1 POST SALARY HOURS OF DUTY LOCATION REPORTING TO PAYROLL OFFICER 21,506 23,685 (SUBJECT TO REVIEW) 35 Hours per Week TO BE ADVISED Finance Manager RESPONSIBLE FOR KEY RESPONSIBILITIES 1. Assist the Finance Manager to develop the College s Finance services. 2. Assist in the development, implementation and monitoring of operational plans that are aimed at delivering the strategic goals and objectives set by the Finance Director. 3. Assist the Finance Manager to develop and implement effective Finance policies and procedures. 4. Assist in the maintenance & development of College s Finance computerised systems ensuring accuracy of data held. 5. Responsible for the processing and accuracy of the College payroll service. KEY ROLES 1. Ensure a high quality, customer focused Finance service is consistently provided. 2. Assist in the development and monitoring of key performance indicators and related benchmarking data. 3. Assist in the development/updating of policies and procedures in line with changes in legislation and best practice. 4. Assist with the preparation of the Finance Strategic and Operational plans. 5. Assist in the management all aspects of manual and computerised Payroll functions. 6. Ensure Finance payroll service complies with relevant legislation and terms and conditions and college procedures. 7. Ensure all payroll deadlines are met and comply with external reporting requirements. 8. Ensure payroll input data is accurate before importing into the payroll system. 9. Ensure appropriate staff allowances/expenses paid and recorded.

Provide professional Finance advice that is up to date, reliable and effective and be proactive in providing guidance to College managers on the interpretation and implementation of all Finance policies and procedures. 11. Maintain sound knowledge of current and future relevant legislation, regulations, statutory obligations and codes of practice. 12. Undertake delegated duties on behalf of the Finance Manager. GENERAL 1. Implement and promote College policies, particularly those relating to safeguarding and equality & diversity in all aspects of College operations. 2. Implement Health and Safety and security measures in accordance with statutory and College requirements. 3. Be a role model supporting College values and corporate management. 4. Actively develop self through staff development and training activities and review own performance and the performance of those who are responsible to them. 5. Undertake any other duties consistent with the key responsibilities and duties of the post, as directed. Every Post Description will be subject to review; 1. Within six months of appointment 2. 3 PERSON SPECIFICATION JOB TITLE FINANCE MANAGER FACULTY/ SECTION Finance Qualifications and Training Occupational Experience Relevant HND Evidence of continuous professional development Significant relevant experience of a Finance function in a diverse organisation including effective development, deployment and leadership of staff Significant relevant experience of developing and implementing quality systems and procedures Good understanding of HMRC requirements and legislation relevant to the College Payroll function Relevant Degree and/or appropriate professional Relevant payroll

4 Personal qualities and competencies Experience of working in a significant payroll service Ability to develop positive working relationships with individuals at all levels (internal and external) Highly developed communication, liaison and networking skills The ability to analyse, solve problems and implement change with a successful track record of managing and delivering change Excellent ICT skills Strong written and verbal communication skills, with the ability to present complex information clearly and effectively Knowledge of the FE sector, in particular policy developments and funding arrangements in relation to issues which will impact upon Finance in the Scottish FE environment
