1 Kennebec Water District Job Function Listing 2017 Position: General Manager Union affiliation: Exempt The General Manager is responsible for all operations within the Kennebec Water District. The General Manager is the Board of Trustees link between KWD operations and the District s ratepayers, the public and the regulatory community. Administration 1. Control of KWD operations GM directs the operations of the District in accordance with the direction given by the Board. GM gives proper time and effort toward planning, organizing, and directing operations. GM is cognizant of actual District operations and of District goals. GM delegates responsibilities judiciously to meet District goals. 2. Planning GM is involved in both short term and long term planning functions of the District. GM develops and controls planning programs such as a capital improvement program and emergency preparedness program. GM develops plans to reach the goals of the District vision statement. 3. Organizing GM properly prepares for trustee meetings. GM accesses proper resources quickly to respond to emergency situations and customer or trustee queries. GM controls the organizing of staff responsibilities and duties. GM properly assigns and directs staff in projects. 4. Documentation The GM ensures proper documentation kept of all District operations. The District is in compliance with all regulated record-keeping requirements. Customer records are accurate and readily available. 5. Proper operations All KWD operations are functioning properly as measured by compliance with all regulatory requirements. Emergency situations are corrected with timeliness and efficiency. Customers receive equitable and responsible treatment. Safety is a priority in operations. KWD s product, water, is being produced and distributed in sufficient quantity and at a quality meeting or exceeding all regulatory requirements. The District has active preventative and predictive maintenance programs in all District functions.

2 Duties 6. Policies The GM develops and implements policies to facilitate functions within the District. Policies are equitable and uniform. The GM properly implements policies developed by the Board. Existing policies are periodically reviewed and revised as necessary. 7. Trustee meetings Meetings are scheduled and noticed as required. Agendas are constructed to provide trustees with necessary pre-meeting information. Information relating to agenda items is presented in a clear and informative manner. GM responds to trustee queries and requests for additional information. 8. Report development The GM presents necessary information in a timely and professional manner to the Board and to other pertinent stakeholders. Reports presented to the Board are properly constructed with thorough analysis and without information gaps so that the Board can make reasoned and confident decisions. The GM properly presents the District s position in correspondence with other entities. 9. Budget preparation The GM constructs and presents the annual operating and capital budgets in a satisfactory format. The submission of budgets is timely. The GM provides periodic updates on the budget vs. actual revenues and expenses. The GM communicates variances and outliers against budget projections. The GM constructs the budget and budget reports incorporating trustees direction. The budget allows necessary capital expenditures while minimizing the need for additional debt. 10. Financial controls The GM exerts proper controls on financial operations. Tasks include purchase approval. Expenses are controlled within departments. Unusual expenses are properly justified. Actual revenues and expenses fall within budget. Annual audit reports reflect proper financial operations. Audit recommendations are evaluated for potential incorporation into KWD financial procedures. GM keeps the Board of Trustees informed on the potential need for rate increases in a timely manner. GM is responsible for filing rate increases, handling bond issue requirements, and applying for SRF funding when conditions dictate. GM ensures financial analysis is accurate and timely. GM ensures purchases are made under the guidelines of the KWD procurement policy. 11. Staffing The District is efficiently staffed at proper levels for operations. The staff is properly trained to conduct their responsibilities safely and effectively The GM responsibly handles selection, promotion, and termination of employees. There is coordination between staff members and between KWD departments. Staff members professionally represent the Kennebec Water District. 2

