1 Structural Engineering & Civils Scope of Services 1.0 General The scope of services set out below is indicative and are not intended to be exhaustive. This scope of service should be read in conjunction with the Lead Designers scope of services as the Structural & Civils consultant will be expected to contribute as necessary and work with the Lead Designer in order complete the overall scope of services through RIBA Stages 0-2 (and parts of Stage 3 if required by the client) as required by the client in order to create a detailed client brief, employers requirements (ER s) document and sufficiently developed project proposal drawings for use as contractor tender documents. The S.E. and Civil consultant will also work with the Lead Design Consultant to develop BIM Level 2 EIR s. Should any aspect of this scope of service be unclear then a client clarification should be raised. Comply with established and developing project controls, as defined by the Lead Designer and client, assurance and reporting procedure across all activities. Comply with established levels of authority within the Project Team. Seek authorisation where the limit of authority is unclear or likely to be exceeded. Proactively support the Lead Designer to prepare, provide and review the master design responsibility matrix. Make recommendations to the Lead Designer and client and lead on the proposal, tendering and appointment of all other Consultant Team members relative to your discipline. Where additional design services are deemed to be required (specialist or otherwise) seek the Lead Designers authority and prepare a detailed scopes of services for the identified additional service in order to enable their procurement. Obtain three quotations and submit a tender report with recommendations for appointment to the Client via the Lead Designer. All appointments are to become a sub-consultant of the Lead Designer, unless advised otherwise by the client. Monitor the performance of your team and proactively support the Lead Designer in their obligations to manage the performance of the overall design team. Review the project business case and assist the Lead Consultant, as part of the design team, with the development and completion of the project Business Case. Develop the design to align with the business case objectives and adopt corrective measures to realign the design with the business case where appropriate at no additional cost. 2.0 Meetings Attend and proactively input to all design development, progress meetings and client update meetings. Provide supporting information as necessary or as requested. As requested by either the client or the architect, as lead design consultant, convene, propose agenda, chair and minute all stakeholder meetings allocated to your discipline in order to develop a fully coordinated, robust brief and design solution, within budget and programme. Include for periodic client presentations to gain progressive approval of the brief and design development. Minutes of all relative meeting to be issued within 3 business days.

2 3.0 Reporting Contribute to the preparation of the Lead Designers progress reports. The regular (minimum monthly) report should be a concise overview of your disciplines progress in collaboration with all other project elements. The report should include a progress report against programme, clearly demonstrating progress to date against the proposed programme. Any risks and issues should be clearly noted as well as progress recorded in terms of mitigating the identified risks and issues. 4.0 Project Execution Plan Assist the client and the lead designer in preparation and periodic review/update of the project execution plan (PEP). Review and comment as required or requested. Any inconsistencies or interface issues which might adversely affect progression or delivery of the project should be brought to the attention of the Lead Designer and client. 5.0 Stakeholders Support the Lead Designer in producing, agreeing and maintaining a detailed stakeholder engagement plan. Take full responsibility for organising, setting agenda, chairing and producing meeting minutes for those meetings allocated to your discipline by the Lead Designer or client. 6.0 Lessons Learnt Attend lessons learned workshops as requested at the start of the project and at end of each project stage. Prepare for each workshop and contribute as necessary to the workshop and output report. 7.0 Health & Safety Support the Lead Designer with their role of Principal Designer and comply with all responsibilities. Ensure that the Employer is advised of its obligations under the CDM Regulations Comply with the CDM Regulations 2015 relative to this Appointment. Undertake risk assessments in accordance with statutory duties and assist the design team to achieve compliance. 8.0 Project Design Development Review and validate the Employer s initial Brief and take instructions from the Lead Designer in order to fully develop it so that it will achieve the project objectives and align with their budget cost and programme. Visit the Site as necessary or as requested for the purposes of familiarisation with the brief. Immediately advise the Lead Designer and Project Manager/Client on areas of concern and take instruction with regard to future adjustments. Liaise with the Lead Designer in order to review and validate all associated existing project related information and documents i.e. surveys, reports etc. Provide comments and advise as necessary in order to develop the existing information for use within the proposed developed project brief and employer s requirement (ER) documentation for tender purposes. In relation to the above obtain from the Lead Designer documentation relating to site ownership, leases, existing buildings, boundaries, known easements, underground services, rights of way or other matters. Confirm with the Lead Designer the red-line boundary, defining the extent of the proposed site works. Also assess in a similar manner elements relative to any enabling works elements. Highlight any further information required and proactively seek to establish and provide this information to the project design team.

