4 THE JOB The seeks an experienced executive committed to sustainable financial policies and servant leadership. The Director of Finance reports to a Deputy City Manager and provides oversight for City financial operations, as well as facilitates financial matters with other department directors, City Council, Council appointed boards and committees, regional authorities and commissions. Candidates with a demonstrated track record of fiscal governance and knowledge of progressive financial policies and strategies preferred. The next Director of Finance will be a strategic thinker with a diverse knowledge/experience in accounting, debt issuance, risk management, payroll, purchasing, deferred compensation and pension plans. S/he will be responsible for assisting the City navigate public private partnerships, manage the financial impacts of sea level rise, and oversee the implementation of a new cloud based Enterprise Resource Planning (ERP) platform. The Director of Finance serves as a strategic liaison to Virginia Beach City Public Schools, the Deferred Compensation Board, Virginia Beach Development Authority, and Minority Business Council. Additionally, the director facilitates processes that ensure opportunities exist for Small, Women and Minority owned (SWaM) businesses. The ideal candidate will be an experienced negotiator familiar with public private partnerships, demonstrated financial forecasting skills, and the ability to communicate complex information to a variety of audiences. S/he will ensure all financial activities are in compliance with law, policies, regulations, and accounting standards. 5 PREFERRED QUALIFICATIONS: Master s degree in Business Administration, Public Administration, Finance or a similar program and six (6) years senior management experience; or higher level education and experience equivalent to 12 years, including five (5) years as a senior administrator in a comparably sized department/city/county. COMPENSATION: Salary will be commensurate with candidate qualifications within the range of $105,060 $161,304.
