As the Sector Skills Council for the UK s Justice and Community sectors (licensed by Government), we work directly with employers, from the Police, Fire and Rescue, Local Government to Armed Forces, to ensure that high quality and sustainable public services are delivered via improved performance achieved through the development of the workforce. We pride ourselves on being the authoritative voice around workforce issues affecting these specific and important areas of the UK s public sector. As our focus is on the whole workforce we act as a hub for skills policy and educational standard developments, we work collaboratively with employers, education providers and policy informers to ensure they address the needs of the whole sector. Our team of experts assess emerging trends and needs across the sector delivering robust, dynamic and innovative research to inform policy development, strategicworkforce and service planning. As an employer-led organisation, we enable employers to access innovative and costeffective workforce solutions that lead to improved operational performance and service outcome, for example, workforce development, e-rostering, apprenticeships, education and training. These services include advice and consultancy, the application of Occupational and Apprenticeship Standards, development of bespoke qualifications, accreditation, training and support. 5 Apprenticeships - understanding your needs Across the UK each nation is placing renewed emphasis on Apprenticeships as the foundation for workforce development. As of April 2017, all UK employers in both the private and public sector with annual pay bills of more than 3million a year must pay the levy but importantly will be able to access funding support for training apprentices. The way to access that support is different in each country. Are you equipped to take advantage of this? In England, Public sector organisations also have apprenticeship targets as an integral part of workforce development and new entrant recruitment. Are you ready for this? Whilst the Apprenticeship Levy is paid by employers across the UK, each country is taking a different approach to how the levy will be used to support organisations with apprenticeships. We think it is very important that organisations are prepared to make the most of these changes. For many employers, this will mean they may want to reorganise their apprenticeship strategy / delivery. 6 Apprenticeship Trailblazers This is what two of the Trailblazers had to say: Our Development Specialist from SfJ has been an invaluable part of the Trailblazer working group. She really is the glue that holds the team together and without her we would not have developed the apprenticeship in just over a year. The Fire and Rescue Services in England have, with a great deal of assistance from SfJ, secured an apprenticeship that will develop the next generation of firefighters and help them develop the skills the service will need. Tim Hyde, Director of Response at Staffordshire Fire and Rescue Service Whilst Trailblazers and Apprenticeship standards development are unique to England, Skills for Justice also continue to work with employers in Scotland, Wales and Northern Ireland to develop new and/or to review existing modern apprenticeship frameworks. In Scotland, there are three types of Apprenticeship; Foundation Apprenticeships Modern Apprenticeships Graduate Apprenticeships The Apprenticeship Levy will contribute to Apprenticeship Funding in Scotland; employers can access apprenticeship funding via training provider contracts for approved apprenticeship frameworks, administered through Skills Development Scotland New Apprenticeship Standards are being developed in England which will, ultimately, replace the current frameworks. An independent review of Apprenticeships by Doug Richard in 2012 sought to develop a world-class Apprenticeship system in England, offering young people a real alternative to University,and employers a job ready pipeline of workers. The final report resulted in a series of recommendations designed to make Apprenticeships more rigorous and more responsive; notably putting you, the employers, in control. A series of groups, known as Trailblazers, have been set up to develop the new standards. Trailblazers also develop the Assessment Plans. The Institute for Apprenticeships supply guidance on the processes involved. Employers lead the activity to determine the content of each new Apprenticeship Standard, consulting with their sector as required before submitting the final products to the Institute for Apprenticeships. The submitted products go through a series of quality checks within the Institute before approval is given and the group proceed to the next phase. Some trailblazers choose to develop additional resources and employer briefs for use during implementation. We are currently supporting, facilitating or advising a number of Trailblazers Groups including Probation Officer, Operational Firefighter, Community Safety Advisor and Fire Safety Inspector. Skills for Justice facilitate these developments in partnership with sector employers. Our expert advisors can help employers navigate their way through the development of Apprenticeship Standards and Assessment Plans, reducing the burden on busy employers and ensuring momentum and enthusiasm is maintained. SFJ have been a critical part of the development of our trailblazer, they understand the landscape and intricacies of apprenticeship development and have provided pertinent information at every stage of the process. In addition to this they have been fundamental operating as the Project Management office driving the process, keeping us on track and answering questions swiftly. It has been a pleasure working with SfJ through this and I am confident that together we will be successful. Core Skills Training Frameworks (CSTFs) As an organisation, we have a track record of developing CSTFs which provide guidance and learning outcomes for workforce development and training. 8 The Quality Mark Our Quality Mark is an independent, sector specific quality assurance audit, providing a framework that defines and endorses superior learning and education. Achieving the Quality Mark means your organisation s training provision meets a nationally recognised quality benchmark which epitomises the justice and community sector s finest ethics and values, while demonstrating a commitment to developing a safer, more competent workforce. Affiliate Provider endorsement The Affiliate Provider endorsement, helps your organisation measure its readiness for the Quality Mark. This award does not endorse your training delivery but highlights your organisation s quality assurance processes and its engagement with the sector, ensuring it reflects the ethics and values required of the sector. This level of endorsement highlights that your organisation has the systems and processes in place to allow quality delivery without endorsing the quality of delivery. What are the benefits? As an Affiliate Provider, you will also be free to use the Affiliate Provider logo on your website and other marketing materials, helping you to raise the profile of your organisation s offering. By achieving the full Quality Mark, you will get all the same benefits as an Affiliate Provider and more. With this award, you will be eligible to get free access to the Skills Platform our online training resource as well as invitations to local and national networks. We will also provide inclusive consultancy ondevelopment areas, priority referrals for Apprenticeship Training Agency (ATA) learners and first access to funding from the National Skills Academy for Health, Skills for Health or Skills for Justice. Who can apply? Any organisation that offers education and training to the justice, community safety or local government sector can apply. Please note that your training provision doesn t have to be accredited by an awarding organisation or professional body to be eligible but must be delivered to an appropriate sector or be training which will enable learners to enter careers within that sector. Throughout the assessment the following forms of assessment will be covered: Portfolio of documentary evidence Surveys of training staff, learners and commissioners of education Onsite assessment Observations of teaching, learning and assessment Interviews Learner portfolio/work reviews The assessment of Affiliate Provider applicants will, on average, take one month to complete and will follow the same format as the Quality Mark process with the exception of the onsite assessment
