1 THE KENT CIVIL SERVICE COMMISSION ANNOUNCES A COMPETITIVE PROMOTIONAL EXAMINATION FOR THE CLASSIFICATION OF SERGEANT WITH THE KENT POLICE DEPARTMENT WRITTEN EXAMINATION DATE: Wednesday November 28, 2018 WRITTEN EXAMINATION TIME: WRITTEN EXAMINATION LOCATION: ASSESSMENT CENTER DATE: 6:00 PM Kent Police Department Community Room TO BE ANNOUNCED SALARY RANGE: 78, , (effective 10/29/2018) Examination will be used to establish an eligible list for future promotions for the rank of Sergeant with the Kent Police Department. Eligibility Requirements: At the time of testing, must have a minimum of three years continuous service with the Kent Police Department in the rank of Patrol Officer and any combination of training and experience that would indicate possession of the knowledge, skills, and abilities listed in this announcement. Examination Process: The promotional examination for the rank of Police Sergeant shall be administered in the following two-part segments. The Written Examination (part one) will be administered by Ramsey and Associates on November 28, at 6pm and shall be worth 40% of the composite score. The Assessment Center (part two) has not been scheduled, but will be worth 60% of the composite score. PLEASE NOTE: Only those candidates who attain a passing score of 70% or better on the Written Exam will be invited to participate in the Assessment Center. Each eligible candidate shall be notified of the scheduled date, location, and time to appear for the Assessment Center evaluation. Applications must be submitted either in person at the Kent Civil Service Office from 9am- 3pm, Monday through Thursday, or ed to civilservice@kent-ohio.org by November 15, Please note that in the event of a tie on the total composite score, placement on the eligible list shall be determined by date and time application is filed with the Kent Civil Service Commission. Responsibilities: Under general supervision of a Lieutenant to which assigned, is responsible for the supervision of personnel and primary police activities being performed, including ongoing functions performed by non-sworn members. 2 Typical Tasks: (Illustrative Only) Supervises Officers or personnel in areas such as patrol, traffic, identification, detention, Detective Bureau, crime prevention, planning, and others; performs duties in area of assignment; trains subordinate Officers in appropriate police principles, practices, methods, techniques, and equipment. Inspects personnel; assigns duties to individual Officers or personnel; assists in reviews and evaluations of performance; enforces Departmental policies and procedures within scope of authority; may operate office equipment such as duplicators, and computer terminals; prepares and reviews reports and records. Appears in court cases; assists other law enforcement agencies; serves warrants and makes arrests; attends or instructs police classes and training sessions; makes recommendations for improvement in operations and techniques. Essential Knowledge, Skills, Abilities: Good knowledge of police principles, practices, methods, techniques, and equipment; good knowledge of relevant laws, ordinances, rules, regulations, and Department policies; good knowledge of the principles and practices of leadership, training, and supervision. Ability to assign, train, supervise, and evaluate the work of lower rank Police personnel to apply police principles, practices, methods, techniques, and equipment to work as required on assignments; ability to analyze difficult police situations, problems, and data to use good judgment in decision-making; ability to establish and maintain effective working relationships with others; ability to maintain records and prepare oral and written reports. Minimum Qualifications: At the time of testing, must have a minimum of three continuous years of service with the Kent Police Department in the rank of Patrol Officer. Any combination of training and experience that would indicate possession of the knowledge, skills, and abilities listed in this announcement. Special Requirements: Must be a licensed driver with a good driving record at all times as demonstrated by insurability as determined by the City s motor vehicle insurance carrier and following the City s Motor Vehicle Safety and Usage Policy. Incumbent is expected to keep themselves in physical condition sufficient to engage in strenuous physical activity involving lifting strength, endurance, or flexibility. Essential/Critical Functions: The functions specified below are the fundamental job duties which an employee must be able to perform based on supervisory/incumbent interviews relative to: The purpose of the position; the availability of others to perform the function; and/or the serious nature of the consequences of not requiring the incumbent to perform the function. Physical Requirements The majority of work is done while sitting with intermittent periods of standing and walking. Requirements include: Ability to communicate information both orally and in writing. Ability to run, walk, stand, or sit for extended or intermittent periods of time. Ability to listen, comprehend, and respond to discussions involving either one-on-one or group settings. Ability to remain alert and watchful during assigned duty hours. Ability to transport individuals, paperwork, files, or material evidence for short distances which may involve climbing stairs. Ability to address groups of assorted sizes in diverse settings. 3 Ability to withstand extremes of climate exposure and potential exposure to health and safety hazards. Ability to demonstrate strength, endurance and flexibility while wearing job-related equipment weighing up to 25 lbs. performing such functions as lifting, pulling, or pushing. Ability to operate job-related equipment, including a motor vehicle, while performing multiple tasks such as radio operations, observation, and note-taking. Ability to distinguish frequencies and sound sources. Ability to make visual observations, involving color differentiation and accurate estimates of distance entailing depth perception. Sufficient manual dexterity to operate job-related equipment such as radios, telephones, firearms, handcuffs, cameras, etc. Ability to effect physical restraint of angry or violent people. Mental Requirements The position is supervisory in nature and demands predominantly accurate and effective mental activity. Requirements include: Ability to logically order information to report on or react to a given situation which may include serious consequences. Ability to inspire the trust and confidence of others. Ability to make decisions with limited information under stress. Ability to cope with and diffuse situations involving angry or difficult people. Ability to operate in the absence of clear expectations, precedence, or procedures. Ability to concentrate on a given task for extended periods of time. Ability to perform basic math functions (e.g., add, subtract, multiply and divide whole numbers, fractions, and decimals, and to calculate percentages). Ability to compute job-related formulas in order to accurately measure distances and to complete investigations. Reading skills to encompass multiple levels of difficulty from basic instructions to technical/legal material of a time-sensitive nature. Ability to prioritize workloads while coordinating multiple demands. Ability to visualize scenarios when presented as written plans or oral instructions. Ability to compare letters, numbers or patterns quickly and accurately. Ability to demonstrate mature judgment and reasoning at all times. Additional Examination Credit: Credit for seniority shall be applied after a passing score has been attained on the examination. Such credit shall be applied pursuant to Kent Civil Service Commission Rule V. The duties listed above are intended only as illustrations of the various types of work that may be performed.
