Background of the assignment: Myanmar is the world s second largest producer of opium poppy, with an estimated 41,000 hectares under cultivation in 2017, representing almost double the cultivation from the 2006 level of 21,600 hectares. UNODC estimates that over 335,000 households are dependent from opium poppy cultivation in Myanmar. Two-thirds of these households are dependent from opium poppy cultivation (OPC) for their food security. In southern Shan State s ceasefire areas this proportion is greater, and the food shortages are estimated to affect over 75% of the opium poppy growing population. UNODC addresses these issues through an alternative development programme currently implemented in southern Shan State, where 90% of opium poppy is cultivated. With 55 villages in Hopong and Loilen townships of southern Shan State targeted for projects support, UNODC works with the opium poppy growing farmers to provide alternative licit income opportunities to reduce food insecurity and support sustainable viable income for farmers. UNODC is currently implementing a long-term country strategy on alternative development aimed to improve the socio-economic conditions of small farming communities and to reduce opium poppy cultivation. As part of the alternative development strategy, farmers decided to establish their own cooperative called Green Gold in 2015 and began to move forward in the long learning process of the coffee business and the development of community work. After the work and management of the UNODC team and the cooperative's commitment, an ] agreement was successfully signed for the marketing of its harvest with a French company MALONGO. In compliance with partnership agreement between MALONGO and Green Gold Cooperative the process of preparation for FAIRTRADE certification is being initiated, which contains social, technical, environmental and documentary requirements that must be implemented and developed through trainings and awareness activities to the members of the Green Gold cooperative and technical team of UNODC. The international consultant will develop a training methodology on FAIRTRADE for the actors involved in the program Sustainable livelihood alternatives for opium poppy growing communities in Shan State, Myanmar; Alternative Development Program of The United Nations Office on Drugs and Crime (UNODC). The consultant will work under the overall supervision of UNODC Country Manager. 2. Purpose of the assignment: The international consultant will design and develop a training methodology destined to almost 1.000

2 members (farmers) of Green Gold cooperative and technical team of UNODC, focused on promoting standards of FAIRTRADE, including environmental development, management of production practices, labour conditions, social rules: no discrimination and child labour and child protection. The idea is to generate awareness of environmental, social, economic sustainability and empowerment in the face of the certification process FAIRTRADE and where they are active actors. 3. Specific tasks to be performed by the consultant: Under the supervision of the UNODC Country Manager for Myanmar, the consultant will perform the following duties: Design FAIRTRADE training methodology as a didactic alternative for capacity building in rural communities; Create resources and material for the field workshops Planning activities and logistic issues 4. Expected tangible and measurable output(s)/deliverable(s): (Tangible and measurable outputs, objectives and targets of the work assignment, as well as specific activities to achieve the required outputs and targets. As per ST/AI/2013/4, Section 3.2 (a)) Training methodology, include all resources for each activity; 5. Indicators to evaluate the consultant s performance Outputs described in section 5) above have been achieved Quality and timeliness of the delivery of the outputs described in section 5) above 7. Qualifications/expertise sought (required educational background, years of relevant work experience, other special skills or knowledge required) Education: University degree in the fields related to Environment Studies or agriculture or development studies or Political Sciences, is required. A first-level university degree in similar fields in combination with

3 two additional years of qualifying experience may be accepted in lieu of the advanced university degree; Complementary education in the same field (specialization, courses); Experience: A minimum of four years of progressively responsible professional experience in rural development projects, community work, technical and environmental management responsibilities at the international and/or national levels is required; Experience in guiding and training of technical team and farmers; Excellent organizational skills, sound judgment, ability for innovation, imagination and resourcefulness; Ability to work a multi-cultural environment and a strong team working capacity; Language: English and French are the working languages of the United Nations Secretariat. For the position English at working level is required. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy. (2) This procurement notice is opened only to residents of Myanmar. PROVISION OF MONITORING AND PROGRESS CONTROLS

5 The consultant shall work under the overall supervision of COMYA Country Manager. Indicators to evaluate the incumbent s performance are: Quality of the documents produced Technical competence Timeliness of delivery 7. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. An interested individual consultant must submit the following documents/information to demonstrate his/her qualifications: 1. Proposal explaining why you are the most suitable for the work 2. Financial proposal: Refer to Annex I. 3. P.11 1 and personal CV including past experience in similar assignments and the name and contact details of 3 references. 8. FINANCIAL PROPOSAL Daily fee The financial proposal shall specify a daily fee. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The TOR specifies the timeline for each assignment i.e number of working days available for the completion of each deliverable. Travel The contracting agency will reimburse travel costs with the most economical way of travel and DSA based on the UNODC rules and regulations. On the signing of the contract, a travel plan will be prepared in consultation with the Country Manager and government counterparts. Any travel must be approved by the Country Manager prior to commencement of the travel. 9.
