1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT ZWER UN Youth Volunteer in Evaluation The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. The capital Harare lies at an altitude of 1450 M above sea level. The middle plateau is Malaria free, but Prophylaxis is highly recommended in low lying and hot areas. The political environment in the country has substantially improved and is now considered to be stable. The currency in use is USD along with the local bond notes and all necessary food and accessories are locally available. 2 Assignment Details Assignment Title UN Youth Volunteer in Evaluation Organizational Context & Project Description Zimbabwe Evaluation Association (ZEA) is a professional association of evaluators of Zimbabwe devoted to the application and exploration of program evaluation, personnel evaluation, technology, and many other forms of evaluation. ZEA contributes to the capacity development of members and stakeholders in evaluation to ensure the attainment of quality and credible evaluations in the country. ZEA is a membership-based organization that exists to serve the evaluation community and promote quality evaluation practice in Zimbabwe. The association also exists to build partnership with policy makers to utilize evaluation findings and disseminates evaluation information to stakeholders. In addition, it also provides a networking platform system for sharing lessons and good practices in evaluation. Although ZEA has an ambitious mandate, it lacks the institutional capacities to deliver on the same at present. It is currently operating from a space provided by an INGO as part of incubation exercise. UNICEF is working towards strengthening the national evaluation capacity in Zimbabwe and this work is guided by the Agenda 2020 which sets out four key areas of focus for national evaluation capacity strengthening and these are: (i) Enabling environment (ii) Institutional capacities (iii) Individual capacities and (iv) Inter-linkages among these three elements. As part of this overall framework, UNICEF is partnering with ZEA to strengthen its institutional capacities to help it deliver on its mandate and thereby contribute to an improved evaluation eco-system in the social sector in Zimbabwe. Sustainable Development Goals 17. Partnerships For the Goals UNV Focus Area Task description Securing access to basic social services Under the direct supervision of Program Coordinator -ZEA and in close collaboration with PME Specialist in UNICEF the UN Youth Volunteer will undertake the following tasks: 1. Support the ZEA secretariat in planning, conducting, and monitoring of ZEA events and activities and strengthen performance management by tracking key performance indicators across the association 2. Support the maintenance an updated and interactive membership database system of ZEA membership 3. Support the preparation of the progress reports on the agreed action plan of ZEA 4. Support the Program Coordinator in fundraising by setting annual income goals, for example, and setting standards for serving the organization's targeted needs groups 5. 3 and members of the community at these events 6. Support the program Coordinator in developing long-term strategic partnerships or donor relationships to increase the organization's effectiveness serving unmet needs 7. Support the program Coordinator in organising the half-yearly and annual board meetings to share the progress and seek guidance from the board on important issues 8. Support in the management of the ZEA web-site 9. Support in implementation of the agreed activities listed in the ZEA work plan, as requested by the management including supporting young and emerging evaluators / engaging with or developing EvalYouth in Zimbabwe. 10. Provide any other support as needed by the management on information management, planning, monitoring, reporting and evaluation Furthermore, UN Youth Volunteers are required to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers; Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Extent to which ZEA is able to effectively complete the activities listed in its work plan The development of evaluation capacity of ZEA through coaching, mentoring and formal on-the-job training, when working with ZEA, including Government Partners; Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented 11 Nov 2018 Page 3 of 7

4 in all activities of ZEA and the UNV throughout the assignment A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Bachelor degree or equivalent Education - Additional Comments Bachelor s Degree in social science, economics, public administration or related field. Or or combination of first level degree with relevant experience; Specific coursework in the area of results based management (RBM), monitoring and evaluation, statistics and/or research methodologies; Relevant computer skills; specifically Microsoft Office (i.e. Word, Excel, PowerPoint) and social media. Required experience Experience Remark 24 months Practical experience (up to 2 years) in the area of results based management (RBM), monitoring and evaluation, statistics and/or research methodologies; Familiarity with statistical software (i.e. SPSS, Stata) would be an asset. 5 Basic understanding of governmental relationships and the UN legislative process; Basic knowledge of human rights and gender equality within the United Nations context; Basic knowledge of evaluation norms and standards, and the importance of ethics and integrity in evaluation processes; Awareness of and ability to exercise self-reflective practices; Technical and professional skills, particularly: Ability to assist in the conceptualization and in the coordination of evaluations for example contribute to the development of Terms of Reference, and evaluation follow-up; Ability to receieve guidance in order to learn and apply different evaluation approaches and methodologies. Ability to contribute to the reporting of credible conclusions clearly related to findings substantiated by evidence to target groups and intended users; Ability to support the dissemination and use of evaluation findings. Ability and willingness to work in coordination with other UN organizations for joint and UNDAF evaluations and for National Evaluation Capacity Development. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
