2 RIIMPO320E Conduct Civil Construction Excavator Operations Assessment Plan This document contains all details of how the assessment will be conducted and the resources required to complete the assessment. The task details, specific instructions to assessors and task checklists are available in the Final Practical Test Assessor Only document. Make sure all resources outlined within this plan are available before starting the final assessment. Assessment 1 Confirm Details of Excavator Work The learner is required to read all relevant documentation for planning out the task and making sure work activity meets site or project requirements for safety and quality. The assessor will need to make sure all resources, information and documents are available for the purposes of the assessment and determine that the learner knows where to look for them on the work site. The assessor needs to ensure that any policies and procedures used during the assessment are relevant to the civil construction industry and make a note of the purpose of any document used. 1 set of task instructions for a civil construction excavator task. 1 project document that identifies quality requirements (may be included with the work instructions or in a civil construction plan). 1 copy of a policy or procedure relevant to civil construction, excavator operation or site operations. 1 copy of health and safety guidelines relevant to the task and site operations (may be code of practice, Australian standard or regulations). 1 copy of emergency response instructions relevant to the work site. 3 Assessment 2 Inspect the Work Area and Prepare for Excavator Operations The learner is required to identify, report and manage hazards in the work area at a basic level, using predetermined control methods and techniques outlined in task instructions or safety documentation. At a minimum hazards that should be identified and managed during this assessment should include: Selection of Traffic control and site isolation. There should be enough space to allow a learner to walk around the work area to carry out the task of hazard identification. Environmental Considerations: Any environmental hazards or issues identified need to be managed as appropriate. All details of environmental protection measures implemented during the assessment need to be documented. Reporting of hazards needs to be demonstrated. This may be achieved through the use of a form (such as a Take-5 or equivalent) or verbally. Details of verbal reporting need to be documented by the assessor. Work instructions outlining control measures for common hazards related to the task. Personnel protective equipment (PPE) relevant to the task including a minimum of: Hi-vis clothing. Safety helmet. 4 Assessment 3 Conduct Routine Checks The learner is required to select and inspect an excavator and appropriate attachments for the job. The assessor will need to provide the learner with the details of a task so they can select appropriate equipment for the job. All tasks should reflect common excavator activities carried out in civil construction projects. There should be adequate space available to perform all operational checks including all movements of the machine without disrupting other operations on site. Completion of a fault report. Completion of isolation of defective equipment in line with site safety requirements. Note: If no fault is identified the assessor needs to give the learner a scenario where defective, damaged or faulty equipment has been identified and ensure that they complete a fault report to reflect the details provided in the scenario. 1 set of task instructions for a civil construction excavator task. Attachments suitable for the task (select from the list): Buckets. Rock breakers (hydraulic hammers). Ripper/tyne. Vibrating compaction plate and wheel. Auger. Other approved attachments (please list): Lifting devices. Manufacturer s specifications or operator s manual for equipment (as required). Tools and equipment for fitting or removing attachments. 5 Assessment 4 Load Materials into a Truck The learner is required to operate the excavator to load materials into a truck on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to deposit enough materials into a haul truck to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions for loading materials into a truck using the excavator. Materials to be used throughout the assessment. Haul truck. Haul truck operator. Communications equipment. Assessment 5 Complete Bulk Excavation The learner is required to operate the excavator to excavate bulk materials on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to excavate enough materials to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions for excavating bulk materials using the excavator. 7 Assessment 6 Backfill an Excavation The learner is required to operate the excavator to backfill an excavation on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The excavation needs to be large enough to allow the learner to deposit enough materials to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions for backfilling an excavation using the excavator. Materials to be used throughout the assessment. Assessment 7 Excavate a Trench The learner is required to operate the excavator to excavate a trench on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to excavate enough materials to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions or plans for excavating a trench. 8 Assessment 8 Stockpile Materials The learner is required to operate the excavator to stockpile materials on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to stockpile enough materials to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions for stockpiling materials using the excavator. Materials to be used throughout the assessment. Assessment 9 Strip and Spread Topsoil The learner is required to operate the excavator to strip and spread topsoil on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to stockpile enough materials to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions for stockpiling materials using the excavator. 