2 POSITION DETAILS TITLE: Rugby Development Officer Name: Reports to: Community Rugby Manager Location: Tasman Rugby Head Office, Nelson Reporting to this Position: FUNCTIONAL RELATIONSHIPS: Internally Community Rugby Manager RDO & JRDO Nelson and Blenheim Chief Executive CoD & MRSU Other Tasman Rugby Union Personnel Externally TRFU stakeholders NZRU personnel POSITION OBJECTIVE: To develop and implement programmes that maximise the participation of players and coaches to develop their skills and provide even and competitive competitions at Primary, Secondary Schools, Club and representative level. PURPOSE OF THE POSITION: The Tasman Rugby Development Officer is an integral member of the TRU team and is expected to develop a working knowledge of the TRFU s goals and objectives and contribute to the achievement of these to the best of their ability. KEY DUTIES: 1. Facilitate leadership of the Taman Rugby Office (Nelson Bays) to the appropriate staff 2. Development of strong internal and external relationships 3. Manage the Community Rugby Digital Communication including social media 4. Assist match day operations for clubs, sub-unions and Mitre 10 Cup rugby 5. Oversight and operational responsibility for TRU (Nelson) representative teams

3 KEY TASKS 1 Trend Analysis: Undertake SWOT analysis on all Schools and Clubs in regards to rugby participation in coaching and playing. Analysis of player participation by age and by gender. Analysis of both national and local trends in other competing sporting codes with the sole purpose of developing programmes to maximise participation in rugby Provide the NZRU with data specific to participation at School and Club level. Undertake SWOT analysis on positional participation. 2 Recruitment: Formulate and implement both long term and annual plans to recruit and retain players at School and Club level irrespective of gender. Annually, at the commencement of the school year undertake recruitment drives at all schools in preparation for the Rugby season. Target suitable players for areas of positional weakness. Liaise with Academy Manager on potential players coming through. Liaise with NZRU on best practices and emerging trends in player recruitment. EXPECTED RESULTS: 1.1 Annual SWOT analysis completed with recommendations 1.2 Comprehensive annual report on trends in competing sports and player participation in rugby 1.3 NZRU provided with accurate and timely information 2.1 A comprehensive player recruitment and retention plan is developed and implemented 2.2 Player recruitment and retention goals are achieved

4 3 Rugby Development: Assist the NZRU when required the in the review and development of coaching resource. Plan and implement programmes that will enhance the playing ability of all players at Primary and Secondary Schools and Club level. Assist in the development of school and club competitions that will provide competitive, even and enjoyable encounters. Identify exceptional talent and ensure individual development plans are formulated, implemented and monitored to maximise the individuals potential. Oversee Junior Academy Programme for elite players Plan and implement holiday coaching programmes for school children. 4 Competitions: Drive the development of school and club competitions that will provide competitive, even, safe and enjoyable encounters. Organise representative fixtures for all primary and secondary school age groups and ensure the efficient hosting of such fixtures when played at home. Co-ordinate when required arrangements for all primary and secondary representative fixtures away from home. 5 School and Club Liaison: Develop close relationships with the key personnel in Schools and Clubs with the sole purpose of maximising the participation in rugby. Act as the catalyst between Clubs and Secondary schools to ensure a seamless transition for players as they leave school. Oversee rippa & 7 a side school tournaments at Primary & Intermediate level Oversee large ball skills & Rippa programme through all Primary schools Attend all Junior Advisory Board and Council of Delegate meetings. 3.1 Player development programmes for all ages and levels are developed and implemented 3.2 Talent identification programme is well developed 3.3 Coaching programmes are organised and delivered to a high standard 3.4 Tasman Rugby rep teams are well organised, represent the region with pride and are successful 4.1 Nelson Bays club and school competitions are the highest quality possible 4.2 A comprehensive and effective representative programme is developed 4.3 Arrangements for rep fixtures are well managed 5.1 The RAIS and CLO positions are well managed and resourced 5.2 The RAIS and CLO roles are effective

5 6 Coaches: Develop an environment that will attract and retain coaches at Primary, secondary school, Club and age grade representative level. Develop and implement recruitment drives annually for coaches at Club, school and age grade representative level. Monitor the performance of coaches to ensure they are implementing the best principles of coaching. Assist coaches in training sessions when requested. Identify high potential coaches and liaise with the Elite Coach Development Officer to ensure individual development plans are developed and implemented. Act as a member of the selection panel for the appointment of Representative Coaches. Run Small Blacks & DRC Rugby Courses for coaches 7 Rugbysmart: To facilitate Injury Prevention Workshops directed at Referees, Coaches and Players. To facilitate NZRU/ACC injury prevention initiatives. To foster close relationships with local agencies to ensure the safest environment is provided to players. Provide Serious Injury data to the NZRU as required. Act as the liaison officer between the Union and any victim of a serious injury particularly during rehabilitation. 6.1 A comprehensive coach recruitment and retention programme is developed and implemented 6.2 Coach recruitment and retention goals are achieved 6.3 An effective coach identification and development programme is in place 6.4 There is a clear policy on the appointment of representative coaches 7.1 There is a continual decrease in serious injuries rates 7.2 Serious Injury Data is provided to NZRU in a timely and accurate manner

6 8 Tasman Rugby Office (NELSON) 8.1 Provide direction, facilitate and ensure all Tasman Rugby matters are answered directly in a timely manner to the appropriate staff 8.2 Provide direction, facilitate and ensure all Nelson Bays rugby matters are answered directly in a timely manner to clubs, schools and community 8.3 Leadership to the Nelson Bays community on rugby matters 9 Budgeting: Develop annual budgets for presentation to the Community Rugby Manager prior to the commencement of the new financial year. Operate within budget and report on performance as and when required. 10 General To be a productive and positive team member of the TRU staff 8.4 Assist with Community Rugby digital communication 9.1 Budget is maintained within operating thresholds 10.1 Positive, honest and helpful interaction within the team environment COMPETENCIES/ATTRIBUTES: Person Profile Technical Skills, Knowledge and experience People/ Experience in a teaching role or a role that developed technical skills in programme design and delivery Experience in managing a budget A detailed strategic and technical knowledge of the game and a passion/commitment to it Empathy and understanding of an individual s needs regardless of background and ethnicity
