1 INTRODUCTORY PERIOD I. Purpose Newly hired employees will be subject to an introductory period during their first (90) days of employment with Montgomery County. During this introductory period, employees will be evaluated based on job performance, and other work related factors including attendance. The Department Head, or designee will work together to ensure that all evaluations are completed and accurate. Managers or designee will be responsible for the proper training of new employees and assuring that they have all information necessary to perform their duties in accordance with the department policies and standards. Supervisors or designees will be responsible for evaluating the employee s ability to meet the job performance standards and making recommendation of retention of the employee at the end of the introductory period. Any introductory period recommended to be extended beyond the 90 day period must be approved by the Department Head and Human Resources. II. III. Scope This policy applies to all employees, unless covered my specific bargaining unit language. Policy Employees hired by the County will be placed in an introductory period of no less than ninety (90) days. The introductory period shall extend beyond ninety (90) days when appropriate and must be approved by the Department Head and Human Resources. 1 P age

2 IV. PROCEDURE A. During the first 30 days of the Introductory Period, the supervisor should: i. Closely monitor employees and perform frequent and informal counseling and evaluations. Supervisors are required to keep written records of each significant incident that requires supervisory input during the introductory period. ii. Provide the employee with a copy of the job description and orient them to this position. iii. Establish written performance expectations and goals for the position and identify criteria to be used to assess the employee performance. B. During the first 60 days of the Introductory Period, the supervisor should: i. The supervisor should be meeting regularly with the employee to discuss the employee s performance and provide constructive feedback to whether the employee is meeting the expectations for the position, determine if the employee needs further training, support, or resources to be successful, and if necessary, the supervisor may provide the employee with a plan for improvement C. At the end of the 90 day Introductory Period, the supervisor should: i. Determine if the new employee s performance is satisfactory. The supervisor will then meet with the employee and develop their performance and developmental goals for the year. 2 P age

3 ii. If the new employee s performance is not satisfactory, the supervisor will consult with Human Resources and take the appropriate action. Appropriate action includes termination of employment or extension of the Introductory Period. If the new employee does not meet expectations of the position during the introductory period, the supervisor has two options: iii. Extend the introductory Period by 30 to 60 days. If the employee receives an overall rating of not satisfactory on the introductory period evaluation, the supervisor must speak with Human Resources to determine if extending the introductory period is the best course of action. If extension is determined to be the best option, the supervisor and Human Resources must determine the appropriate length of the extension. iv. During the extended Introductory Period, the supervisor will establish goals with the employee, particularly targeting areas where improvement is needed, record these goals and will meet weekly with the employee to review progress and provide constructive feedback regarding performance. In the event the supervisor determines that employment should be terminated as the result of continued performance problems during the extended Introductory Period, the supervisor must immediately notify Human Resources. D. Transfer to Another Position A Employee must remain in a position at least six months before submitting an application of employment and following posting procedures as outlined on Internal to another position within the County. 3 P age

4 V. Definition At-Will Employment At all times during the introductory period, either the Employer or Employee may terminate the employment relationship for no cause as it is at all times, an at-will employment relationship. 4 P age

5 Notice of ninety (90) day introductory period of employment I,, understand that as a condition of acceptance of employment with Montgomery County, my employment will be based on an initial 90 day introductory period. During these first 90 days of employment; Montgomery County, will evaluate my work performance, including attendance and other work-related factors. And if dissatisfied with my work; my employment may be terminated with or without written notice. It may also determine at that time if corrective training and instruction will be offered.
