5 Purpose of the Survey Applicable to all BES Generators (to include nuclear, renewables and storage) a) Gross individual nameplate rating greater than 20 MVA. Or, b) Gross plant/facility aggregate nameplate rating greater than 75 MVA. *Non-BES generators are encouraged to submit survey results Industry lead initiative to gather information through Generator Surveys to further analyze the Interconnections frequency response. 6 The Capability Goal Reliability Guideline: Primary Frequency Control In order to provide Primary Frequency Control, it is recommended that all resources connected to an Interconnection be equipped with a working governor or equivalent frequency control device. The primary focus of the Guideline is prime mover governors. Other forms of resources providing frequency response should have similar response characteristics described herein for governor MW GE7FA Gas Mark VIe Turbine Frequency Algorithm added to Plant DCS 6

10 Assessing Performance: Simplistic Grading System For Generators with headroom (between Pmin and 2% of Pmax), Generators who provide response >75% in the proper direction and sustained it for the lesser of the event duration or for 1 minute. Generators whose MW output remained unchanged, was in the wrong direction or withdrew response. 10

11 Survey Submission Expect to see a survey in the upcoming months with a recent event. Ideal event early morning or late evening when generation is committed but less than Pmax. Survey will have important information such as the survey form and submission instructions. Survey results are expected to be provided within 30 days of the notification. Upon conclusion of the EI Survey, in coordination with NAGF, will host series of WEBEX to discuss results and share ways to enable the capability of Primary Frequency Response. 11
