INTRODUCTION 1.1 Overview of BRL Ballymun regeneration Ltd( BRL ), the Client, is the Dublin City Council company created to plan and implement a regeneration programme which involves provision of new homes and facilities. More details are available at Landscape Architectural Service The implementation of the BRL Masterplan is at a mid point. The social housing programme and development of Main Street is well advanced. A number of neighborhood parks have been designed and partially constructed. External works details have been developed and are being applied to all public areas, the M50 land is at an early development stage. The Landscape architectural service required falls broadly under the following two headings, Neighbourhood Significant neighbourhood areas (i.e. 5 residential areas within Ballymun area, Coultry, Shangan, Balcurris, Poppintree, Sillogue) require external works improvement and integration with the new housing schemes. M50/Main Street M50 Lands required landscape strategy and design guidelines. The Main Street requires the development of existing landscape strategy to continue its evolution from dual carrigeway to Town Centre Main Street. This will be done in tandem with the implementation of Metro North which will in itself necessitate the re working of Ballymun Main Street. 1.3 Description of the Framework Agreement BRL intends to establish a number of framework agreements under lots for landscape architectural service. It should be noted that this framework agreement is open to Architects and Landscape Architects with appropriate experience. As a result of pre-qualification, a minimum of 3 firms will be shortlisted and invited to tender for a pilot scheme in each of 2 lots. As a result of this competition, one firm for each lot will be appointed to be in a framework agreement with BRL for a period of two years with an option (at BRL s discretion), to extend the framework agreement for a further 2 years, subject to performance measurement and continuous improvement reviews throughout the period of the Framework Agreement. All services commissioned under the Framework Agreement will be awarded on the basis of the Standard Conditions of Engagement for Construction Consultants issued by the Department of Finance. 4 1.4 Description of project Interested firms should note that their duties may include but not be limited to the following depending on individual projects assigned to them. Preparation of Landscape Design Guidelines, Details and Strategies for application in the designated area. Monitoring role where Design Guidelines are being applied by individual project design teams. Provision of Landscape Architectural consultancy services from inception to completion on Landscape Projects as they arise in the designated area. This will include acting as a Contract Administrator if appropriate. Provision of Landscape Architectural consultancy services from inception to completion on Building or Infrastructure Projects as they arise in the designated area under the direction of a Consultant Architect or Engineer. BRL has recently established a framework for urban design consultants and it is anticipated that the successful consultant will liaise with the urban design consultants as required. 1.5 Two Lots for Framework Agreement BRL intends to establish 2 different lots under the single Framework Agreement. Lot 1: Landscape design guidelines for M50 lands and Main Street. Lot 2: Landscape design service for Ballymun Neighbourhoods. It is anticipated that the two lots will require distinctive skills. In Lot 1, BRL are looking for a landscape architect of international standing to develop progressive proposals for Main Street and proposals which will give the M50 lands a unique character. In Lot 2, BRL are looking for a landscape architect with experience in public consultation and the capability of delivering sophisticated but modest design proposals which will add distinctive character to neighbourhood areas. Tenderers can choose either or both lots at their discretion. Tenderers will only be considered for inclusion in the Framework Agreement for the lot which they have ticked in Table Quantity of Work It is not possible at this time to quantify the amount of work to be commissioned under the Framework Agreement. Any appointment to the Framework Agreement does not guarantee any quantity or value of work. The volume of work may vary considerably from year to year. BRL reserves the right to procure landscape architectural services outside of the Framework Agreement at their discretion. Issue Date: Instructions to Applicants Page 4 of 13

5 1.7 Procurement Process The procurement process shall follow the procedure listed below: 1. BRL shall request expressions of interest for two lots. Expressions of interest can be submitted for either or both lots at the candidates discretion. 2. Expressions of interest will be assessed in accordance with the selection criteria stated in notice. 3. A shortlist for each lot will be drawn up. 4. Shortlisted firms will be invited to tender for a pilot scheme. Tender documents will be prepared for lot 1 and lot 2 respectively and issued to the relevant candidates. 5. Tenders will be assessed in accordance with the award criteria issued with the tender documents for lot 1 and 2 respectively. 6. Lot 1 winner (M50 Lands and Main Street) and lot 2 winner (Ballymun Neighbourhoods) will be selected based on their tender submissions and shall be admitted to the framework. 7. The framework operator may be requested to submit in writing, design and fee proposals for future projects. All further fee proposals will be assessed on the basis of the terms specified at tender stage. Issue Date: Instructions to Applicants Page 5 of 13

GENERAL INSTRUCTIONS Please note that the following instructions apply to both expressions of interest and tender submission. 2.1 Time and Place for Submission of Expression of Interest The final time, date and place for lodgment of completed Expression of Interest is: 12.00pm (noon) on Friday 7 th September Ballymun Regeneration Ltd. 3 rd Floor Civic Centre, Main Street Ballymun Marked for the Attention of: Li Qian Envelope to be clearly marked: Expression of interest for Landscape Architectural Services Framework Agreement Three copies must be provided. Any proposals received after the deadline will not be considered. The onus is on the Tenderers to ensure that a Tender is with the Client by the specified time and date. Proof of dispatch, or faxed, or ed proposals will not be accepted. 2.2 Cost of the Tender Submission Any costs associated with the submission of Expression of Interests and Tenders are the sole responsibility of the Tenderer and will not be reimbursed. 2.3 Queries and Clarifications Prior to the receipt of Tenders, any request for information sought by any parties wishing to tender, the response of which may have a particular relevance to all the parties who have expressed an interest in tendering, will be communicated in writing to all the parties by the Contracting Authority. Information supplied by Tenderers in response to this Request for Tenders will be treated as contractually binding. However, BRL reserves the right to seek clarification or verification of any such information.. BRL will deal with all reasonable queries and requests for clarification promptly. These should be received no later than ten (10) working days before the closing date for tenders. All additional information generated shall be circulated to all tenderers. Any queries with regard to the Tender Documents should be addressed to: Li Qian at li.qian@dublincity.ie or at Tenderers should note that is the preferred method of communicating queries in relation to this tender competition. 7 3. EXPRESSION OF INTEREST ASSESSMENT 3.1 General The criteria that shall be used to evaluate and assess the tender proposals are detailed below. The contract shall be awarded on the basis of the most economically advantageous tender. 3.2 Expression of Interest Submission Details Candidates Details Tenders shall complete the Appendix 1 and submit with other information required. (Please note this form can not be filled by hand) Eligibility requirements Tenderers shall provide a signed declaration that none of the conditions specified in Article 45 of Directive 2004/18 (see Appendix 2) apply to them. Tenderers are informed that they will be automatically excluded if any of these apply to them. Evidence that the Tenderer has achieved a Minimum annual fee turnover in its most recent Financial year of 250,000 relevant to Architectural Services.
