With support from the Department for International Development (DFID) through the Disasters and Emergency Preparedness Programme (DEPP), the Shifting the Power project is part of an ambitious suite of projects launched by the START Network designed to develop decentralized approaches to capacity building and to improve the quality and speed of humanitarian response in countries at risk of natural disaster or conflict related humanitarian emergencies. Intro: The Shifting the Power project will work in 5 disaster-prone countries to strengthen the capacity of approximately 50 national and local humanitarian organisations and provide an evidenced transformational model covering different humanitarian contexts (e.g. fragile; rapid onset; slow onset; urban). This vision of the project is to support local actors to take their place alongside international actors to create a more balanced humanitarian system that is more responsive and accountable to disaster affected communities. The project will be implemented in Bangladesh, Kenya, Pakistan, Ethiopia and DRC with leadership from different consortia members. See attached a summary on the Shifting the Power Project. *ActionAid, CAFOD, Christian Aid, Tearfund, Concern, Oxfam Role Overview: The person in this role will be responsible for the successful management, 1

2 coordination and delivery of the project Shifting the Power through developing the capacity of local organisations, including: Delivery of project goals, objectives and milestones Coordination across 5 country teams and 6 Consortium member agencies Management of the International Project Management Unit team, and matrix management of 5 in-country project managers Responsible for all aspects of project cycle management and reporting; Collaboration and representation of the project amongst other DEPP funded projects, the START Network and peer and partner agencies, and internal and external networks and coalitions Working closely with the Consortium s International Steering Committee, the International Project Manager will provide leadership for realising the vision of the project. Areas of Responsibilities Key Activities 1.Project Management Overall responsibility for managing project to deliver against Logframe Outcome, Outputs and Indicators, and review/revise Logframe as required in consultation with International Steering Committee and DFID Plan and manage of project-wide workplans, and administrative processes in line with sub-grant agreement, donor guidelines, MoUs, and consortium collaboration agreement. Ensure project management and governance structures in place, understood and functioning at all levels, working closely with Consortium co-lead CAFOD Ensure 5 country teams and projects are context specific and aligned with the objectives of the project (plans developed, signed off, and reviewed by International Steering Committee) Put in place reporting systems and coordinate and compile reporting from 5 country managers to feed into project-level reporting Line manage Project Management Team and matrix-manage 5 international project staff Act as secretariat to the International Steering Committee, providing monthly/quarterly update reports and following up on recommendations for improvement Compile and manage project risk register, identifying and raising problems and issues to the International Steering Committee 2

3 Manage Consortium relationships, including formal and informal information sharing and communication between member organisations and partners Compile monthly/quarterly narrative and financial reports working closely with the AAUK donor manager, and ensure reporting submitted to donor on time and to high standards Ensure the delivery of the following project components: Ensure humanitarian capacity assessment framework component is set up, resourced, and delivered, working closely with CAFOD Ensure all 5 countries identify capacity building requirements and appropriate partners and partnerships to deliver objectives of project 3

Budget management and overall reporting responsibility Maintain overall oversight of the budget and ensure timely corrective action in case of over- or under-spends Ensure country level budgets compliant and signed off and reviewed by International Steering Committee Liaise closely with ActionAid International and ActionAid UK Finance to ensure that finance management of the project is consistent with the contract, donor and ActionAid requirements and mitigates risks Support Finance Officer to coordinate and compile monthly/quarterly financial reports in line with Steering Committee and donor requirements Provide advice and support to consortium partners on finance and procurement questions 3. Support to Lead Agencies and 5 country teams Assist Consortium partner agencies leads and in-country Project Managers in designing and delivering country level plans and activities in line with the Project objectives, donor requirements, and key policy issues Ensure pro-active engagement and regular communication with Project Managers and lead consortium agencies, including regular visits to all 5 project countries Assist partners agencies to link with external expertise and stakeholders where required Create, promote and maintain an spaces (including online)for sharing information between/across countries and develop a cross-country network/community of practice on capacity building 4. External representation and networking with key stakeholders (including the donor organisation) Provide leadership in communicating the project s vision, aims and objectives to internal and external stakeholders Represent project towards the donor and START Network Identify opportunities to represent and present on the project s vision, aim and learning at external forums, conferences, networks Manage and deliver the project s communication plan to maximize uptake of learning including by START Network agencies and DFID With the support of the M&E Officer and Admin Officers, develop case studies, and relevant policy/advocacy material for internal and external communication purposes Ensure engagement and cross-learning with other capacity building initiatives (e.g. Humanitarian Leadership Academy, IFRC research) related to building local humanitarian capacity 4

Monitoring, Evaluation and Learning Other Manage M&E Officer to develop,, implement and review Monitoring, Evaluation and Learning plans With CAFOD, ensure consultation on M&E of capacity building with external actors including IFRC-funded research and DFID DEPP Ensure research, documentation and learning component is resourced, managed and delivered, including through consultancies to contribute to generating evidence base Organise Consortium and multi-stakeholder learning events Develop ToRs and contract consultants for mid-term and final evaluations The role holder will from time to time be required to carry out any other duties that are within the scope of the job. Willingness and ability to travel to and between the 5 project countries. Person Specification Education, Language & Qualifications Essential Knowledge, skills and Experience Educated to degree level Experience in complex project co-ordination / management Good understanding of humanitarian work Experience of working with consortia Good understanding of financial management Strong report writing, and presentation skills, including the ability to present complex issues clearly and concisely to a broad range of audiences Demonstrable experience of high level skills in influencing without authority and persuasion Demonstrated ability to work collaboratively by support, facilitation, and co-ordination Demonstrable experience of capitalising on networking, collaboration and partnership opportunities Experience of, or sophisticated understanding of, working across organisational and project boundaries, from within a single agency perspective.