3 Advise the client on the requirement for further surveys or testing required, including but not limited to topographical, measured/dimensional surveys of the site, surveys to obtain details of historic or construction currently in existence on or adjacent to the site, condition surveys, ground investigations, gas/water and contamination tests, acoustic tests, boundary surveys, telecommunication, wireless network, fibre connections, satellite reception, any further special investigations or model tests, cloud-point surveys etc. Identify scope and manage further surveys or site information required to fulfil your Duty s. Procure (minimum of three quotations to be provided) these services and submit a tender report including recommendation for appointment. Obtain an instruction from the Employer to appoint these services either as a sub-consultant to you or direct via the client. Manage and monitor the performance of the subconsultant(s) under their appointment, including reviewing and commenting upon RAM s. Interpret the information provided by your sub-consultant and distribute to the project team as required to support the design development. Support the Lead Designer with their obligation to submit a planning application (if required by the client). Liaise with all statutory bodies as necessary or as requested including planning, building regulations, Historic England and any existing or proposed services providers and provide all such information necessary in order to obtain approvals required throughout the design development stages. Confirm to the Employer that the developed design and employers requirements comply with all Statutory Requirements or Regulations including, but not confined to requirements concerning Health and Safety, Planning, Fire, Building Control, etc. and take any action necessary to highlight, review and rectify any potential deficiencies. Prepare such calculations and details relating to the works as may be required for submission to any statutory authority including co-ordination of such information for the Works. Liaise with any project relative licensing authorities and prepare licensing applications. Review the existing developed highways proposals, liaise with WBC Highways team and comment on the proposals prior to implication. Undertake an assessment of road and public transport matters and liaise with Project Team and Highways / Statutory Authorities to identify and manage any road closure requirements including pedestrian routes during the enabling works period. Undertake an assessment of road and public transport matters including any potential road closures. All information is to be procured with unrestricted licence and use in relation to the project. All design development information will become WBC s property to use as they see fit. Proactively support the Lead Designer to develop the Employers Requirements; prepare alternative design concepts, options and layouts as necessary. Advice regarding all potential approaches to design and construction and their budget cost (as far as reasonably practicable) and time implications. Revise and develop a reasonable number of design options, as requested, in order to establish client approval of the developing scheme. Proactively assist the Lead Designer to define and agree the structure of any design work packages and the related delivery programme for these elements. Comply with the agreed schedule of outputs including timescales. Propose alternative design solutions as required for the development options as outlined by the lead consultant. Identify Value Engineered opportunities to ensure the design progresses within budget. Consider all requirements during the design development period relating to the Heritage elements of the project site. As design lead for this discipline support the project team in development of the BIM L2 requirement and completion of any relative or integrated dynamic modelling process.

