1 Public Works Director: Whitefish, Montana is a thriving ski and golf resort and family community nestled next to beautiful Whitefish Lake and located 25 miles from Glacier National Park. This position is an outstanding opportunity for a person skilled in Public Works functions. Person performs a variety of administrative and professional work in planning, organizing, coordinating and supervising all phases of the city-wide public works programs which include the following functions: engineering, property and buildings, equipment pool, cemetery, streets, refuse collection, water and sewer utilities. Works under the policy guidance and direction of the City Manager. Exercises supervision over all clerical, administrative, maintenance and professional staff of the Public Works Department. This full-time position requires: graduation from an accredited four-year college or university with a bachelor s degree in civil engineering, public administration or a closely related field, a minimum of six years previous public works experience including at least two years utilities, considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal setting, experience in computer design, GIS and municipal management, registration as a Professional Engineer in the State of Montana, and must possess a valid Montana State driver s license or have the ability to obtain one prior to employment. Any equivalent combination of education and progressively responsible experience, with the possibility of work experience substituting for the required education on a year for year basis. Salary Range: $72,738 $94,120; Likely starting salary: $72,738 - $80,350 DOQ annually plus excellent benefits. 2 CITY OF WHITEFISH An Equal Opportunity Employer POSITION DESCRIPTION Class Title: Public Works Director Range/Step: 29 Department: Public Works GENERAL PURPOSE: Performs administrative and professional work in planning, organizing, coordinating and supervising all phases of the city-wide public works programs which include the following functions: engineering, property and buildings, equipment pool, cemetery, streets, refuse collection, water and sewer utilities. SUPERVISION RECEIVED: Works under the policy guidance and direction of the City Manager. SUPERVISION EXERCISED: Exercises supervision over all clerical, administrative, maintenance and professional staff of the Public Works Department. ESSENTIAL DUTIES AND RESPONSIBILITIES: Supervises division managers and department support staff, either directly or through subordinates. Plans, coordinates and provides overall direction for the various program activities of the Department including plans, services, staffing, equipment, street, water, sewer, storm sewer, cemetery maintenance, design and construction of public works structures and infrastructures. Evaluates public works needs and formulates short and long range plans to meet needs in all areas of responsibility. Serves as City Engineer; oversees the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts. Provides project management for the construction of municipal public works projects to ensure contractor compliance with time and budget parameters for the project. Determines work procedures, prepares work schedules, and expedites workflow. 1

3 Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations. Maintains harmony among workers and resolves grievances. Prepares composite reports from individual reports of subordinates. Adjusts errors and complaints. Prepares and documents budget requests; administers adopted budget in assigned area of responsibility. Supervises the review of private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans. Administers the development or update of the City Transportation Improvement Program, Comprehensive Sewer Plan, Comprehensive Water Plan, Capital Improvement Program, and other plans involving the municipal infrastructure. Determines applicable codes, regulations, and requirements for assigned projects. Coordinates the preparation of reviews and updates the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans. Oversees the maintenance of infrastructure and other records. Responds to public or other inquiries relative to department policies and procedures. Evaluates issues and options regarding municipal public works and makes recommendations. Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. Monitors inter-governmental actions affecting public works. PERIPHERAL DUTIES: Assists in the training of city personnel in public works systems and techniques. 2

4 DESIRED MINIMUM QUALIFICATIONS: Education and Experience: Graduation from a four-year college or university with a bachelor s degree in civil engineering, public administration or a closely related field; and A minimum of six years previous public works experience including at least two years utilities; and Experience in computer design, GIS and municipal management. Necessary Knowledge, Skills and Abilities: Considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. Skill in operating the listed tools and equipment. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; Ability to conduct necessary engineering research and compile comprehensive reports. Thorough knowledge of the materials, methods and techniques used in the construction and maintenance of public works infrastructure. Ability to perform complicated engineering calculations involving sizing of water and sewer mains and other segments of the utility systems. Thorough knowledge of modern principles and practices of sound engineering administration, organization and operation. Considerable knowledge of good maintenance practices. Considerable knowledge of water and sewage treatment operations. Ability to explain and enforce city codes and regulations tactfully and impartially. Ability to plan, review and supervise a number of subordinates performing various functions relating to the general field of public works. Ability to make sound engineering decisions under all circumstances. Ability to establish and maintain harmonious and effective working relationships with fellow employees, contractors, property owners, and the general public. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
