1 Job Title: Monitoring, Evaluation and Learning Coordinator Women s Right to Sustainable Livelihoods 2 project Directorate: Programames Unit: Grade and Salary: AAI Grade C Contract Type: FTC until 31st December 2020 Location: To be based in either Johannesburg, Nairobi or London Budget Holder: Yes No Reports to: (including matrix reporting) Direct Reports : Matrix Reports: Operational Remit: DBS (CRB) / Police Check: International Project Manager - Women s Right to Sustainable Livelihoods 2 project None Global Regional Country Specific International Secretariat Yes No Job Role The person in this role will be responsible for the successful monitoring, evaluation and learning of the five year multi-country project on Women s Rights to Sustainable Livelihoods 2 funded by the Dutch Ministry of Foreign Affairs. The purpose of the role is to: Finalise and implement a monitoring, evaluation and learning (MEL) framework for the project in line with the project s logframe and support colleagues to embed MEL systems and processes in their work To ensure the project gathers evidence and uses learning to adapt, improve and to advocate for change Role Overview: Project Introduction: Women s Rights to Sustainable Livelihoods 2 aims to increase the income of 21,000 women in Ghana, Rwanda, Bangladesh and Pakistan and their ability to control their income, through practicing Climate Resilient Sustainable Agriculture, accessing markets and reducing, recognising and redistributing Unpaid Care Work. The project will focus on the following four interlinked areas; The empowerment of women at household and community level, raising awareness of and claiming their rights; The recognition, redistribution and reduction of Unpaid Care Work which keeps women in the private sphere; The increase of women s access to productive resources, markets and knowledge of sustainable practices, which will ensure women continue to have a livelihood in the longer term, and; Effecting policy and institutional change to provide an enabling environment that supports women s economic empowerment. Areas of Responsibilities Develop and coordinate MEL activities across all levels of the project Key Activities Finalise the monitoring, evaluation and learning (MEL) framework for the project to ensure the project has strong MEL and is able to measure progress against indicators in line with the project MEL framework and logframe Liase with country offices and other internal stakeholders to actively seek their input and owenership of all MEL tools and processes

2 Support the implementation and on-going development of monitoring, evaluation and learning (MEL) processes, systems and guidance Support the effective implementation of the MEL framework in project countries Ensure the project MEL guidelines and tools are up to date and effectively used by all countries and, where this is not the case, provide support to country offices to improve implementation Gather, consolidate and submit required project data to the international project manager and accountability teams on a regular basis and promote programme and organisational wide knowledge management and learning Draw strategic input from key project stakeholders, including technical and M&E advisors in countries and the International Secretariat, as well as from external learning to continuously refine and improve project MEL approaches Ensure all monitoring, evaluation and research activities are conducted in line with agreed ethical principles, and consistently promote women s rights and downwards accountability to beneficiaries Support the International Project Manager, the Project Accountant and country offices in overseeing M&E budget lines Support ActionAid s commitments to transparency under IATI, ensuring compliance with the donor s IATI guidelines and support organisational initiatives on value for money Develop and support countries and partners in the use of systems and tools for collecting monitoring data Provide technical leadership on monitoring and reporting Lead on the consolidation of monitoring data across the four countries to ensure global reporting against logframe and performance indicators for senior managers and donor reporting Support the Project Manager in reporting to the donor, supporting the writing of quarterly and annual narrative reports Communicate to stakeholders about reporting deadlines and provide advice and assistance to partners on reporting Check and verify qualitative and quantitative data submitted for reporting Conduct, commission and manage research and evaluation processes Establish an evaluation strategy to ensure baseline, monitoring data and evaluations are able to test the project theory of change and contribute to learning Provide technical leadership and support to ensure the project can measure changes and add to the body of knowledge on effective strategies for addressing women s rights, unpaid care work and economic empowerment Support the IPM and project teams in country in the completion of the project baseline, mid-term and endline evaluations and research

3 Draft Terms of Reference for research and evaluation studies and manage consultant recruitment and contract management of external MEL consultants Co-ordinate travel and other arrangements that may be required for external research / evaluation consultant inputs Support research / evaluation data collection, visits, review draft reports and provide technical feedback to ensure quality analysis Develop a strategy for identifying, reflecting on and disseminating learning internally and externally Support the project team in organising and facilitating Programme planning and learning meetings and ensure main outcomes and lessons are shared with the Women s Rights International Platform. Facilitate Skype workshops with partners, using collaborative M&E methods to capture campaigning challenges and successes Document good practice and actively share learning Analyse project monitoring information both to inform practice and for the purpose of producing reports and other documentation for Programme stakeholders/audience groups. Work closely with the International Communications and Documentation Officer to ensure effective documentation of learning and best practice and disseminate this via the Women s Rights International Platform. Engage with multiple stakeholders internally and externally to support the documentation of evidence and build a supportive environment for learning Follow up and support in-country staff to provide quality information in a timely manner for the purpose of generating Programme reports and other documentation (e.g. Case Studies) for Programme stakeholders/audience groups Facilitate periodic reflection and sharing of progress, good practices and lessons learned between partners and among ActionAid women s rights colleagues via the Women s Rights International Platform Liase with country offices to ensure alignment and synergies between global and MEL processes at all stages Support project staff and partners with locally-owned MEL processes Build understanding, capability and capacity of project teams for monitoring, evaluating and reporting their effectiveness by providing orientation, technical training, coaching and on-going support. Assist countries in the application of context specific, locally owned data collection tools and learning processes Design and run M&E training workshops as required to strengthen potential skill gaps in implementing the project MEL frameworks Act as a resource person for knowledge sharing on effective strategies for bringing about change and for measuring impact, pro-actively sharing

4 information, good practice and lessons learnt Education, Language & Qualifications Essential Knowledge, skills and Experience Person Specification Educated to degree level Strong communication and negotiation skills, with excellent written and spoken English Good understanding of women s rights programming and a demonstrated commitment to promoting women s rights and accountability to communities, with a strong commitment to the project Substantial experience in designing monitoring, evaluation and learning systems, tools and processes in an international development context Experience of providing leadership, support and guidance on monitoring and evaluation across development programmes/projects Applied knowledge of project cycle management including problem analysis, project design, financial planning and management, and monitoring and evaluation Extensive knowledge of logical frameworks and results based planning, monitoring and evaluation approaches, and demonstrated ability to coach and train others in their use Proven practical experience in developing and using qualitative and quantitative data collection tools Experience in conducting, overseeing and/or managing evaluations / research and knowledge of different evaluation methodologies Excellent skills in information/data analysis, including consolidation and analysis of highly diverse data, and report writing. Proven facilitation,training and capacity building skills, ideally in supporting partners or colleagues overseas. Ability to work well in a team and cross-organisationally, establishing excellent relationships with colleagues from different functions and cultures across the ActionAid Federation Ability to think and work proactively, creatively and strategically under pressure or when faced with competing demands Excellent data management, communication and organisation skills. Ability to travel overseas to project countries, several times a year (up to 30%). Confident and proficient in the use of MS Office Desirable Knowledge, skills and Experience Specific experience working on women s rights projects such as economic empowerment or sustainable agriculture projects, ideally in a MEL capacity Expereince developing, testing and training others in theories of change