4 Ensure that proposed ER s for the Works specifically exclude the use of materials accepted as being deleterious at the time and subsequently ensure that such materials are not used in connection with the Works. Also ensure the ER s are designed to avoid unethical means of procuring materials for use in the works, either economic, political or socially. Liaise with the Project Design Team to ensure coordinated development of the structural and civil design and preparation of the employer s requirements documentation as required. Support the Building Services Engineer(s) in the assessment of alternative plant and equipment locations. Support the development of the BIM Execution Plan and CIC Protocols to achieve BIM Level 2. Attend and support all concept design clash detection workshops as hosted by the Lead Designer. Note: The BIM model is to be used for the production of room data sheets at tender and project completion stage as a distinct deliverable. The BIM Execution Plan is included in the Employers Information Requirements refer to project Brief. 9.0 Cost Planning Review and familiarise yourself with the contents of the Project Cost Plan and ensure that the design is developed within the parameters of the budget. Collaborate with the Cost Manager and support the design team in developing the proposed project capital and whole life cost plans, including but not limited to business case approval, capital allowances, cost benefit analysis, value engineering, risk and opportunity management, alternate design options etc. Support the Cost Manager to monitor and development the design against the cost plan and report any anticipated difficulty, including the provision of option proposals to deal with any identified budget issues. Value Engineering will be incorporated in to the regular design team progress meetings to ensure that the potential uses of alternative materials are considered and cost effective solutions implemented. The design should at all times be developed to align with budget. Where this budget is exceeded, errors will be deemed to have occurred within the design process and therefore correcting the design so that it becomes affordable is to be carried out at no additional cost to the client Programme Proactively support the Lead Designer with the development of a detailed design development programme incorporating all design disciplines. Clearly outline the design team s deliverables per design stage, including setting and monitoring dates when they will be provided. Take account of any design discipline interdependencies to achieve this. Equally assist in developing procedures to monitor the production of required design information in order to adhere to the Programme timescales, achieve critical milestones dates, including release of design information for obtaining approvals, tendering and any necessary pre-tender work package procurement. Proactively support and update the programme on a periodic basis (Monthly as a minimum). In conjunction with the Lead Designer, define all key design related approvals required from the Employer, schedule when these will occur and pre-notify the Employer so that they have sufficient notice Utilities Obtain quotations from statutory bodies including addressing wayleaves / easements etc. for all relative structural and civil elements as required in order to meet the project requirements and deadlines.

5 12.0 Enabling Works Support the Lead Design consultant in order to define the extent of any enabling works packages including producing design related information to comply with the agreed programme. Prepare enabling works package information, assist in the procurement via the Lead Design Consultant and delivery of any structural related enabling works as necessary or as requested. Support the client to plan and implement the decant and related adaptation plans including providing design related information where appropriate Sustainability In conjunction with the Lead Designer ascertain the Employer s Environmental Management Systems Procedure for the project. Consider issues as to life cycle costs, in use maintenance and renewal requirements. Undertake a review of the developing design in light of the environmental policies and objectives of the Employer. Make recommendations to the Employer on the need for specialist works contractors to design and execute any sections of the proposed Works or for specialist suppliers to provide any materials or equipment and obtain the Employer s approval and take any action necessary to implement the Employer s decision. Output from the review to be reflected within the developed ER s. In conjunction with the other member of the project team, jointly develop integrated energy efficient strategies for the related fabric and engineering services Client Gateway Approvals Support, review and comply with the RIBA stage approval process, including reviews as directed by the Lead Consultant and Client. Proactively support the Lead Designer in their collation of information from the design team and production of an end of stage report, prepared as part of the RIBA stage approvals process Change Control Adhere to the agreed change control process, managed via the lead design consultant including assessing and reporting the impacts of potential change Risks and Opportunities Proactively support the Lead Design Consultant in preparing, reviewing and updating the project risk register on a regular basis throughout the design development period. Action Project Risks allocated to you in a timely manner in order to reduce overall project risks. Support other team members with their risk review and reduction duties. Attend and positively contribute to risk review and reduction meetings (minimum monthly) Legal In liaison with of all other members of the Project Team, confirm that all completed employers/design requirements, necessary for the tendering and placing of contracts are completed, fully co-ordinated, in accordance with the outline client brief, approved by the client and issued in compliance with the agreed programme. Provide evidence of professional indemnity insurance.