3 12. Human resource functions The GM follows labor laws in employee relations. The GM develops and disseminates clear personnel policies. The GM conducts negotiations with bargaining unit as directed by the Board. The GM makes safety policy a priority throughout KWD. Safety policy effectiveness is measured through minimal claims, worker s compensation insurance costs, and satisfactory inspection reports from safety regulators and insurers. The GM promotes interaction and coordination between all KWD employees. The GM properly controls the training and development of all KWD personnel. The GM keeps the overall working environment at a satisfactory level at minimum. Skills 13. Communication The GM presents information as necessary or required to the Board of Trustees, the media, employees, regulatory entities and the public in both oral and written formats. GM promotes communications throughout District operations. The GM presents issues and interacts with legal counsel as necessary. The GM is the primary representative of KWD in legislative issues relevant to KWD operations. 14. Job Knowledge The GM understands and stays involved in all phases of District operations The GM exhibits satisfactory knowledge level on issues addressed with the Board. The GM interacts confidently with other agencies and in a public forum. The GM provides sufficient technical and analytical data on issues of concern to the District. 15. Use of resources The GM ensures that available resources are used efficiently and effectively in the function of the District. Legal counsel is used judiciously Consultants are used effectively to provide information and advice at a reasonable cost. 16. Education/training The GM remains current in industry and business topics through seminars, training and continuing education. The GM actively reviews technical publications and trade journals on issues related to water utility operations. The GM and District staff members are current with regulatory requirements. Work Relationships 17. Interaction with trustees The GM provides trustees with recommendations on policies and procedures, financial issues, human resource issues, technical projects The GM provides trustees with adequate information to make informed decisions. The GM keeps trustees apprised of all District operations. The GM interacts with trustees in committee settings. 3

Interactions with ratepayers and the public The GM analyzes potential impacts on KWD ratepayers as a primary consideration in all decision-making processes The GM gives appropriate consideration to customer service issues The GM provides information on important issues to the public through varied communication formats including the media, one-on-one responses, public forums, and information outlets. The GM responds promptly to customer calls and follows-up on customer concerns. The GM treats all customers equitably. The GM promotes proper consideration by KWD personnel for the general public in all KWD operations 19. Interactions with municipalities The GM maintains communications with local municipal departments. The GM is involved in the planning stages of major projects within the KWD service area. Staff members are encouraged to interact with municipal employees. KWD readily provides information to municipalities when asked. KWD keeps municipalities apprised of upcoming events that may have a significant effect on the municipalities (re: rate cases, etc.). 20. Interactions with supervised staff The GM interacts regularly with supervisory personnel. The GM delegates work appropriately among supervisory personnel. The GM solicits input from staff to assist in constructing recommendations to trustees The GM encourages training and education of staff. The GM is aware of job assignments and work problems among supervisory personnel. The GM is considered approachable by supervisory staff. The GM schedules appropriate meetings to allow supervisory staff to exchange ideas, understand what is happening in other areas of District operations, and provide input into District plans. 21. Interactions with employees The GM is approachable to employees. The GM encourages input from employees. The GM handles union business properly. The GM spends an appropriate amount of time observing and interacting with employees on their job sites. The GM interacts in disputes between employees and their supervisors. The GM disciplines employees appropriately. Employees are given a voice in operations. Employees are kept informed of plans and operations. The GM places appropriate emphasis on safety and work environment. 22. Interactions within the industry and with other stakeholders The GM is active in industry functions. The GM remains current with the changing regulatory environment through association, committee, and professional memberships. Staff members adequately represent KWD in the utility and business community. The GM ensures the active involvement of KWD with China Lake stakeholder groups 4

5 Work Habits 23. Productivity The GM keeps up with the required functions of the position. The GM can produce, in a timely manner, the work, reports, and information desired by the Board of Trustees and necessary to the operation of the District. The GM is meeting schedules as outlined in the annual calendar of events. 24. Use of time The GM is available during working hours for customer/trustee/employee interaction. The GM directs himself/herself and other KWD staff members to work efficiently. The GM is available as a representative of the District, as necessary, for meetings of other municipal bodies. The GM is able to complete duties as necessary within the required time frame. 25. Dependability The GM responds to phone calls and requests promptly. The necessary paperwork is complete, proper, and timely. The GM is responsive in after-hours emergencies and other situations. The GM can be counted on by the Board to provide complete information in matters before the Board The Board has confidence that the GM is representing the District as necessary. 26. M4 Automatic Hydroelectric facility related duties Complete monthly generation and sales spreadsheet for financials Complete and submit annual FERC filing Review annual FERC regulatory changes and update FERC records as necessary Complete necessary LIHI certification and annual filing requirements 5
