1 Oklahoma Housing Finance Agency Job Description Job Title: Rental Assistance Team Specialist Team: Rental Assistance Team Reports To: Rental Assistance Team Supervisor Salary Grade: 11 Prepared By: Director of Personnel Prepared Date: 4/15/00 Approved By: Rental Assistance Team Leader Approved Date: 4/17/00 Revised: 11/8/02; 12/12/03, 2/10/04, 10/1/04, 11/3/06, 1/16/07, 4/15/10 SUMMARY Performs various duties associated with the administration of the Section 8 Housing Choice Voucher (HCV) program. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Maintains professional appearance and behavior at all times. Complies with the Department of Housing and Urban Development (HUD) Section 8 HCV regulations and agency policies and procedures; maintains knowledge and understanding of regulations, policies and procedures at all times. Communicates effectively with program participants to ensure their understanding of program regulations and agency policies and procedures. Schedules and/or conducts interviews with program applicants/participants and coordinates the use of office space for this purpose. Prepares written notification of appointments to program applicants/participants. Verifies eligibility of program applicants/participants. Issues housing search vouchers to program applicants/participants. Determines reasonableness of rents charged to program participants using established rent reasonableness process. Calculates housing assistance payments and monthly rent for each program participant. Reviews private rental leases for compliance with local laws, federal regulations and agency policies. Reviews program contracts and other documents submitted by field personnel for accuracy. Request payments for approved contracts. Maintains complete and accurate records in paper and/or electronic files for program participants. Monitors non-compliance by program participants and takes immediate and appropriate action. Assists with fraud investigations. Promptly responds to written and/or oral complaints and requests for information.

2 Processes program records for optical storage and destruction. Performs field-related functions, when necessary. Represents the agency at public functions, meetings, seminars, and other activities when asked. Delivers exceptional customer service to internal and external customers.

EDUCATION and/or EXPERIENCE Bachelor's degree in Social Work, Public Administration, Sociology or Business from a four year college or university and two years related experience, or eight years related experience and/or training or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret federal regulations, general policies and procedures, professional journals, and technical procedures. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from applicants, participants, management and the general public.

4 Page 3 MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS Valid driver's license Must be bondable Certification in Rent Calculation and Occupancy required OTHER KNOWLEDGE, SKILLS, AND ABILITIES Basic Skills: Ability to communicate with all persons in a calm and patient manner. Ability to give a positive and professional image of the Agency. Computer literacy, including personal computing, accuracy in data entry, and knowledge of program-related software. Personal management, including time management, interpersonal skills, integrity, ethics. Program Related Skills: Knowledge and understanding of Housing Choice Voucher (HCV) regulations, handbooks, notices, forms, and guides. Knowledge and understanding of OHFA established policies and procedures. The ability to apply HUD and OHFA established policies and procedures to consistently produce on-time and accurate income, rent and subsidy calculations. Knowledge of non-hcv federal requirements that affect income and rent determinations, including fair housing and equal opportunity, fraud and program abuse, personnel and employment practices. Knowledge of HUD established performance standards (SEMAP indicators) and OHFA established performance standards as they relate to income and rent determinations. Specialized Workplace Skills: The ability to follow a protocol for collecting technical and highly personal information and to ask probing and clarifying questions as needed. Ability to explain complex concepts and calculations simply and clearly to program applicants, participants. Ability to understand and evaluate verification documents (e.g. pay stubs, insurance contracts, banking and investment documents) in order to apply program rules correctly. Ability to make sound judgments when required by program rules (e.g. reasonableness determinations for child care and feasibility determinations for getting third-party verifications).