9 Assessment 10 Level Materials The learner is required to operate the excavator to level materials on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to level enough materials to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions for levelling materials using the excavator. Materials to be used throughout the assessment. Assessment 11 Create Batters or Benches to Specifications The learner is required to operate the excavator to create batters or benches to specifications on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to create batters or benches accurately (according to plans and instructions) to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. 1 set of task instructions, plans or specifications for creating batters or benches using the excavator. 11 Assessment 12 Complete Site Clean-Up Activities The learner is required to operate the excavator to carry out site clean-up activities on more than 1 occasion including: Assessing the materials and ground conditions. Working safely to complete the task and responding to issues as they arise. The area needs to be large enough to allow the learner to handle enough materials to satisfy the assessor that the learner can complete site clean-up work under realistic conditions and to industry expectations. 1 set of task instructions for carrying out site clean-up activities using the excavator. 12 Assessment 13 Lift and Carry a Load Using Slings and Lifting Gear The learner is required to operate the excavator to shift a load using slings and lifting gear including: Checking the capacity of the excavator. Working safely to complete the task and responding to issues as they arise. Coordinating and following directions from other personnel. The space needs to be large enough to allow the learner to safely transfer a load with the excavator using slings and lifting gear with enough accuracy to satisfy the assessor that the learner can complete the work under realistic conditions and to industry expectations. The task needs to reflect realistic work requirements and civil construction projects. The dimensions, type and complexity of tasks needs to be consistent with jobs that an excavator operator would be expected to work on. 1 set of task instructions for using the excavator to shift a load with slings. Lifting gear and slings appropriate for the load. Load to be shifted using slings and lifting gear. Communication equipment (radios or whistles). Manufacturer s information for the excavator (capacity). Personnel to coordinate with or support the operation of the excavator including a licensed dogger or rigger. 13 Assessment 14 Park and Shut Down the Excavator The learner is required to park and shut down the excavator. This includes: Parking in an appropriate location. Shutting down the excavator in line with manufacturer s and site instructions. Safely exiting the excavator. Carrying out routine post-operational checks. Reporting any faults or defects in line with site requirements. Defective equipment needs to be isolated appropriately and a fault report needs to be completed. There must be an appropriate place for the excavator to be safely parked and shut down that will not impact on other equipment or operations in the area. Completion of a fault report. Completion of isolation of defective equipment in line with site or common civil construction safety requirements. Note: If no fault is identified the assessor needs to give the learner a scenario where defective, damaged or faulty equipment has been identified and ensure that they complete a fault report to reflect the details provided in the scenario. 14 Assessment 15 Relocate the Excavator The learner is required to prepare the excavator for relocation. This includes: Cleaning the excavator. Loading and unloading the equipment on a trailer or float. The excavator must be properly cleaned before moving it between different locations in line with site procedures. Environmental Considerations: Cleaning needs to be done is a designated area that does not have a negative impact on the environment through the use and disposal of cleaning agents. The learner is required to load and unload the excavator from trailer or float. The assessor must ensure that the learner meets all safety requirements for loading, securing and unloading the equipment on/off the trailer. Cleaning equipment or product. Transport vehicle with float or trailer or large enough for the excavator. Tie down or securing equipment. Personnel to assist during the assessment. Civil Force Training Assessment Plan Page 14

15 Assessment 16 Carry Out Routine Maintenance The learner is required to maintain the excavator including: Cleaning. Minor maintenance. Refuelling. Processing maintenance records. All tasks must be carried out in line with site requirements and industry expectations of an excavator operator. The learner is not required to carry out specialised mechanic or diagnostic work. There must be an appropriate place for maintenance activities to be carried out that will not impact on other equipment or operations in the area. Environmental Considerations: Cleaning needs to be done in a designated area that does not have a negative impact on the environment through the use and disposal of cleaning agents. Cleaning equipment or product. Maintenance records or documents. Tools, equipment, parts and products for conducting maintenance. Refuelling equipment. Assessment 17 Complete Housekeeping Procedures The learner needs to demonstrate how to clear the work area of any tools, equipment or materials that are no longer needed and complete any required paperwork or documentation. The task needs to reflect real world expectations taking into account civil construction project requirements and work sequences. Tools and equipment used throughout the tasks.
