and cost estimates for development proposals and municipal consents and facilitate the issuance of necessary permits. 7. Co-ordinate in-house infrastructure evaluation and improvement projects, video inspections, rehabilitation contracts and local improvement initiatives. 8. Co-ordinate engineering, survey, research, registrations and administration support to easements establishment. 9. Receive and investigate enquiries, complaints and claims and prepare response. 10. Assign and monitor work of assigned staff and evaluate their performance. 11. Ensure staff use or wear protective devices and work in manner consistent with the Occupational Health & Safety Act and The Corporation s Health and Safety Policy. 12. Ensure that environmental protection is provided within all assigned projects. 13. Coordinate the implementation of infrastructure projects with Roads & Fleet, Water & Wastewater and Parks & Facilities Divisions and all Municipal Departments as appropriate. 14. Provide input to short and long term planning and budget preparation, including the implementation, revision and update to infrastructure master plans.

3 Page 2 of Provide municipal engineering advice and support to Infrastructure Services and other Municipal Department staff. 16. Assist in the development and maintenance of infrastructure databases and coordinate technical data information gathering and infrastructure inspections and evaluations including the review and update of G.I.S. and asset management files and record drawings. 17. Provide advice and support on environmental issues including contaminated site management, contamination mitigation activities and manage environmental site assessments. 18. Prepare administrative reports for presentation to Senior Municipal Officials and Council in a timely manner; recommend new/amended by-laws and/or policies. 19. Manage assigned municipal infrastructure studies and tasks including investigations regarding water quality, unaccounted-for-water, extraneous flow reduction and pollution prevention. 20. Respond to inquiries from internal and external customers, other levels of government and regulatory authorities. 21. Represent the Corporation on various internal and external committees, public meetings, working groups and at assigned liaison activities, including liaison with regulatory authorities. 22. Assist in the development and implementation of process improvements including computer system and applications development. Education & Experience University Degree in Engineering Licensed as a P. Eng. by Professional Engineers of Ontario and a member in good standing Five (5) years experience in a municipal setting Consideration may be given to graduate of three (3) year Community College program in Civil Engineering with a Certified Engineering Technologist (CET) designation and ten (10) years experience in a municipal setting. Valid drivers license with driving record acceptable to The Corporation Knowledge Applied, technical knowledge of municipal infrastructure planning, engineering design and construction methodology, practices and techniques Applied, technical knowledge of accepted engineering practices, procedures and protocol Applied, technical knowledge of municipal construction contract tendering and contract supervision methods and procedures. The job description was amended in September 2013 to include asset management responsibilities. It was updated in November 2013 and again in October The job title was changed from Senior Project Manager in May This Job Description was reviewed in July 2017 for AODA compliance and organizational changes and reporting.
